	<p>British taxpayers got to pick up the Herald&#8217;s College bill of 15,000 pounds for devising John Bercow, the new Speaker of the British House of Commons, brand new coat of arms.</p>

	<p>I&#8217;d say that the heralds and pursuivants must have developed an actual animus toward the new Speaker.</p>

	<p>They succeeded in persuading him that a ladder (alluding to his rise from humble origins) was a compliment, that four gold balls were alluding to his enthusiasm for lawn tennis (and not his Hebraic ancestry), and that those hideous Islamic scimitars are <a href="http://en.wikipedia.org/wiki/Seax">Saxon seax knives</a> representing the county of Essex (where he went to a red brick university). Right, sure they are!</p>

	<p>The motto &#8220;All Are Equal&#8221; between pink triangles with rainbow striping on the back of the scroll really devastatingly tops the whole thing off resulting in the most extraordinarily oxymoronic expression of the triumphant elevation of the spirit of leveling to established status in the hierarchical realm of heraldry. One can just imagine the guffaws emanating from the studio in the Herald&#8217;s College.</p>

	<p>The current <a href="http://en.wikipedia.org/wiki/File:Arms_of_Essex.svg">coat of arms</a> of the County of Essex, I find, does feature its three seaxes drawn the same as Bercow&#8217;s, looking like Middle Eastern scimitars.</p>

	<p>An earlier, <a href="http://en.wikipedia.org/wiki/File:Erkenwin_-_John_Speed.JPG">1611 version</a> of the same arms is much less influenced by the Arabian Nights.</p>

	<p>I suppose though that I must concede that Bercow&#8217;s arms does feature Essex seaxes, in at least the problematic form presumably invented by some ill-informed Victorian heraldist.</p>

<strong>It is impossible imagine a better metonomic image of Britain disarmed.</strong></p>

	<p>The recent breakdown of civil society in British cities has been widely associated with welfare state entitlements and an all-encompassing liberal egalitarianism which insists on treating criminality as victimhood. A version of society Kipling predicted: &#8220;[T]he brave new world begins, when all men are paid for existing and no man must pay for his sins.&#8221;</p>

	<p>But it must also be noted that the left&#8217;s aversion to punishing crime has consistently featured a single notable exception, a passionate determination to make a conspicuous example of any law-abiding citizen competing against the state&#8217;s monopoly of force by daring to defend himself against crime and violence.  In such cases, liberal authorities have consistently been out for blood.</p>

	<p><a href="http://online.wsj.com/article/SB10001424053111903918104576502613435380574.html?mod=ITP_opinion_0">Joyce Lee Malcolm</a>, a professor at George Mason University has made the study of the British experiment a personal specialty, and reports in the Wall Street Journal on some of the atrocities produced by the contemporary administration of justice British-style and their results in multiplying crime.</p>

	<p><blockquote><br />
Great Britain&#8217;s leniency began in the 1950s, with a policy that only under extraordinary circumstances would anyone under 17 be sent to prison. This was meant to rehabilitate young offenders. But the alternative to incarceration has been simply to warn them to behave, maybe require community service, and return them to the streets. There has been justifiable concern about causes of crime such as poverty and unemployment, but little admission that some individuals prefer theft to work and that deterrence must be taken seriously.</p>

	<p>Victims of aggression who defend themselves or attempt to protect their property have been shown no such leniency. Burglars who injured themselves breaking into houses have successfully sued homeowners for damages. In February, police in Surrey told gardeners not to put wire mesh on the windows of their garden sheds as burglars might hurt themselves when they break in.</p>

	<p>If a homeowner protecting himself and his family injures an intruder beyond what the law considers &#8220;reasonable,&#8221; he will be prosecuted for assault. Tony Martin, an English farmer, was sentenced to life in prison for killing one burglar and wounding another with a shotgun during the seventh break-in at his rural home in 1999. While his sentence was later reduced to five years, he was refused parole in 2003 because he was judged a danger to burglars.</p>

	<p>In 2008, a robber armed with a knife attacked shopkeeper Tony Singh in West Lancashire. During the struggle the intruder was fatally stabbed with his own knife. Although the robber had a long record of violent assault, prosecutors were preparing to charge Mr. Singh with murder until public outrage stopped them.</p>

	<p>Meanwhile, the cost of criminal justice has convinced British governments to shorten the sentences of adult criminals, even those guilty of violent crimes, and to release them when they have served half of their sentence. Police have been instructed by the British Home Office to let burglars and first-time offenders who confess to any of some 60 crimes&#8212;ranging from assault and arson to sex with an underage girl&#8212;off with a caution. That means no jail time, no fine, no community service, no court appearance.</p>

	<p>In 2009, 70% of apprehended burglars avoided prison, according to British Ministry of Justice figures. The same year, 20,000 young offenders were electronically tagged and sent home, a 40% increase in the number of people tagged over three years.</p>

	<p>All sorts of weapons useful for self-defense have been severely restricted or banned. <span class="caps">A 1953</span> law, the &#8220;Prevention of Crime Act,&#8221; made any item someone carried for possible protection an &#8220;offensive weapon&#8221; and therefore illegal. Today there is also a list of devices the mere possession of which carries a 10-year sentence. Along with rocket launchers and machine guns, the list includes chemical sprays and any knife with a blade more than three inches long.</p>

	<p>Handguns? Parliament banned their possession in 1997. As an example of the preposterous lengths to which zealous British authorities would enforce this law, consider the fate of Paul Clark, a former soldier. He was arrested in 2009 by Surrey police when he brought them a shotgun he found in his garden. For doing this personally&#8212;instead of asking the police to retrieve it&#8212;he received a five-year prison sentence. It took a public outcry to reduce the normal five-year sentence to 12 months, and then suspend it.</p>

	<p>The ban on handguns did not stop actual crimes committed with handguns. Those crimes rose nearly 40%, according to a 2001 study by King&#8217;s College London&#8217;s Center for Defence Studies, and doubled by a decade later, according to government statistics reported in the London Telegraph in October 2009.</p>

	<p>Knives? It&#8217;s illegal for anyone under age 18 to buy one, and using a knife for self-defense is unlawful. In 1991, American tourist Dina Letarte of Tempe, Ariz., used a penknife to protect herself from a violent attack by three men in a London subway. She was convicted of carrying an offensive weapon, fined, and given a two-year suspended sentence.</p>

	<p>The result of policies that punish the innocent but fail to deter crime has been stark, even before the latest urban violence. The last decade has seen a doubling of gun crime. According to the latest annual report of the Home Office (2009), there was a 25% increase in crimes involving contact, such as assault and battery, over the previous year.</blockquote></p>

	<p>Yet a police force all but entirely useless when it comes to preventing crime or maintaining public order has time to police everything else. When Sam Brown observed en passant to a mounted policeman on Cornmarket Street in Oxford, &#8220;Do you know your horse is gay?&#8221;, he was surrounded within minutes by six officers and a fleet of patrol cars, handcuffed, tossed in the slammer overnight, and fined 80 pounds. Mr. Brown&#8217;s &#8220;homophobic comments,&#8221; explained a spokesmoron for Thames Valley Police, were &#8220;not only offensive to the policeman and his horse, but any members of the general public in the area.&#8221; The zealous crackdown on Sam Brown&#8217;s hippohomophobia has not been replicated in the present disturbances. Anyone who has so much as glanced at British policing policy over the past two decades would be hard pressed to argue which party on the streets of London, the thugs or the cops, is more irredeemably stupid.</p>

	<p>This is the logical dead end of the Nanny State. When William Beveridge laid out his blueprint for the British welfare regime in 1942, his goal was the &#8220;abolition of want&#8221; to be accomplished by &#8220;co-operation between the State and the individual.&#8221; In attempting to insulate the citizenry from life&#8217;s vicissitudes, Sir William succeeded beyond his wildest dreams. As I write in my book: &#8220;Want has been all but abolished. Today, fewer and fewer Britons want to work, want to marry, want to raise children, want to lead a life of any purpose or dignity.&#8221; The United Kingdom has the highest drug use in Europe, the highest incidence of sexually transmitted disease, the highest number of single mothers, the highest abortion rate. Marriage is all but defunct, except for William and Kate, fellow toffs, upscale gays and Muslims. From page 204: &#8220;For Americans, the quickest way to understand modern Britain is to look at what <span class="caps">LBJ</span>&#8217;s Great Society did to the black family and imagine it applied to the general population.&#8221;</blockquote></p>

	<p>The mass criminality in the big cities is merely a speeded-up and concentrated version of life on most large estates [housing projects] &#8211; fear, intimidation, cruelty, injustice, savagery towards the vulnerable and the  different, a cold sneer turned towards any plea for pity, the awful realisation that when you call for help from the authorities, none  will come.</p>

	<p>As the polluted flood (it is not a tide; it will not go back down again) of spite, greed and violence washes on to their very doorsteps, well-off and influential Left-wingers at last meet the filthy thing they have created, and which they ignored when it did not affect them personally.</p>

	<p>No doubt they will find ways to save themselves. But they will not save the country. Because even now they will not admit that all their ideas are wrong, and that the policies of the past 50 years &#8211; the policies they love &#8211; have been a terrible mistake. I have heard them in the past few days clinging to their old excuses of non-existent &#8216;poverty&#8217; and &#8216;exclusion&#8217;.</p>

	<p>Take our Prime Minister, who is once again defrauding far too many people. He uses his expensive voice, his expensive clothes, his well-learned tone of public-school command, to give the impression of being an effective and decisive  person. But it is all false. He has  no real idea of what to do. He  thinks the actual solutions to the problem are &#8216;fascist&#8217;. Deep down,  he still wants to &#8216;understand&#8217; the hoodies.</p>

	<p>Say to him that naughty children should be smacked at home and caned in school, that the police (and responsible adults) should be free to wallop louts and vandals caught in the act, that the police should return to preventive foot patrols, that prisons should be austere places of hard work, plain food and discipline without TV sets or semi-licit drugs, and that wrongdoers should be sent to them when they first take to crime, not when they are already habitual crooks, and he will throw up his well-tailored arms in horror at your barbarity.</p>

	<p>Say to him that divorce should be made very difficult and that the state should be energetically in favour of stable, married families with fathers (and cease forthwith to subsidise families without fathers) and he will smirk patronisingly and regard you as a pitiable lunatic.</p>

	<p>Say to him that mass immigration should be stopped and reversed, and that those who refuse any of the huge number of jobs which are then available should be denied benefits of any kind, and he will gibber in shock.</p>

	<p>Yet he is ready to authorise the use of water cannon and plastic bullets on our streets (quite useless,  as it happens, against this sort of outbreak) as if we were a Third World despotism.</p>

	<p>Water cannon and plastic bullets indeed. What an utter admission of failure, that after 50 years of the most lavish welfare state in the solar system, you cannot govern your country without soaking the citizenry in cold water and bombarding them with missiles from a safe distance. Except, of course, that it is because of the welfare system that this is so.<br />

<a href="http://maggiesfarm.anotherdotcom.com/archives/17718-Time-To-Dust-This-Bad-Boy-Off.html">Roger de Hauteville</a> yesterday posted a 2 minute video showing a small line of 8 British riot police retreating from a mob of looters who are hurling the long boards and other pieces of traffic barriers at them.  The police line withdraws backward in the direction of another line of police, luckily for them I expect, continuing to face in the direction of the mob and maintaining something resembling a line. Had they turned and run, the mob would probably have been on them.  Amazingly, the second line of police never made any move to come to their assistance.  At around 1:23 the mob begins to turn back, for no obvious reason that can be discerned from the video. The police make no effort to pursue the now retreating mob.</p>

	<p>I&#8217;d say that the police response was lacking.  Here you have a mob of hoodlums engaged in looting and vandalism making unsafe a public street and attacking police. When the two lines of police consolidated, there were at least 16 cops, a number quite adequate to form a line capable of presenting a solid front.  16 men, armed with nightsticks, carrying shields, and armored by the force of authority, with justice on their side, should have had no problem clearing that street and driving an unorganized crowd comprised of criminal scum right out of there.</p>

	<p>If a representative of the criminal element should attempt to use some form of terrorist weapon like a Molotov cocktail, the police ought to shoot him.</p>

	<p>All this demonstrates just how thoroughly the political leadership of Western democracies has become unmanned by the anti-morality of the Left.  Criminals and looters are now disenfranchised victims of society equipped on the basis of their alleged grievances and resentment with anti-moral authority more powerful than the badges and uniforms of police or the titles and powers of elective office.</p>

<a href="http://maggiesfarm.anotherdotcom.com/archives/17718-Time-To-Dust-This-Bad-Boy-Off.html">Roger de Hauteville</a> responded to all this by reflecting that the <a href="http://en.wikipedia.org/wiki/Riot_Act">Riot Act</a> in  Britain, from 1715 in the time of George I until it was repealed (alas!) in 1973 during the age of imbecility, permitted mayors, bailiffs, or justices of the peace in situations in which twelve or more persons were &#8220;unlawfully, riotously, and tumultuously assembled together&#8221; to read aloud the following:</p>

Our Sovereign Lord the King chargeth and commandeth all persons, being assembled, immediately to disperse themselves, and peaceably to depart to their habitations, or to their lawful business, upon the pains contained in the act made in the first year of King George, for preventing tumults and riotous assemblies. 	<p>If anyone remained on the street after one hour of the proclamation, the act provided that the authorities could use force to disperse them. Those assisting in the dispersal were specifically indemnified against any legal consequences in the event of any of the rioters  being injured or killed.</p>

	<p>The act also made it a felony punishable by death for rioters who had been read the proclamation to cause (or begin to cause) serious damage to places of religious worship, houses, barns, and stables.<br />

[I]t&#8217;s more than childish destructiveness motivating the rioters. At a more fundamental level, these are youngsters who are uniquely alienated from the communities they grew up in. Nurtured in large part by the welfare state, financially, physically and educationally, socialised more by the agents of welfarism than by their own neighbours or community representatives, these youth have little moral or emotional attachment to the areas they grew up in. Their rioting reveals, not that Britain is in a time warp back to 1981 or 1985 when there were politically motivated, anti-racist riots against the police, but rather that the tentacle-like spread of the welfare state into every area of people&#8217;s lives has utterly zapped old social bonds, the relationship of sharing and solidarity that once existed in working-class communities. In communities that are made dependent upon the state, people are less inclined to depend on each other or on their own social wherewithal. We have a saying in Britain for people who undermine their own living quarters &#8211; we call it &#8216;s****ing on your own doorstep&#8217;. And this rioting suggests that the welfare state has given rise to a generation perfectly happy to do that. ...</p>

	<p>There is one more important part to this story: the reaction of the cops. Their inability to handle the riots effectively reveals the extent to which the British police are far better adapted to consensual policing than conflictual policing. It also demonstrates how far they have been paralysed in our era of the politics of victimhood, where virtually no police activity fails to get followed up by a complaint or a legal case. Their kid-glove approach to the rioters of course only fuels the riots, because as one observer put it, when the rioters &#8216;see that the police cannot control the situation, [that] leads to a sort of adrenalin-fuelled euphoria&#8217;. So this street violence was largely ignited by the excesses of the welfare state and was then intensified by the discombobulation of the police state. In this sense, it reveals something very telling, and quite depressing, about modern Britain.</blockquote></p>

It armed the Confederate Army in the War for Southern Independence.  It produced the rifles, pistols, bayonets, machine guns, and artillery that determined the fate of Europe in two world wars.</p>

	<p>The <a href="http://en.wikipedia.org/wiki/Gun_Quarter">Gun Quarter</a> of Birmingham; like Gardone, Italy; Oberndorf, Germany; Tula, Russia; or Springfield, Massachusetts; is one of the world&#8217;s great historic arms-making centers, boasting a leading role in gun manufacture for more than three centuries.</p>

	<p>But a pusillanimous group of British politicians has recently announced that Birmingham&#8217;s historic Gun Quarter is going to be renamed, specifically in order to renounce its association with the arms trade.</p>

	<p>The <a href="http://www.birminghampost.net/news/west-midlands-news/2011/07/28/birmingham-s-gun-quarter-to-be-renamed-st-george-and-st-chad-65233-29135415/">Birmingham Post</a> reports:</p>

It&#8217;s been a symbol of Birmingham&#8217;s manufacturing excellence for 250 years, but the city&#8217;s Gun Quarter has lost its biggest battle of all.</p>

	<p>One of Britain&#8217;s oldest industrial areas has been renamed after council leaders claimed local people no longer wanted to be associated with the weapons of war.</p>

	<p>The streets where highly skilled tradesmen produced two million muskets to fight Napoleon are to be known in future as St George and St Chad in recognition of a church and Birmingham&#8217;s Roman Catholic cathedral.</p>

	<p>Opponents of the name change say the Gun Quarter has been sacrificed on the altar of political correctness.</blockquote></p>

	<p>St. George, a soldier saint renowned for killing a dragon, would probably have no personal aversion to the arms trade.  <a href="http://en.wikipedia.org/wiki/Chad_of_Mercia">St. Chad</a> (who turns out to be completely personally unconnected to the 2000 Presidential Election in Florida) was an abbot and bishop of Mercia, the patron saint of medicinal springs, and must have had a personal interest in agriculture, as traditionally his feast day (March 2) is particularly propitious for the planting of broad beans.  His views on weapons are unknown.</p>

	<p>Of Birmingham today, a city willing to spurn the memory and achievements of Westley Richards, William Powell, Greener, Webley, and W. C. Scott, one can inclined to say with <a href="http://www-cdr.stanford.edu/intuition/Slough.html">John Betjeman</a>:</p>

Worshippers at a 12th century village church have launched a bitter battle to oust their vicar.</p>

	<p>Some members of the congregation at St Nicholas Church in Tillingham, Essex, are &#8216;at war&#8217; with vicar Lorna Smith, claiming that her modernisation plans will be the &#8216;ruination&#8217; of the historic church.</p>

	<p>A petition has been started calling for the Reverend Lorna Smith to quit her post as vicar after she pushed ahead with proposals to rip the pews and replace them with informal plastic chairs, dig up the floor and install underground heating.</p>

	<p>Anne Burden, 72, a parishioner, said: &#8216;I simply can&#8217;t believe people can come into our village and do this to our church.</p>

	<p>&#8216;There have been little nicks in the picture going on since she has been here, but undoubtedly its got worse since she proposed the removal of the pews.</p>

	<p>&#8216;Nobody took it seriously at first when they heard but now I think she wants wall to wall carpets and to turn the place into a social centre.</p>

	<p>&#8216;I feel so very sad when I think about it &#8211; we were a united congregation before and people from the village who are not churchgoers all got involved with the upkeep.</p>

	<p>&#8216;It was a beautiful church which was at the heart of the village now that has all changed.&#8217;</p>

	<p>The building boasts a Norman Nave and 14th century bell tower and is regarded by English Heritage as a good example of a traditional country parish church.</p>

	<p>Mrs Smith is thought to have joined the historic church about five years ago but has divided opinion among worshippers when she backed the Parochial Church Council&#8217;s plans to modernise the building.</p>

	<p>The Friends of St Nicholas have already raised around &#163;20,000 towards the modernisation plans &#8211; which include removing the Victorian pews in favour of more informal seating, installing underfloor heating, building a kitchen, toilet and gallery meeting room under the bell tower.</p>

	<p>But the scheme has been met with horror by some villagers and led to a day-long Consistory Court hearing which ruled in favour of the changes to the church.</blockquote></p>

	<p>Her seller, the Ministry of Defence, is better described as &#8220;cash-strapped&#8221; rather than as &#8220;one careful owner&#8221;.</p>

	<p>Launched barely 30 years ago, the 10,000 ton aircraft carrier is now just a hulk, her engines decommissioned and her pumps and generators broken.</p>

	<p>But as one of Britain&#8217;s two flattops in 1982, the ship helped turn the tide after General Galtieri invaded the Falklands.</p>

	<p>At the time of the invasion <span class="caps">HMS </span>Invincible had been earmarked for sale to Australia for &#163;175million,</p>

	<p>Critics claim it was that sale which emboldened Argentina to attack. It was hastily called off after the invasion.</p>

	<p>Last month&#8217;s decision to scrap Britain&#8217;s only remaining aircraft carrier, Ark Royal, nine years before its replacement comes on line, has been criticised by admirals as having the potential to encourage Buenos Aires to again raise a claim over the islands.</p>

The teenager had posted on Facebook two weeks earlier a video in which she burned on school property an English-language edition of the Koran in front of an audience of schoolmates.</p>

	<p>On Tuesday, a 14-year-old boy was also arrested for posting threats on Facebook in response to the video.</p>

	<p>Both teenagers were released on bail, and their Facebook accounts were eliminated.</p>

	<p>The British press quoted an Islamic organization&#8217;s spokesman who advised readers that burning Korans was one of the most offensive acts imaginable in the eyes of more than a billion Muslims worldwide.</p>

	<p>As the clock struck 11am, the Islamic protesters burned a model of a poppy and chanted &#8216;British soldiers burn in hell&#8217;.</p>

	<p>They held banners which read &#8216;Islam will dominate&#8217; and &#8216;Our dead are in paradise, your dead are in hell&#8217;. ...</p>

	<p>The protest, in Exhibition Road, near Hyde Park, involved about 50 people while about another 50 counter-demonstrators had to be kept apart from the group by a line of police.</p>

	<p>Three men were arrested at the scene &#8211; two for public order offences and one for assaulting a police officer. ...</p>

	<p>It is thought Muslims Against Crusades is a splinter group of Islam4UK, founded by Anjem Choudary.</blockquote></p>

	<p>Freedom of speech has never traditionally included the right of the foreign enemy to propagandize and insult a country&#8217;s war dead in its capital in time of war.</p>

	<p>A responsible government would round up these demonstrators and deport them back to their native homelands.  The privilege of residency ought to be considered to entail minimal obligations of loyalty and civility.  There is an element of real insanity in the manner in which government officials transatlantically have become so hypnotized by extravagant and politically correct interpretations of liberal rights theory that even more basic moral obligations have become obscure to them.</p>

	<p>Any government which asks its citizens to fight and die on its behalf has a primal obligation to uphold and vindicate the cause for which they fight and to honor their service and sacrifice.</p>

All leaks emerging out of the new British government&#8217;s defense review indicate a budgetary bloodbath is in the offing. Later reports indicate that the review was seeking cuts as deep as 15 percent in the UK&#8217;s defense budget. Later reports suggested reductions in the range of 10 percent. In addition, it is reported that the review will conclude that the Ministry of Defense must pay the entire cost for modernizing the UK&#8217;s strategic nuclear deterrent from its own funds. British defense spending is likely to fall below two percent of <span class="caps">GDP</span>, which is a threshold for strategic irrelevance.</p>

	<p>Even at the smaller figure, such cuts would have a dramatic, even catastrophic, impact on the British military. Entire Army brigades would have to be disbanded, fighter squadrons eliminated and naval vessels scrapped. One or both of the UK&#8217;s planned new aircraft carriers could be cancelled, new intelligence programs terminated and the number of Joint Strike Fighters to be bought reduced.</p>

	<p>Increasingly rare among U.S. allies, Britain retains the will and so far the means to oppose hegemony and aggression in critical parts of the world. This is the basis of the so-called special relationship. Without the means to stand shoulder-to-shoulder with the U.S., of what good is British will alone? Without both will and wallet, how long can the special relationship continue?</p>

	<p>The UK&#8217;s review may prove the final straw breaking the back of the U.S. willingness to underwrite the defense of Europe. Other <span class="caps">NATO</span> countries are conducting their own reviews looking to reduce government expenditures in the wake of the recent global financial crisis. Further defense cuts by major <span class="caps">NATO</span> nations will render moot the Alliance&#8217;s new strategic concept.</p>

	<p>So alarming is the current trend that both Secretary of State Clinton and Secretary of Defense Gates made mention of it at a recent <span class="caps">NATO</span> summit. Gates warned against the expectation that the U.S. would pick up the check if Europe reduced its defense spending. Clinton noted that <span class="caps">NATO</span> is premised on the idea of the common defense to which every member must contribute.</p>

	<p><span class="caps">NATO</span> could be sustained so long as a core group of countries were willing to invest sufficiently in their military capabilities. Britain was the symbol of Europe&#8217; willingness to remain a relevant force in regional and global security. The review is likely to mean the end of the United Kingdom as a nation of military note. As goes Britain, so will go <span class="caps">NATO</span>.</blockquote></p>

After 18 months, 40 focus groups and a secret operation worthy of <span class="caps">MI5</span>, London 2012 on Wednesday finally revealed the mascots that will help define the capital&#8217;s Olympic experience, and just as importantly help pay for it.</p>

	<p>The one-eyed figures, called Wenlock and Mandeville, were unveiled at an east London school on Wednesday with organisers hoping they will inspire a generation of children and persuade their parents to contribute the &#163;15 million the mascots are slated to raise in merchandising revenue.</p>

	<p>Two parts-Pokemon to one-part lava lamp with yellow &#8216;Taxi&#8217; lights on their foreheads, the distinctive characters are intended to capture the imagination of children and work as well in the digital world as they will in costume form at trackside in 2012.</p>

	<p>Any concern at the appropriateness of the design, which shares a certain abstraction with London&#8217;s much criticised logo, should be off-set by the smart choice of names, which resonate with Britain&#8217;s Olympic and Paralympic history.</p>

	<p>Much Wenlock in Shropshire is considered by many the birthplace of the modern Olympics. Baron Pierre de Coubertin, the founder of the <span class="caps">IOC</span>, visited the town in 1890 and took inspiration from the annual Games organised by Dr William Penny Brookes, a local doctor, to &#8220;promote the moral, physical and intellectual improvement of the inhabitants&#8221;.</p>

	<p>Stoke Mandeville&#8217;s famous spinal injuries unit meanwhile was where the Paralympic movement began, and the naming of one mascot after the hospital is an explicit attempt to raise the profile of the Paralympic Games.</p>

	<p>The mascots will soon be ubiquitous, with merchandise going on sale in July to mark two years to the London 2012 opening ceremony.</p>

	<p>They are a central part of London&#8217;s &#163;70 million merchandising budget, and organisers hope the mascots will contribute up to 20 per cent of that sum through sales of T-shirts, key-rings, tea-towels and the like.</p>

	<p>The Cyclops design allows the mascots&#8217; eyes to work as lenses, and digital cameras in the shape of the characters will be available. </blockquote><br />

	<p>But branding experts last night called them &#8220;a calamity&#8221; and accused Olympic bosses of wasting thousands of pounds on their creation.</p>

	<p>Stephen Bayley, the prominent design critic, said: &#8220;What is it about these Games which seems to drive the organisers into the embrace of this kind of patronising, cretinous infantilism? Why can&#8217;t we have something that makes us sing with pride, instead of these appalling computerised Smurfs for the iPhone generation?</p>

	<p>&#8220;If the Games are going to be remembered by their art then we can declare them a calamitous failure already.&#8221; ...</p>

	<p>[C]ritics said the design would leave young people baffled. Aaron Shields, a partner at the design agency BrandInstict, said: &#8220;I don&#8217;t think people are going to relate to these very modern creations. The first rule of mascot creation is to make something familiar and accessible, not something alien. This is just going to be seen as another disappointment coming out of the Olympic games.&#8221;</p>

	<p>The 42-year-old Baptist, who has preached Christianity in Wokington, Cumbria for years, said he did not mention homosexuality while delivering a sermon from the top of a stepladder, but admitted telling a passing shopper that he believed it went against the word of God.</p>

	<p>Police officers are alleging that he made the remark in a voice loud enough to be overheard by others and have charged him with using abusive or insulting language, contrary to the Public Order Act.</p>

	<p>Mr McAlpine, who was taken to the police station in the back of a marked van and locked in a cell for seven hours on April 20, said the incident was among the worst experiences of his life. </blockquote></p>

[W]hat are we to make of the British? They were on the right side of all the great conflicts of the last century; and they have been, in the scales of history, a force for good in the world. Even as their colonies advanced to independence, they retained the English language and English legal system, not to mention cricket and all kinds of other cultural ties. And even in imperial retreat, there is no rational basis for late-20th-century Britain&#8217;s conclusion that it had no future other than as an outlying province of a centralized Euro nanny state dominated by nations whose political, legal, and cultural traditions are entirely alien to its own. The embrace of such a fate is a psychological condition, not an economic one.</p>

	<p>Is America set for decline? It&#8217;s been a grand run. The country&#8217;s been the leading economic power since it overtook Britain in the 1880s. That&#8217;s impressive. Nevertheless, over the course of that century and a quarter, Detroit went from the world&#8217;s industrial powerhouse to an urban wasteland, and the once-golden state of California atrophied into a land of government run by the government for the government. What happens when the policies that brought ruin to Detroit and sclerosis to California become the basis for the nation at large? Strictly on the numbers, the United States is in the express lane to Declinistan: unsustainable entitlements, the remorseless governmentalization of the economy and individual liberty, and a centralization of power that will cripple a nation of this size. Decline is the way to bet. But what will ensure it is if the American people accept decline as a price worth paying for European social democracy.</p>

	<p>Is that so hard to imagine? Every time I retail the latest indignity imposed upon the &#8220;citizen&#8221; by some or other Continental apparatchik, I receive e-mails from the heartland pointing out, with much reference to the Second Amendment, that it couldn&#8217;t happen here because Americans aren&#8217;t Euro-weenies. But nor were Euro-weenies once upon a time. Hayek&#8217;s greatest insight in The Road to Serfdom is psychological: &#8220;There is one aspect of the change in moral values brought about by the advance of collectivism which at the present time provides special food for thought,&#8221; he wrote with an immigrant&#8217;s eye on the Britain of 1944. &#8220;It is that the virtues which are held less and less in esteem and which consequently become rarer are precisely those on which the British people justly prided themselves and in which they were generally agreed to excel. The virtues possessed by Anglo-Saxons in a higher degree than most other people, excepting only a few of the smaller nations, like the Swiss and the Dutch, were independence and self-reliance, individual initiative and local responsibility, the successful reliance on voluntary activity, noninterference with one&#8217;s neighbor and tolerance of the different and queer, respect for custom and tradition, and a healthy suspicion of power and authority.&#8221; Two-thirds of a century on, almost every item on the list has been abandoned, from &#8220;independence and self-reliance&#8221; (40 percent of people receive state handouts) to &#8220;a healthy suspicion of power and authority&#8221; &#8212; the reflex response now to almost any passing inconvenience is to demand the government &#8220;do something,&#8221; the cost to individual liberty be damned. American exceptionalism would have to be awfully exceptional to suffer a similar expansion of government and not witness, in enough of the populace, the same descent into dependency and fatalism. As Europe demonstrates, a determined state can change the character of a people in the space of a generation or two. 	<p>In the modern era, the two halves of &#8220;the West&#8221; form a mirror image. &#8220;The Old World&#8221; has thousand-year-old churches and medieval street plans and ancient hedgerows but has been distressingly susceptible to every insane political fad, from Communism to Fascism to European Union. &#8220;The New World&#8221; has a superficial novelty &#8212; you can have your macchiato tweeted directly to your iPod &#8212; but underneath the surface noise it has remained truer to old political ideas than &#8220;the Old World&#8221; ever has. Economic dynamism and political continuity seem far more central to America&#8217;s sense of itself than they are to most nations&#8217;. Which is why it&#8217;s easier to contemplate Spain or Germany as a backwater than America. In a fundamental sense, an America in eclipse would no longer be America.</p>

	<p>But, as Charles Krauthammer said recently, &#8220;decline is a choice.&#8221; The Democrats are offering it to the American people, and a certain proportion of them seem minded to accept. Enough to make decline inevitable? To return to the young schoolboy on his uncle&#8217;s shoulders watching the Queen-Empress&#8217;s jubilee, in the words of Arnold Toynbee: &#8220;Civilizations die from suicide, not from murder.&#8221;</blockquote></p>

	<p>Young men of Brockworth in Gloucestershire have from <a href="http://en.wikipedia.org/wiki/Time_immemorial">Time Immemorial</a>, at least for a couple of centuries, possibly even from Roman or Phoenician Antiquity, been celebrating the arrival of  Spring with the annual Cooper&#8217;s Hill Cheese-Rolling and Wake, a peculiar local competition involving a hazardous madcap pursuit down a steep hill after a large round block of <a href="http://en.wikipedia.org/wiki/Double_Gloucester_cheese">Double Gloucester cheese</a>.</p>

	<p>The <a href="http://www.timesonline.co.uk/tol/news/uk/article7060394.ece">London Times</a> reports that safety, insurance, and traffic considerations, in other words bureaucracy and general poltroonery, have caused this year&#8217;s cheese-rolling to be cancelled.</p>

	<p><blockquote><br />
A centuries-old cheese rolling contest has fallen victim to health and safety &#8212; but not because of the broken bones and dozens of other injuries sustained each year.</p>

	<p>Organisers of Gloucestershire&#8217;s annual competition have cancelled the event due to be held on May 31 because of concerns raised by the police and local authority over traffic and crowd control. </blockquote></p>

	<p><a href="http://reason.com/archives/2010/02/24/weoponizing-mozart/singlepage">Brendan O&#8217;Neill</a> describes how in today&#8217;s Britain one of the dystopian predictions of Anthony Burgess has already become reality: Classical music used as a tool of social control.</p>

	<p><blockquote><br />
Britain might not make steel anymore, or cars, or pop music worth listening to, but, boy, are we world-beaters when it comes to tyranny. And now classical music, which was once taught to young people as a way of elevating their minds and tingling their souls, is being mined for its potential as a deterrent against bad behavior.</p>

	<p>In January it was revealed that West Park School, in Derby in the midlands of England, was &#8220;subjecting&#8221; (its words) badly behaved children to Mozart and others. In &#8220;special detentions,&#8221; the children are forced to endure two hours of classical music both as a relaxant (the headmaster claims it calms them down) and as a deterrent against future bad behavior (apparently the number of disruptive pupils has fallen by 60 per cent since the detentions were introduced.)</p>

	<p>One news report says some of the children who have endured this Mozart authoritarianism now find classical music unbearable. As one critical commentator said, they will probably &#8220;go into adulthood associating great music&#8212;the most bewitchingly lovely sounds on Earth&#8212;with a punitive slap on the chops.&#8221; This is what passes for education in Britain today: teaching kids to think &#8220;Danger!&#8221; whenever they hear Mozart&#8217;s Requiem or some other piece of musical genius.</p>

	<p>The classical music detentions at West Park School are only the latest experiment in using and abusing some of humanity&#8217;s greatest cultural achievements to reprimand youth.</p>

	<p>Across the UK, local councils and other public institutions now play recorded classical music through speakers at bus-stops, in parking lots, outside department stores, and elsewhere. No, not because they think the public will appreciate these sweet sounds (they think we are uncultured grunts), but because they hope it will make naughty youngsters flee.</p>

	<p>Tyne and Wear in the north of England was one of the first parts of the UK to weaponize classical music. In the early 2000s, the local railway company decided to do something about the &#8220;problem&#8221; of &#8220;youths hanging around&#8221; its train stations. The young people were &#8220;not getting up to criminal activities,&#8221; admitted Tyne and Wear Metro, but they were &#8220;swearing, smoking at stations and harassing passengers.&#8221; So the railway company unleashed &#8220;blasts of Mozart and Vivaldi.&#8221;</p>

	<p>Apparently it was a roaring success. The youth fled. &#8220;They seem to loathe [the music],&#8221; said the proud railway guy. &#8220;It&#8217;s pretty uncool to be seen hanging around somewhere when Mozart is playing.&#8221; He said the most successful deterrent music included the Pastoral Symphony by Beethoven, Symphony No. 2 by Rachmaninov, and Piano Concerto No. 2 by Shostakovich. (That last one I can kind of understand.)</p>

	<p>In Yorkshire in the north of England, the local council has started playing classical music through vandal-proof speakers at &#8220;troublesome bus-stops&#8221; between 7:30 PM and 11:30 PM. Shops in Worcester, Bristol, and North Wales have also taken to &#8220;firing out&#8221; bursts of classical music to ward of feckless youngsters.</p>

	<p>In Holywood (in County Down in Northern Ireland, not to be confused with Hollywood in California), local businesspeople encouraged the council to pipe classical music as a way of getting rid of youngsters who were spitting in the street and doing graffiti. And apparently classical music defeats street art: The graffiti levels fell.</p>

	<p>Anthony Burgess&#8217;s nightmare vision of an elite using high culture as a &#8220;punitive slap on the chops&#8221; for low youth has come true. In Burgess&#8217;s 1962 dystopian novel A Clockwork Orange, famously filmed by Stanley Kubrick in 1971, the unruly youngster Alex is subjected to &#8220;the Ludovico Technique&#8221; by the crazed authorities. Forced to take drugs that induce nausea and to watch graphically violent movies for two weeks, while simultaneously listening to Beethoven, Alex is slowly rewired and re-moulded. But he rebels, especially against the use of classical music as punishment.</p>

	<p>Pleading with his therapists to turn the music off, he tells them that &#8220;Ludwig van&#8221; did nothing wrong, he &#8220;only made music.&#8221; He tells the doctors it&#8217;s a sin to turn him against Beethoven and take away his love of music. But they ignore him. At the end of it all, Alex is no longer able to listen to his favorite music without feeling distressed. A bit like that schoolboy in Derby who now sticks his fingers in his ears when he hears Mozart.</p>

	<p>The weaponization of classical music speaks volumes about the British elite&#8217;s authoritarianism and cultural backwardness. They&#8217;re so desperate to control youth&#8212;but from a distance, without actually having to engage with them&#8212;that they will film their every move, fire high-pitched noises in their ears, shine lights in their eyes, and bombard them with Mozart. And they have so little faith in young people&#8217;s intellectual abilities, in their capacity and their willingness to engage with humanity&#8217;s highest forms of art, that they imagine Beethoven and Mozart and others will be repugnant to young ears. Of course, this becomes a self-fulfilling prophecy.</blockquote></p>

Great Britain is unhappy that six of the 11 individuals thought to be part of the Mossad (or whomever) team used fake British passports bearing the names of Israeli citizens. Prime Minister Gordon Brown sniffed that &#8220;the British passport is an important document that has got to be held with care.&#8221; However, I&#8217;m confident that if the agents had possessed real British passports, they would have held them carefully.</p>

	<p>The [Washington] Post also reports that Israeli citizens whose names appeared on the fake passports were &#8220;shocked to find themselves mentioned in the material released by the Dubai police.&#8221; No doubt. Israel&#8217;s position, though, is that &#8220;if there is concern about identity theft, those involved should consult a lawyer.&#8221; Always good advice.</p>

	<p>But passport fraud and identity theft hardly exhaust the ways in which the slaying of Mabhouh affronts modern sensibilities. For example, the photos of the 11 suspects raise questions about the diversity of the team Mossad (or whomever) assembled. It includes only one woman (an attractive blond,naturally) and looks to be short on people of color.</p>

	<p>There is also no indication that the team advised Mabhouh of his rights or offered him a chance to exculpate himself before he was killed. Indeed, from all that appears, no lawyer was present.</p>

	<p>Finally, what about the carbon footprint of the operation? Did the team travel to Dubai in an energy efficient way? And how much electricity did they use once they arrived? Some reports say they used electricity to stun Mabhouh before killing him. Couldn&#8217;t he have been executed in a more energy efficient way?</p>

	<p>A certain amount of nastiness is inevitable in today&#8217;s world. But this doesn&#8217;t mean that protocol, equal opportunity, and principles of good environmental stewardship should fall by the wayside. </blockquote></p>

	<p><blockquote><br />
The five-year-old girl, her-six year-old brother and their father Chris Grady were in the car when it plunged into the river Avon in Evesham, Worcestershire, on Thursday morning.</p>

	<p>Mr Grady and his son Ryan, managed to escape from the submerged car. They were helped clear by police officers on the riverbank.</p>

	<p>However, Mr Grady&#8217;s daughter, Gabrielle, was trapped inside the vehicle for 97 minutes before the closest police dive team, based in the next county, could arrive. The divers then took a further 12 minutes to rescue her.</p>

	<p>The officers already on the scene were prevented from diving in earlier to rescue her by police safety regulations.</p>

	<p>The little girl remained in a critical state in hospital yesterday while her brother yesterday began to make a recovery.</p>

	<p>He was well enough to sit up in bed and talk to family at his bedside.</p>

	<p>West Mercia police admitted last night that safety regulations barred normal police officers from jumping into rivers to try to save people.</p>

	<p>A police spokesman said the closest available police dive team was Avon and Somerset constabulary.</p>

	<p>&#8220;Their team arrived within 97 minutes of the original request being made.</p>

	<p>&#8220;Once they had arrived it took only a further 12 minutes to rescue the child from the submerged vehicle.</p>

	<p>&#8220;At the time of the original request Avon and Somerset Dive Team were involved in an underwater search for a missing person in Gloucestershire.</p>

	<p>&#8220;Police officers are not trained or equipped to enter rivers in order to rescue people.</p>

	<p>&#8220;They are trained and equipped to make rescues from riverbanks.</p>

	<p>&#8220;The risk involved in untrained and ill-equipped officers entering the water in these circumstances are generally too high to contemplate. </blockquote></p>

	<p>The American Pseudo-Intelligentsia desires above all things that the United States should become ever more like Europe. The tragedy in Worcestershire demonstrates that the brave new Progressive world all tidily ruled over and arranged into order by centralized authority leaves no room for initiative, improvisation, and reckless courage, no room for humanity. Yet, in a real emergency, it is precisely the unruly individual, the human being willing to risk everything and to ignore the rulebook, that makes the critical difference. They&#8217;ve done an excellent job of eliminating people like that in the socialist bureaucracies of modern Europe, including Britain.</p>

Miss Klass, a model for Marks &#38; Spencer and a former singer with the pop group Hear&#8217;Say, was in her kitchen in the early hours of Friday when she saw two teenagers behaving suspiciously in her garden.</p>

	<p>The youths approached the kitchen window, before attempting to break into her garden shed, prompting Miss Klass to wave a kitchen knife to scare them away.</p>

	<p>Miss Klass, 31, who was alone in her house in Potters Bar, Herts, with her two-year-old daughter, Ava, called the police. When they arrived at her house they informed her that she should not have used a knife to scare off the youths because carrying an &#8220;offensive weapon&#8221; &#8211; even in her own home &#8211; was illegal.</p>

	<p>Jonathan Shalit, Miss Klass&#8217;s agent, said that had been &#8220;shaken and utterly terrified&#8221; by the incident and was stepping up security at the house she shares with her fianc&#233;, Graham Quinn, who was away on business at the time.</p>

	<p>He said: &#8220;Myleene was aghast when she was told that the law did not allow her to defend herself in her own home. All she did was scream loudly and wave the knife to try and frighten them off. </blockquote></p>

	<p>The restaurant is currently offering <a href="http://en.wikipedia.org/wiki/Christmas_pudding">plum pudding</a> as part of its seasonal fare, which, as ancient custom (and the recipe) dictates, is prepared with the odd silver coin or lucky charm thrown into the mix.</p>

	<p>But so wary have the management become of expensive lawsuits brought by any patron chipping a veneered tooth or choking on silver horseshoes that each portion arrives with both a jug of brandy sauce and a legal disclaimer.</blockquote></p>

	<p>So much for the &#8220;within three months&#8221; legal basis for his compassionate release.  Of course, we already knew that compassion had nothing to do with this. It was simply a <a href="http://neveryetmelted.com/2009/08/30/blood-for-oil/">sordid sale</a> of justice by Labour in return for an oil deal.</p>

The health of the Lockerbie bomber has &#8220;not deteriorated&#8221; since his release from prison three months ago &#8211; despite doctors&#8217; assessments that he would have died by now, a senior source has told The Sunday Telegraph.</p>

	<p>Megrahi, who is suffering terminal prostate cancer, was sent home to Libya to die after medical experts concluded in a report on July 30 he had just three months left to live. The time span was crucial because only prisoners with three months or less to survive are eligible for release on compassionate grounds.</p>

	<p>The disclosure will reignite the row over the release of Abdelbaset Ali Mohmed al-Megrahi on compassionate grounds despite his conviction for the murder of 270 people when Pan Am flight 103 exploded in mid-air over Lockerbie in 1988.</p>

	<p>Within three weeks of the medical examination by Professor Karol Sikora, one of Britain&#8217;s leading cancer specialists, Megrahi was put on a plane and sent home to Tripoli to die.</p>

	<p>But three months on from Prof Sikora&#8217;s diagnosis, Megrahi is well enough to &#8220;walk and talk&#8221; and shows no sign of deterioration, according to a senior source involved in his release.</p>

	<p>The source told The Sunday Telegraph: &#8220;His condition has not deteriorated in three months. He is pretty much in the same way as he was when this all started. He is just as he was. There is nothing that leads anyone to believe he is in any different condition to when he left Scotland.&#8221; </blockquote></p>

	<p>In an e-mail today to Savage producer Beowulf Rochlen, Cambridge Union leaders Julien Domercq and Jonathan Laurence wrote, &#8220;It is with great regret to inform you of the difficult decision we have taken to cancel the event.&#8221;</p>

	<p>Domercq and Laurence pointed to problems with the cost and feasibility of setting up the necessary video link, but they also cited &#8220;legal issues.&#8221;</p>

	<p>&#8220;We have reconsulted with our counsel, and been informed that there are numerous legal issues with Dr Savage speaking here,&#8221; they wrote, &#8220;and so because of all of the technical, financial and legal problems involved, we have come to the reluctant conclusion that the event cannot proceed.&#8221; ...</p>

	<p>The July 2 invitation to the debate said the Cambridge Union had been following his case &#8220;with great interest&#8221; and believed he was &#8220;more qualified than anyone to talk about the subject of political correctness in American and Britain.&#8221;</p>

	<p>The student society at the University of Cambridge wanted Savage to speak for the opposition in a debate titled &#8220;This House Believes Political Correctness is Sane and Necessary.&#8221;</p>

	<p>The society, founded in 1815, has hosted the likes of British Prime Minister Winston Churchill and American presidents Ronald Reagan and Theodore Roosevelt.</blockquote></p>

	<p>The cancellation of speaking appearance by controversial political figures on the right at student debating forums at elite universities as the result of pressure from on high has quite a long tradition.</p>

	<p>I don&#8217;t think much of Michael Savage, n&#233;e Weiner, myself, but this sort of thing only ever happens to controversial speakers from the political right.  The most loathsome communist, the most extreme anti-humanity environmentalist, the noisiest representative of any kind of leftwing craziness can be allowed to speak on campus. <a href="http://www.washingtonpost.com/wp-dyn/content/article/2007/09/24/AR2007092401042.html">Columbia can even host Mahmoud Ahmedinejad</a> for a speech denouncing the United States.</p>

	<p>An invitation to George Wallace to speak at the Yale Political Union was canceled by union officers under direct pressure from Yale President Kingman Brewster in the early 1960s.  A decade later, the administration intervened again, forcing the <span class="caps">YPU</span> to rescind an invitation to speak to William Shockley.  That second time, Yale conservatives determined to test free speech at Yale simply passed the responsibility for the invitation from one captive student organization to another, as the Yale administration continued to try forcing a cancellation.  When the event actually was held, leftwing activists prevented Shockley from speaking at all. The embarrassment of a second public address at Yale (the left had also forcibly shut down a speech by General William Westmoreland a bit earlier) prevented from happening by force provoked a serious reexamination of Yale University&#8217;s commitment to free speech by the Woodward Committee, which issued a <a href="http://en.wikipedia.org/wiki/Woodward_Report">report</a> strongly affirming the principle of Free Expression.</p>

	<p>The Woodward Report resulted in Yale being one of relatively few major universities to escape the adoption of politically correct civility codes.</p>

	<p>It sounds like the Cambridge Union caved in the face of pressure from the Labour Government rather than from the University.  Free expression in Britain is clearly in trouble not merely at the university but at the national level.</p>

	<p>The Crown Prosecution Service today defended its decision to take legal proceedings against a 71-year-old woman who prodded a 17-year-old youth in the chest.</p>

    Renate Bowling, of Thornton Cleveleys, Lancashire, confronted the boy in the street after stones were thrown at her home.

    The disabled widow, who walks with a steel frame, said she thought it was a &#8220;joke&#8221; when police arrived at the scene and arrested her for jabbing the teenager with her finger.</ol>

	<p>While the Crown, which undoubtedly prosecuted this vicious criminal for the sake of the children, claims there was no evidence that the youth who received this vicious jabbing threw the rock, it ignores Ms. Bowling&#8217;s own account, in which she saw the boy standing in the street, in the direction from which the rocks had been thrown, and later hiding behind a wall.  Ms. Bowling had to toddle out with her walker to confront the little monster. ...</p>

	<p>What sort of country raises entitled young hooligans, who abuse old ladies by pelting them with stones and calling them &#8220;German whores&#8221;?  Hooligans who run to the police when they&#8217;re beaten up by the old ladies? What sort of country tolerates, encourages, and condones this sort of behavior?</blockquote></p>

New advice published in Scouting, the official in-house magazine, says neither Scouts nor their parents should bring penknives to camp except in &#8220;specific&#8221; situations.</p>

	<p>Scouts have traditionally been taught how to use knives correctly, using them on camping trips to cut firewood or carve tools.</p>

	<p>At one point Scouts were allowed to carry a sheath knife on their belt as part of their uniform although this is no longer the case. In recent years the Scout Association guidance has been that parents should carry knives to camps or meetings.</p>

	<p>Dave Budd, a knife-maker who runs courses training Scouts about the safe use of blades, wrote that the growing problem of knife crime meant action had to be taken.</p>

<strong>Even farther back, before <span class="caps">WWII</span>, there used to be an official Boy Scout sheath knife. It seems to have been an adaptation by a different company (Ka-Bar? Camillus?)  of the old Webster Marble Woodcraft pattern.</strong></p>

	<p>There&#8217;s no story here, Bulpitt claims. Why! We&#8217;ve been discouraging scouts from carrying pen-knives for years.</p>

A Mail on Sunday journalist approached us on Friday having read the latest guidance we issued in Scouting Magazine/online in December 08 and April 09 on advising Scouts on the situations in which they can use a knife as part of normal Scout Activities. He was looking to make the story into &#8220;Scouts Ban knives shocker&#8221;. The media team took them through the facts and sent them links to our various documents and magazine articles giving him the following info,</p>
 &#8211; The Rules changed about wearing knives with uniform in 1968 &#8211; We have issued regular guidance to the Movement on this matter ever since 1968 e.g. early 1980&#8217;s , 1996, 2008 and 2009 (the latest being the magazine article in April/May) &#8211; We need to support leaders with information to help them support young people

	<p>Despite making these facts available the Mail on Sunday published the piece, They used a few selective statements and quotes some out of context..</p>

	<p>A number of newspapers this morning (Times, Telegraph, Express, Mirror, Sun) have taken the text from the Mail on Sunday (without talking to us) and have run with the story.</blockquote></p>

	<p>I&#8217;m not especially moved by Mr. Bulpitt&#8217;s complaints personally, but I thought he was entitled to a place on the record.</p>

In a letter to The Daily Telegraph, a group of experts who care for the terminally ill claim that some patients are being wrongly judged as close to death.</p>

	<p>Under <span class="caps">NHS</span> guidance introduced across England to help doctors and medical staff deal with dying patients, they can then have fluid and drugs withdrawn and many are put on continuous sedation until they pass away. ...</p>

	<p>The warning comes just a week after a report by the Patients Association estimated that up to one million patients had received poor or cruel care on the <span class="caps">NHS</span>. ...</p>

	<p>The scheme, called the Liverpool Care Pathway (LCP), was designed to reduce patient suffering in their final hours.</p>

	<p>Developed by Marie Curie, the cancer charity, in a Liverpool hospice it was initially developed for cancer patients but now includes other life threatening conditions.</p>

	<p>It was recommended as a model by the National Institute for Health and Clinical Excellence (Nice), the Government&#8217;s health scrutiny body, in 2004.</p>

	<p>It has been gradually adopted nationwide and more than 300 hospitals, 130 hospices and 560 care homes in England currently use the system.</p>

	<p>Under the guidelines the decision to diagnose that a patient is close to death is made by the entire medical team treating them, including a senior doctor.</p>

	<p>They look for signs that a patient is approaching their final hours, which can include if patients have lost consciousness or whether they are having difficulty swallowing medication.</p>

	<p>However, doctors warn that these signs can point to other medical problems.</p>

	<p>Patients can become semi-conscious and confused as a side effect of pain-killing drugs such as morphine if they are also dehydrated, for instance.</p>

	<p>When a decision has been made to place a patient on the pathway doctors are then recommended to consider removing medication or invasive procedures, such as intravenous drips, which are no longer of benefit.</p>

	<p>If a patient is judged to still be able to eat or drink food and water will still be offered to them, as this is considered nursing care rather than medical intervention.</p>

	<p>Dr Hargreaves said that this depended, however, on constant assessment of a patient&#8217;s condition.</p>

	<p>He added that some patients were being &#8220;wrongly&#8221; put on the pathway, which created a &#8220;self-fulfilling prophecy&#8221; that they would die. </blockquote></p>
