What side of history do democrats want to be on? Not the side of Washington and Jefferson.

In extending our health-care system, all we are doing is catching up with Otto Von Bismarck’s Germany, which recognized a hundred and twenty-five years ago that universal health and disability coverage, along with old age pensions and a system of public education, were essential elements of a modern society.

Democrats want to replace the Liberal American ideals of limited government, personal freedom, and individual responsibility with Mitteleuropean statism, socialism, and collectivism. Their “modern society” is, just like Bismark’s, centralized, bureaucratized, and dirigiste.

Socialism, statism, collectivism are all actually terribly old-fashioned ideas, representing nothing other than a variety of negative responses to the Liberal Enlightenment ideals of individual liberty and the restraint of state power in favor of voluntary and organic order. The would-be rulers of mankind simply ceased appealing to claims of Divine Right and hereditary superiority and began attempting to gain power by flattering and bribing the masses, while arousing their passions with fraudulent claims of injury and entitlement.

Human appetite for power is unlimited and the possession of power is always addictive. The Central European monarchies, Germany, Austria, Russia, which pioneered centralizing statism with unprecedentedly expansive regimes of taxation, regulation, and conscription, inevitably turned their power against one another, and destroyed themselves with the war they launched in 1914.

From its grand dynastic monarchies, the tradition of Continental European collectivism passed in 1917 to populist rule by cafe intellectuals, bringing within a generation an even greater war and murderous barbarism producing atrocities and deaths on a scale unprecedented in European civilization.

European exhaustion and the demoralization of the traditional leadership classes, after WWII, produced generally more benign socialist rule, but the European welfare state politics American liberals yearn to share produced nothing but European stagnation and decline. Britain was still rationing food as it had in wartime in 1954.

America surged dramatically ahead of Europe, economically and culturally, and (until the late 1960s) enjoyed decidedly less divisive and destructive politics.

Europe only began catching up to the United States in material prosperity, after many long years, when deference to market considerations on the basis of the American example significantly began to influence European economic policies.

Yet, despite the manifest superiority of the American political tradition and the American ideals of Liberty and Individualism, our domestic community of fashion continues to yearn to replace those with European-style statism. They seem to feel instinctively that, because French cheese, German cars, and Scandinavian design are such effective markers of class superiority that Europeans must also possess a more chic and desirable kind of politics. They are dead wrong.

Our liberals are like the Bourbons, and the Fall of Communism (whose anniversary, with respect to the opening of the Berlin Wall, we begin to celebrate tomorrow) is like the French Revolution, a historical watershed producing some definitive judgments on the Past. Like the Bourbons, American liberals have learned nothing about economics. And like the Bourbons, they refuse to relinquish their illusions and their ancient animosities.

As the commentariat sharpens its pencils and waits for further information on the motives of the Army doctor responsible for the Fort Hood massacre to emerge, it seems safe to predict that the liberals will not identify Islam’s propensity to inculcate fanaticism, xenophobia, and murderous violence as the key factor.

Most likely, they will blame guns and, following several leading liberal social scientists, insufficient American domestication and statism. If Americans just bowed to Socialism and accepted the complete universal authority, supervision, and direction of the paternalist state along with Max Weber’s Gewaltmonopol des Staates, and gave up retarditaire habits of owning weapons and relying in extreme situations on self defense, then we would be civilized like Europeans.

The United States has the highest homicide rate of any affluent democracy, nearly four times that of France and the United Kingdom, and six times that of Germany. Why? Historians haven’t often asked this question. Even historians who like to try to solve cold cases usually cede to sociologists and other social scientists the study of what makes murder rates rise and fall, or what might account for why one country is more murderous than another. Only in the nineteen-seventies did historians begin studying homicide in any systematic way. In the United States, that effort was led by Eric Monkkonen, who died in 2005, his promising work unfinished. Monkkonen’s research has been taken up by Randolph Roth, whose book “American Homicide” (Harvard; $45) offers a vast investigation of murder, in the aggregate, and over time. Roth’s argument is profoundly unsettling. There is and always has been, he claims, an American way of murder. It is the price of our politics. ...

Pieter Spierenburg, a professor of historical criminology at Erasmus University, in Rotterdam, sifts through the evidence in “A History of Murder: Personal Violence in Europe from the Middle Ages to the Present” (Polity; $24.95). In Europe, homicide rates, conventionally represented as the number of murder victims per hundred thousand people in the population per year, have been falling for centuries. Spierenburg attributes this long decline to what the German sociologist Norbert Elias called the “civilizing process” (shorthand for a whole class of behaviors requiring physical restraint and self-control, right down to using a fork instead of eating with your hands or stabbing at your food with a knife), and to the growing power of the centralizing state to disarm civilians, control violence, enforce law and order, and, broadly, to hold a monopoly on the use of force. (Anthropologists sometimes talk about a related process, the replacement of a culture of honor with a culture of dignity.) In feuding medieval Europe, the murder rate hovered around thirty-five. Duels replaced feuds. Duels are more mannered; they also have a lower body count. By 1500, the murder rate in Western Europe had fallen to about twenty. Courts had replaced duels. By 1700, the murder rate had dropped to five. Today, that rate is generally well below two, where it has held steady, with minor fluctuations, for the past century.

The American homicide rate has been higher than Europe’s from the start, and higher at just about every stage since. It has also fluctuated, sometimes wildly. During the Colonial period, the homicide rate fell, but in the nineteenth century, while Europe’s kept sinking, the U.S. rate went up and up. In the twentieth century, the rate in the United States dropped to about five during the years following the Second World War, but then rose, reaching about eleven in 1991. It has since fallen once again, to just above five, a rate that is, nevertheless, twice that of any other affluent democracy.

What accounts for this remarkable difference? Guns leap to mind: in 2008, firearms were involved in two-thirds of all murders in the United States. Yet Roth, who supports gun control, insists that the prevalence of guns in America, and our lax gun laws, can’t account for the whole spread, and a few scholars have argued that laws allowing concealed weapons actually lower the murder rate, by deterring assaults. Some Europeans suspect that Americans haven’t undergone the same “civilizing process,” as if, unmoored from Europe, Colonial Americans went murderously adrift. Spierenburg speculates that democracy came too soon to the United States. By the time European states became democracies, the populace had accepted the authority of the state. But the American Revolution happened before Americans had got used to the idea of a state monopoly on force. Americans therefore preserved for themselves not only the right to bear arms—rather than yielding that right to a strong central government—but also medieval manners: impulsiveness, crudeness, and fidelity to a culture of honor. We’re backward, in other words, because we became free before we learned how to control ourselves.

A British nuclear expert taking part in disarmament talks with Iran has died in mysterious circumstances at a UN building in Austria.

Timothy Hampton, 47, plunged to his death from the 17th floor and was found in a stairwell just hours before high-level discussions were due to resume in Vienna.

Investigators said they have not ruled out murder or suicide, but local sources said no suicide note was found.

Police are also investigating the death of another Brit who fell from the same building four months ago.

The third such incident will be very hard to take for just another accident.

Only 15 surviving paintings are generally attributed in whole or in part to Leonardo. His responsibility for another six is disputed.

Dr. Maurizio Seracini, an engineering professor from UC San Diego, had been pursuing a quest to recover Leonardo Da Vinci’s largest painting, a 1505 fresco depiction of the 65 year earlier Battle of Angiarhi between Florence and Milan which once ornamented the Hall of Five Hundred in Florence, which disappeared in the course of a mid-16th century remodeling by Giogio Vasari, for a number of years.

The New York Times reports that scientific instruments are now ready to test Seracini’s hypothesis that Vasari simply walled-up the Da Vinci fresco.

“The Battle of Anghiari,” (was) the largest painting Leonardo ever undertook (three times the width of “The Last Supper”). Although it was never completed — Leonardo abandoned it in 1506 — he left a central scene of clashing soldiers and horses that was hailed as an unprecedented study of anatomy and motion. For decades, artists like Raphael went to the Hall of 500 to see it and make their own copies.

Then it vanished. During the remodeling of the hall in 1563, the architect and painter Giorgio Vasari covered the walls with frescoes of military victories by the Medicis, who had returned to power. Leonardo’s painting was largely forgotten.

But in 1975, when Dr. Seracini studied one of Vasari’s battle scenes, he noticed a tiny flag with two words, “Cerca Trova”: essentially, seek and ye shall find. Was this Vasari’s signal that something was hidden underneath? ...

(N)ew analysis showed that the spot painted by Leonardo was right at the “Cerca Trova” clue. The even better news, obtained from radar scanning, was that Vasari had not plastered his work directly on top of Leonardo’s. He had erected new brick walls to hold his murals, and had gone to special trouble to leave a small air gap behind one section of the bricks — the section in back of “Cerca Trova.” ...

Dr. Seracini was stymied until 2005, when he appealed for help at a scientific conference and got a suggestion to send beams of neutrons harmlessly through the fresco. With help from physicists in the United States, Italy’s nuclear-energy agency and universities in the Netherlands and Russia, Dr. Seracini developed devices for identifying the telltale chemicals used by Leonardo.

One device can detect the neutrons that bounce back after colliding with hydrogen atoms, which abound in the organic materials (like linseed oil and resin) employed by Leonardo. Instead of using water-based paint for a traditional fresco in wet plaster like Vasari’s, Leonardo covered the wall with a waterproof ground layer and used oil-based paints.

The other device can detect the distinctive gamma rays produced by collisions of neutrons with the atoms of different chemical elements. The goal is to locate the sulfur in Leonardo’s ground layer, the tin in the white prime layer and the chemicals in the color pigments, like the mercury in vermilion and the copper in blue pigments of azurite. ...

Once he gets permission, Dr. Seracini said, he hopes to complete the analysis within about a year. If “The Battle of Anghiari” is proved to be there, he said, it would be feasible for Florentine authorities to bring in experts to remove the exterior fresco by Vasari, extract the Leonardo painting and then replace the Vasari fresco. Of course, no one knows what kind of shape the painting might be in today. But Dr. Seracini, who has extensively analyzed the damages suffered by many Renaissance paintings, said that he was optimistic about “The Battle of Anghiari.”

“The advantage is that it has been covered up for five centuries,” he said. “It’s been protected against the environment and vandalism and bad restorations. I don’t expect there to be much decay.”

If he is right, then perhaps Vasari did Leonardo a favor by covering up the painting — and taking care to leave that cryptic little flag above the trove.

Evidence of the former existence smaller stone circle by the Avon River at the end of an avenue leading to Stonehenge has given support to a new theory of the entire site constituting an enormous funerary complex. I had not been aware that Stonehenge was surrounded by an enormous prehistoric cemetery.

Archaeologists have discovered evidence of what they believe was a second Stonehenge located a little more than a mile away from the world-famous prehistoric monument.

The new find on the west bank of the river Avon has been called “Bluestonehenge”, after the colour of the 25 Welsh stones of which it was once made up.

Excavations at the site have suggested there was once a stone circle 10 metres in diameter and surrounded by a henge – a ditch with an external bank, according to the project director, Professor Mike Parker Pearson, of the University of Sheffield.

The stones at the site were removed thousands of years ago but the sizes of the holes in which they stood indicate that this was a circle of bluestones, brought from the Preseli mountains of Wales, 150 miles away.

The standing stones marked the end of the avenue that leads from the river Avon to Stonehenge, a 1¾-mile long processional route constructed at the end of the Stone Age.

Neolithic peoples would have come down river by boat and literally stepped off into Bluestonehenge, Pollard said. They may have congregated at certain times of the year, including the winter solstice, and carried remains of the dead from Bluestonehenge down an almost two-mile funeral processional route to a cemetery at Stonehenge to bury them.

“It could be that Bluestonehenge was where the dead began their final journey to Stonehenge,” said Mike Parker Pearson, an archaeologist at the University of Sheffield who co-directed the project with Pollard.

“Not many people know that Stonehenge was Britain’s largest burial ground at that time,” he said. “Maybe the blue stone circle is where people were cremated before their ashes were buried at Stonehenge itself.”

Metal detecting is a popular working man’s hobby here in the United States as well, but Americans can expect to find some coins or possibly Civil War relics. In Britain, there is a lot more history, and a lot older and more valuable treasure lying right in the fields.

The largest haul of Anglo-Saxon gold ever found has been discovered by a metal detector enthusiast on farmland in Staffordshire, it was revealed today.

Experts say the hoard, which is at least as significant as any other treasure from the Anglo-Saxon era ever unearthed, is worth millions and could have belonged to a king.

The discovery of at least 1,345 different items, thought to date back to the seventh century, is expected to redefine perceptions of the period.

Terry Herbert, from Burntwood, Staffordshire, came across the collection as he searched a field near his home with his trusty 14-year-old detector and is now in line for a seven-figure sum.

It had been hidden for more than 1,300 years but was recently thrown up by ploughing and amazingly, some was just sitting on the top of the ground.

Experts have already examined the 1,345 items but another 56 clods of earth have been X-rayed and are known to hold more metal artefacts, meaning the figure is likely to rise to around 1,500.

At least 650 are gold, weighing more than than 5kg, and another 530 are silver, weighing around 1kg. This is far bigger than previous finds – including the Sutton Hoo burial site in Suffolk.

Many of the items in the hoard are warfare paraphernalia inlaid with precious stones, including sword pommel caps and hilt plates.

Experts say it is the best example of Anglo-Saxon workmanship they have ever seen and may have belonged to Saxon royalty, possibly the King of Mercia.’

Archaeology expert Leslie Webster, who used to work at the British Museum, said: ‘(It is) absolutely the equivalent of finding a new Lindisfarne Gospels or Book of Kells.’

It was officially declared treasure by a coroner today, which means the haul will now be valued by committee of experts before being offered for sale.

They may take more than a year to value the collection and, given its scale, the financial worth will be massive.

Once a valuation and sale is complete, its market value will be split between Mr Herbert, who is unemployed, and the owner of the farmland where it was found.

Roger Bland, head of portable antiquities and treasure at the British Museum: ‘I can’t say anything other than we expect it to be a seven-figure sum.’

Paul Marshall reviews Christopher Caldwell’s new book Reflections on the Revolution In Europe: Immigration, Islam, and the West in the Wall Street Journal.

In his reflections on Europe’s slide into a sort of secular suicide, Mr. Caldwell notes the key role played by that most religious impulse: guilt. He argues that the dominant moral mood of postwar Europe was “repentance for two historical misdeeds, colonialism and Nazism.” Over the decades, guilt has festered into “a sense of moral illegitimacy” and a “self-directed xenophobia” that now shapes the continent’s response to immigration.

Originally, the reasons given for encouraging mass immigration to Europe were economic—a means of remedying Europe’s purported labor shortage and, eventually, of bolstering economies obliged to fund generous pension plans. Immigrants “would emerge from the desiccated and starving hamlets of the Third World and ride to the rescue of the retirement checks and second homes, the wine tastings and snorkeling vacations, of the most pampered workforce in the history of the planet,” Mr. Caldwell writes. Such economic rationales proved to be chimeras, though. Nowadays, with majorities in many countries consistently opposed to immigration, a new justification has had to be found: the flat assertion that immigration and asylum policies are “nonnegotiable moral duties that you don’t vote on,” or perhaps even discuss.

Except that there is nothing “purported” about a domestic labor shortage in modern Western countries.

Free education and social mobility afforded the respectable portions of the former working classes a ready path to white collar employment. Egalitarianism and the doctrines of the left supplied excuses to avoid manual labor for the ineducable, and generous social welfare policies assured that those who would not work would still have color televisions.

The consequence has been everywhere in Europe and America a drastic shortage of manual labor of domestic origin, and massive Third World immigration to fill the gap.

We are much luckier in America. We get Roman Catholic Hispanic immigrants, who are highly assimilable. Europe is getting hostile Muslims.

In the forest close to our house in Normandy, we have neighbours that we never see. Occasionally, you might spot one sprinting across the road late at night. Each autumn, brutal-looking men in paramilitary uniforms invade the forest with dogs and horns to try to shoot them.

The other morning, for the first time in 11 years, I saw one of our neighbours in broad daylight. He was loitering in the middle of the road. When my car came along, he stared at me insolently and then trotted off into a field of almost-ripe maize.

Our neighbours are sangliers, or wild boar. Their population is exploding. Despite the best efforts of the men in paramilitary uniforms (who often seem to end up shooting one another), the wild boar population of France has increased five-fold in the last 20 years to reach an estimated one million.

Several reasons are given for their proliferation. The great hurricane of Christmas 1999 left French forests in such a jumble that the boar have many more places to hide from the hunters. The spread of cereal fields into traditional beef and dairy country (like Normandy) has given them a new food supply. They are especially partial to maize.

Last week, the wild boar, sanglier or Sus scrofa was officially declared a public menace. Over 15,000 road accidents a year – two-thirds of all French road accidents are attributable to animals – are caused by wild boar dashing across roads at night without looking both ways. The environment minister, Jean-Louis Borloo, has ordered an anti-boar campaign, including official culls and, possibly, a longer hunting season.

The Roman city of Altinum is one of the rare ancient cities of importance not continuously inhabited and built over in modern times.

The city’s history went back far into Antiquity. It was already a significant commercial center in the 5th century B.C. Its mild climate attracted wealthy Romans who built luxury villas there, mentioned by Martial. Marcus Aurelius’ co-emperor Lucius Verus perished during an epidemic at Altinum. In the Christian era, Altinum was the seat of a bishopric.

The history of Altinum came to an abrupt end when the city was destroyed by Attila the Hun in 452 A.D. Its inhabitants fled to nearby coastal islands where they founded what became the city of Venice.

(T)hanks to sophisticated aerial imagery, the lost city has been brought to life once again more than 1,500 years on.

From the ground, the 100-hectare site just north of Italy’s Venice airport looks like nothing more than rolling fields of corn and soybeans.

But researchers have managed to map out the remains of the buried city, revealing a detailed street plan of the city walls, the street network, dwellings, theatres and other structures.

They also show a complex network of rivers and canals, revealing how the people mastered the marshy environment in what is now the lagoon of Venice.

In July 2007 Paolo Mozzi, a geomorphologist at the University of Padua in Italy, and his team took aerial photos of the site in several wavelengths of visible light and in near-infrared.

The photos were taken during a severe drought in 2007, which made it possible to pick up the presence of stones, bricks and other solid structures beneath the surface.

When the images were processed to tease out subtle variations in plant water stress, a buried metropolis emerged.

Noah Joseph at Autoblog reports on the recovery of a treasure from an Italian Lake 80 years later.

The Bugatti Type 13 – Ettore Bugatti’s first automobile to speak of – was a revolutionary design for its time and went on to claim innumerable race victories and put the fledgling company on the map until the outbreak of the First World War put everything on hold in Europe. When the war was over, Europe began the task of rebuilding itself and racing resumed. ...

In 1921, Bugatti redesigned the engine with one of the first four-valve heads in the industry and fielded a team at the Brescia Grand Prix, where it swept the competition by claiming first, second, third and fourth places. A public looking for something to celebrate was enamored, so Bugatti gave the Type 13 the Brescia nameplate and began selling customer versions.

Four years later, a Swiss dealer placed an order for three Bugatti Brescias, and while the first two were paid up in full, the third customer somehow failed to pay the applicable duties to import the car and it was subsequently abandoned in Lake Maggiore in northern Italy along the Swiss border. There it sank deeper and deeper for decades before being discovered by divers in the 1960’s.

Since then, the Brescia remained a sunken treasure until this past Sunday when a diving crew raised the long-lost Bugatti out of the lake. The car had been sitting on the lake bed for so long that once brought back onto dry land, one of the tires burst with a startling bang. The car will now undergo a full restoration and will be auctioned off to benefit the Damiano Tamagni Foundation, which works to prevent youth violence.

Foxhounds are large (65-70 lbs. – 29-32 kilos.) and powerful animals. They are astonishingly muscular, and a hound pack is fully capable of running for many miles, pulling down, tearing to pieces and devouring its quarry rapidly and on the spot.

Yet, those familiar with hounds often describe the hound temperament as “sweet.” Hounds will eagerly jump up on strangers to lick their faces and be petted, and it is a routine practice as exhibitions to release a pack to be petted and roll around with small children.

Hounds traditionally hunted deer before they hunted foxes. Consequently, the return of the white-tail deer to much of its original range in the Eastern United States in the 1950s and 1960s had a tremendous impact on hunting and hound breeding.

Ben Hardaway, the renowned and colorful Master of Georgia’s Midland Foxhounds, often recounts how, when deer arrived in his territory, he found he could not stop his beloved July-strain American foxhounds from chasing deer, and successfully running them down and eating them.

Hardaway found himself obliged to travel to Britain and Ireland in search of deer-proof strains of foxhounds, and he proceeded to blend appropriate British foxhound strains with American, adding a soupçon of Penn Marydel, to produce what became recognized as a new, very widely used category of foxhound, the Crossbred.

Hardaway’s impact on hound breeding has been so great that he was recently honored by the North American Museum of Hounds and Hunting by admission to its Hall of Fame Huntsman’s Room, an honor rarely conferred on a living sportsman.

It is, therefore, interesting to find that the 30 couple (60) of foxhounds of the Chiddingfield, Leconfield and Cowdray Hunt, whose territory is in Surrey and Sussex, recently adopted a ten-week old fallow deer (Dama dama) fawn, allowing him to accompany the pack on its off-season walks.

Huntsman Adrian Thompson, however, expressed a disinclination to allow the fawn to hunt with his hounds next Autumn. He does not think the young deer would have the stamina to keep up with hounds. (Maybe someone will offer him a ride, and BamBam will be able to car follow.)

Foxes are playful and mischievous, and are known on occasion to develop a hobby of collecting things. Rita Mae Brown’s Virgina-based murder mystery novels have featured crucial clues discovered hoarded away in a fox’s den.

The International news-reading community is bemused today over the account in Spiegel of the criminal career of a German vixen, who has developed a passion for shoes worthy of Sex and the City’s heroine Carrie Bradshaw.

A vixen has stolen more than 120 shoes from doorsteps in the German town of Föhren over the last year, amassing a collection that would impress even Imelda Marcos. Little bite marks on the laces suggest they’re intended as toys for her cubs.

For more than a year, the people of Föhren, a small town in the wooded Eifel hills of western Germany, wondered who was going around stealing shoes from their doorsteps and garden terraces at night. Well over 100 muddy hiking shoes, wet Wellingtons, steel-capped workman’s boots, flipflops and old slippers went missing.

The mystery has now been solved after a forestry worker discovered an Imelda Marcos-scale collection of footwear in a fox’s den in nearby woods.

The bushy-tailed culprit, believed to be a vixen with a family of cubs, is still at large, and locals have two explanations for her kleptomania. Either she amassed them as toys for her children, or she simply likes collecting shoes, or both. So far 120 stolen shoes have been retrieved.

Go to any theater, museum or open-air concert, and you’ll quickly realize that ideas beyond the mindscape of the left are unwelcome there. A contemporary play that doesn’t critically settle scores with the market economy? Unthinkable. An artist who, until George W. Bush left the White House, could associate anything with America other than Guantanamo, Abu Ghraib and the Washington’s refusal to sign the Kyoto Protocol? Out of the question. Rock concerts against the left? A joke.

The left has won, across the board, and has become the happy medium. When we search for a definition of what left means, we can draw on an impressive array of theories. Leftism is a worldview, as well as a way of explaining the world and how everything is interconnected. Most of all, however, it is a feeling. A person who lives a leftist life is living with the appealing awareness of being in the right, in fact, being right all the time. In Germany, leftists are never truly called upon to justify their views. In fact, their views have become the dominant views, not within the population, which stubbornly adheres to its prejudices, but among those who set the tone and in circles where they prefer to congregate. ...

In the business of opinions, where I earn my money, there is practically nothing but leftists, and anyone who is not is well-advised to keep it to himself. One reason for the cultural dominance of the left may be that the other side has nothing to say or leftist ideas are so convincing that everything else pales by comparison. But I would hazard to guess that many are to the left because others are.

Man’s tendency to assimilate, though well-documented in experimental psychology, is a trait routinely underestimated in everyday life. What we call conviction is often nothing but adaptation in an environment of opinions. Opportunism is an ugly word that doesn’t apply here, because it assumes that we adopt opinions for purely calculated reasons. Let’s call it social instinct instead. No one wants to be the only person in an office who isn’t asked to join the group for lunch.

The liberal family has many clans competing sharply with one another, but in the end it remains a family, and it sees itself as a family. The left, with which I have dealt throughout my life, is a milieu that could be described as the leftist bourgeoisie. In English-speaking countries, terms like “chattering class” or “creative class” have taken hold. Middle-class socialism or leftist chic are other attempts at description, but they all mean the same thing. This milieu is inhabited by a type of person easily recognized by his consumption and cultural habits (even if he prides himself on his nonconformity), and who is characterized by a pronounced elite awareness, even though the word elite is much as a taboo for leftists as words like nation, homeland or ethnic group.

Liberals in Germany rave about Obama, fear climate change and the surveillance state, do their best to eat organically acceptable food and read the opinion pages of the Süddeutsche Zeitung, the arts section of the Frankfurter Allgemeine’s Sunday edition and, with a certain amount of feigned contempt, the political section of SPIEGEL. Their children attend exclusive schools, even though they are fundamentally in favor of public schools. They like to spend their weekends visiting friends in the country who have been renovating a stone cottage for years—with attention to historical authenticity, of course—and in Italian restaurants they always order in Italian, no matter how well they actually speak the language. Of course, liberals and conservatives probably share some of these traits, but not to the point of excluding everything else, and certainly not as one of the prime attributes of a lifestyle.

Members of this social class are critical of the market economy, and yet are unable to specify an alternative. In their view, the current economic crisis is a gift from God, because it provides perfect fodder for all kinds of prejudices and practically eliminates the need for argument. All it takes is to mention words like “Deutsche Bank” or “Wall Street” in any discussion in which someone has dared to voice a cautious objection, and everyone standing around will quickly nod their heads in agreement, causing the troublemaker to withdraw, while mumbling apologies. In secret, however, they hope that this crisis of capitalism will not progress too far, because their own prosperity depends on capitalism and because, for the past 150 years, no one has been able to demonstrate that a comfortable retirement was possible under good old Karl Marx.

Just look at those four obviously extremely naughty girls, one smoking a cigarette (in public no less), another casually lifting her skirts just clear of the fracas below. The young ladies’ enthusiasm for blood sport and obvious ease in masculine surroundings almost makes one want to classify them as consoeurs of Pierce Egan’s Corinthian Kate in Life in London (1821), representatives of the Pooter-free epoch predating Victoria, the epoch of the Mohawk, the Corinthian, and the Buck. But, just look at their dresses!

The young ladies are obviously representatives of the gas-light era of Sherlock Holmes, not of the Regency. Moreover, there is that cigarette. The cigarette did not become commonplace until after James Bonsack’s invention of a machine for their manufacture in 1881.

The Rat Pit may have been outlawed in England in 1835, but there they are, enjoying a bout of ratting considerably after the date of the ban. My own surmise would be that these ladies have every intention of concluding their evening at yet another completely illegal establishment of entertainment, too.

The Nazis were pretty bad, but they weren’t all bad. They invented the Volkswagen and the Superhighway. Leni Reifenstahl made terrific films, and Adolph Hitler was a superb designer of military uniforms. Hermann Goering, in his capacity as Reichsforst- und Jägermeister (Reich Master of the Forest and Hunt), was a keen conservationist eager not only to protect endangered species of big game, but ambitious enough to promote attempts at breeding backward in order to restore especially desirable extinct species, including most notably the aurochs (Bos primigenius).

Reuters reports that one British aficionado has brought a herd of the Heck cattle resulting from Hermann Goering’s breeding project to Britain. According to Wikipedia, there are roughly 2000 Heck cattle in Europe these days. The last known aurochs, a female, died in 1627 in the Jaktorów Forest in Masovia (Poland).

A conservationist has re-introduced to Britain a modern relative of the ancient ancestor to domesticated cattle.

The shaggy, russet-colored “Heck” cattle imported into Britain from The Netherlands by Derek Gow are the product of a Nazi-sponsored breeding program intended to bring back the aurochs,” an ancient beast mentioned by Julius Caesar, British newspapers reported on Wednesday.

The ancient species were immortalized tens of thousands of years ago in ochre and charcoal cave paintings in the Great Hall of the Bulls at Lascaux in southwest France.

The modern-day British herd brought to Devon, England is the product of Nazi breeding, an attempt to bring back the extinct aurochs, the last of which died of old age a Polish forest nearly four centuries ago. ...

The herd has Herman Goering, the head of Hitler’s Luftwaffe, to thank for its existence. Goering hoped to recreate a primeval Aryan wilderness in the conquered territories of Eastern Europe. Two zoologist brothers, Lutz and Heinz Heck, took on the task of scouring Europe for the most primitive breeds of cattle they could find in the belief that by “back breeding” they could resurrect the extinct species.

Heinz Heck, based at Munich Zoo, cross-bred shaggy Highland cattle with animals from Corsica and Hungary, while his brother in Berlin was crossing Spanish and French fighting bulls. The success of the Hecks’ breeding program is as disputed as the techniques they used.

President Barack Obama has recently completed the most successful foreign policy tour since Napoleon’s retreat from Moscow. You name it, he blew it. What was his big deal economic programme that he was determined to drive through the G20 summit? Another massive stimulus package, globally funded and co-ordinated. Did he achieve it? Not so as you’d notice.

Barack is not the first New World ingenue to discover that European leaders will load him with praise, struggle sycophantically to be photographed with him and outdo him in Utopian rhetoric. But when it comes to the critical moment of opening their wallets – suddenly it is flag-day in Aberdeen.

Besides incorporating the president’s preferred approach in all circumstances of conflict of sweet-talking manipulation, Obama’s apologies also provide undoubtedly agreeable opportunities for continuing the partisan Bush-bashing, America-bashing narrative fundamental to the left’s world view.

America, to hear President Obama tell it, is an occasionally arrogant nation struggling with shameful legacies of racism and discrimination, one that bears a large share of the blame for the world’s economic and climate crises. Oh, and our train service is lousy.

Mr. Obama’s just-concluded eight-day trip abroad, his first major international foray, also marked the debut of a more humble foreign-policy style, one that sought to use cultural concessions and admissions of past mistakes to disarm other countries before challenging their own policies and attitudes toward America.

Repeatedly on a trip that included stops across Europe and in Iraq, Mr. Obama tried to pre-empt criticism of the United States by expressing it first himself – a sharp break from the practice of President George W. Bush.

Mr. Obama told Europeans that “America has shown arrogance” toward their continent, conceded that the United States bears much of the blame for the world’s economic plight, and said in a speech broadcast throughout the Middle East that America is still dealing with its “darker” legacies of discrimination and mistreatment of minorities.

David Axelrod, one of the president’s closest advisers, said Mr. Obama’s approach is one “he’s always believed in. ...

There were moments when Mr. Obama’s determination to show deference to other cultures – countering the image of America as a cowboy nation, uninterested in anything beyond its shores – bordered on the bizarre.

Asked in Strasbourg, France, about a proposed Afghan law that human rights groups say gives husbands the right to rape their wives, Mr. Obama condemned the law, but also said America should be “sensitive to local culture.” His bottom line was that in Afghanistan, the U.S. focus “is to defeat al Qaeda,” but the comment came across as a rationalization of abuse against women.

The spin emerging from the meetings, echoed in most of the media, sought to portray the meetings as a success and as reflecting a re-emergence of trans-Atlantic unity.

The reality, however, is that the meetings ended in apparent unity because the United States accepted European unwillingness to compromise on key issues. U.S. President Barack Obama wanted the week to appear successful, and therefore backed off on key issues; the Europeans did the same. ...

Two fundamental issues divided the United States and Germany. The first was whether Germany would match or come close to the U.S. stimulus package. The United States wanted Germany to stimulate its own domestic demand. Obama feared that if the United States put a stimulus plan into place, Germany would use increased demand in the U.S. market to expand its exports. The United States would wind up with massive deficits while the Germans took advantage of U.S. spending, thus letting Berlin enjoy the best of both worlds. Washington felt it had to stimulate its economy, and that this would inevitably benefit the rest of the world. But Washington wanted burden sharing. Berlin, quite rationally, did not. Even before the meetings, the United States dropped the demand — Germany was not going to cooperate.

The second issue was the financing of the bailout of the Central European banking system, heavily controlled by eurozone banks and part of the EU financial system. The Germans did not want an EU effort to bail out the banks. They wanted the International Monetary Fund (IMF) to bail out a substantial part of the EU financial system instead. The reason was simple: The IMF receives loans from the United States, as well as China and Japan, meaning the Europeans would be joined by others in underwriting the bailout. ... The United States therefore essentially has agreed to the German position. ...

The reason there was no bargaining was fairly simple: The Germans were not prepared to bargain. They came to the meetings with prepared positions, and the United States had no levers with which to move them. The only option was to withhold funding for the IMF, and that would have been a political disaster (not to mention economically rather unwise). The United States would have been seen as unwilling to participate in multilateral solutions rather than Germany being seen as trying to foist its economic problems on others. Obama has positioned himself as a multilateralist and can’t afford the political consequences of deviating from this perception.

But wooing Turkey is key to competing with Russia for European influence.

Turkey is the key to all of this. If Ankara collaborates with Russia, Georgia’s position is precarious and Azerbaijan’s route to Europe is blocked. If it cooperates with the United States and also manages to reach a stable treaty with Armenia under U.S. auspices, the Russian position in the Caucasus is weakened and an alternative route for natural gas to Europe opens up, decreasing Russian leverage against Europe.

From the American point of view, Europe is a lost cause since internally it cannot find a common position and its heavyweights are bound by their relationship with Russia. It cannot agree on economic policy, nor do its economic interests coincide with those of the United States, at least insofar as Germany is concerned. As far as Russia is concerned, Germany and Europe are locked in by their dependence on Russian natural gas. The U.S.-European relationship thus is torn apart not by personalities, but by fundamental economic and military realities. No amount of talking will solve that problem.

The key to sustaining the U.S.-German alliance is reducing Germany’s dependence on Russian natural gas and putting Russia on the defensive rather than the offensive. The key to that now is Turkey, since it is one of the only routes energy from new sources can cross to get to Europe from the Middle East, Central Asia or the Caucasus. If Turkey — which has deep influence in the Caucasus, Central Asia, Ukraine, the Middle East and the Balkans — is prepared to ally with the United States, Russia is on the defensive and a long-term solution to Germany’s energy problem can be found. On the other hand, if Turkey decides to take a defensive position and moves to cooperate with Russia instead, Russia retains the initiative and Germany is locked into Russian-controlled energy for a generation.

Therefore, having sat through fruitless meetings with the Europeans, Obama chose not to cause a pointless confrontation with a Europe that is out of options. Instead, Obama completed his trip by going to Turkey to discuss what the treaty with Armenia means and to try to convince the Turks to play for high stakes by challenging Russia in the Caucasus, rather than playing Russia’s junior partner.

This is why Obama’s most important speech in Europe was his last one, following Turkey’s emergence as a major player in NATO’s political structure.

“Instead of celebrating your dynamic union and seeking to partner with you to meet common challenges, there have been times where America has shown arrogance and been dismissive, even derisive.”

Conservatives are understandably having conniption fits editorially today over the incongruity of an American president bowing from the waist to the king of Saudi Arabia and then kissing up to Europeans with a false and demeaning characterization of his own country’s foreign policy.

To subscribe to Mr. Obama’s nonsensical point of view, we’d need to believe there was some intrinsic moral superiority in the European cowardice and venality that favored selling Saddam Hussein French uranium and German arms components while ignoring blocked UN arms inspections in order to keep doing business with Iraq.

The enterprize of embracing one’s adversary’s point of view to the point of the invalidation and complete elimination of one’s own is a favorite and traditional liberal foreign policy approach. Ordinary common sense should suffice to predict that if one starts off at the far end of one’s negotiating partner’s own territory, one is unlikely to arrive at the conclusion of the process in the middle. But liberalism is never about results, it is always only about self-gratifying displays of righteousness.

Labour Minister for Europe Caroline Flint, supporting a re-vote, patronisingly declared that the Irish had “misunderstood” the treaty.

In debate in Parliament yesterday, Ms. Flint’s own understanding of the treaty came into question.

During questions yesterday in Parliament, Europe Minister Caroline Flint admitted that she had not read the Lisbon Treaty in its entirety.

Following a series of vague answers on the implications of the Treaty for European defence, Shadow Europe Minister Mark Francois asked, “Has the Minister read the elements of the Lisbon Treaty that relate to defence?”. Ms. Flint replied, “I have read some of it but not all of it.” She went on to say: “I have been briefed on some of it.”...

In a press release, Mark Francois responded saying, “It’s wonderfully honest of the Minister for Europe to admit that she hasn’t actually read the renamed EU Constitution. It’s not every day that someone will admit they haven’t read the most important document for their job. Her astonishing admission does leave some questions. How does she know if the Treaty’s good for Britain if she hasn’t read it? How could she lecture the Irish that they’d only rejected the Lisbon Treaty because they didn’t understand it?”

The European Parliament has banned the terms ‘Miss’ and ‘Mrs’ in case they offend female MEPs.

The politically correct rules also mean a ban on Continental titles, such as Madame and Mademoiselle, Frau and Fraulein and Senora and Senorita.

Guidance issued in a new ‘Gender-Neutral Language’ pamphlet instead orders politicians to address female members by their full name only.

Officials have also ordered that ‘sportsmen’ be called ‘athletes’, ‘statesmen’ be referred to as ‘political leaders’ and even that ‘synthetic’ or ‘artificial’ be used instead of ‘man-made’.

The guidance lists banned terms for describing professions, including fireman, air hostess, headmaster, policeman, salesman, manageress, cinema usherette and male nurse.

However MEPs are still allowed to refer to ‘midwives’ as there is no accepted male version of the job description.

The booklet also admits that “no gender-neutral term has been successfully proposed” to replace ‘waiter’ and ‘waitress’, allowing parliamentarians to use these words in a restaurant or café.

It has been circulated by Harold Romer, the parliament’s secretary general, to the 785 MEPs working in Brussels and Strasbourg.

Struan Stevenson, a Scottish Conservative MEP described the guidelines as “political correctness gone mad.”

A commenter who signs at “Chiara” points out the Spectator is engaging in characteristic journalistic exaggeration. The European Parliament merely issued (preposterous) suggested guidelines. It did not literally ban use of gender-specific nouns and titles.

American exceptionalism is not just something that Americans claim for themselves. Historically, Americans have been different as a people, even peculiar, and everyone around the world has recognized it. I’m thinking of qualities such as American optimism even when there doesn’t seem to be any good reason for it. That’s quite uncommon among the peoples of the world. There is the striking lack of class envy in America—by and large, Americans celebrate others’ success instead of resenting it. That’s just about unique, certainly compared to European countries, and something that drives European intellectuals crazy. And then there is perhaps the most important symptom of all, the signature of American exceptionalism—the assumption by most Americans that they are in control of their own destinies. It is hard to think of a more inspiriting quality for a population to possess, and the American population still possesses it to an astonishing degree. No other country comes close. ...

The exceptionalism has not been a figment of anyone’s imagination, and it has been wonderful. But it isn’t something in the water that has made us that way. It comes from the cultural capital generated by the system that the Founders laid down, a system that says people must be free to live life as they see fit and to be responsible for the consequences of their actions; that it is not the government’s job to protect people from themselves; that it is not the government’s job to stage-manage how people interact with each other. Discard the system that created the cultural capital, and the qualities we love about Americans can go away. In some circles, they are going away.

Why do I focus on the elites in urging a Great Awakening? Because my sense is that the instincts of middle America remain distinctively American. When I visit the small Iowa town where I grew up in the 1950s, I don’t get a sense that community life has changed all that much since then, and I wonder if it has changed all that much in the working class neighborhoods of Brooklyn or Queens. When I examine the polling data about the values that most Americans prize, not a lot has changed. And while I worry about uncontrolled illegal immigration, I’ve got to say that every immigrant I actually encounter seems as American as apple pie.

The center still holds. It’s the bottom and top of American society where we have a problem. And since it’s the top that has such decisive influence on American culture, economy, and governance, I focus on it. The fact is that American elites have increasingly been withdrawing from American life. It’s not a partisan phenomenon. The elites of all political stripes have increasingly withdrawn to gated communities—”gated” literally or figuratively—where they never interact at an intimate level with people not of their own socioeconomic class.

Haven’t the elites always done this? Not like today. A hundred years ago, the wealth necessary to withdraw was confined to a much smaller percentage of the elites than now. Workplaces where the elites made their livings were much more variegated a hundred years ago than today’s highly specialized workplaces.

Perhaps the most important difference is that, not so long ago, the overwhelming majority of the elites in each generation were drawn from the children of farmers, shopkeepers, and factory workers—and could still remember those worlds after they left them. Over the last half century, it can be demonstrated empirically that the new generation of elites have increasingly spent their entire lives in the upper-middle-class bubble, never even having seen a factory floor, let alone worked on one, never having gone to a grocery store and bought the cheap ketchup instead of the expensive ketchup to meet a budget, never having had a boring job where their feet hurt at the end of the day, and never having had a close friend who hadn’t gotten at least 600 on her SAT verbal. There’s nobody to blame for any of this. These are the natural consequences of successful people looking for pleasant places to live and trying to do the best thing for their children.

But the fact remains: It is the elites who are increasingly separated from the America over which they have so much influence. That is not the America that Tocqueville saw. It is not an America that can remain America. ...

What it comes down to is that America’s elites must once again fall in love with what makes America different. I am not being theoretical. Not everybody in this room shares the beliefs I have been expressing, but a lot of us do. To those of you who do, I say soberly and without hyperbole, that this is the hour. The possibility that irreversible damage will be done to the American project over the next few years is real. And so it is our job to make the case for that reawakening. It won’t happen by appealing to people on the basis of lower marginal tax rates or keeping a health care system that lets them choose their own doctor. The drift toward the European model can be slowed by piecemeal victories on specific items of legislation, but only slowed. It is going to be stopped only when we are all talking again about why America is exceptional, and why it is so important that America remain exceptional. That requires once again seeing the American project for what it is: a different way for people to live together, unique among the nations of the earth, and immeasurably precious.

There seems to be more to all this than the explanations that Barack Obama was tired, or simply too distracted by the domestic economic crisis to pay attention to protocol (or to arrange for a gift more appropriate than a set of DVDs from Blockbuster).

Obama seems to bear an actual animus toward Great Britain, which not even the presence in office of the current Labourite regime is able to soften.

The Telegraph elicited a very revealing State Department response.

The real views of many in Obama administration were laid bare by a State Department official involved in planning the Brown visit, who reacted with fury when questioned by The Sunday Telegraph about why the event was so low-key.

The official dismissed any notion of the special relationship, saying: “There’s nothing special about Britain. You’re just the same as the other 190 countries in the world. You shouldn’t expect special treatment.”

Today’s Daily Mail has a story illustrating how government-provided health services really work: by rationing.

Thousands of patients with terminal cancer were dealt a blow last night after a decision was made to deny them life prolonging drugs.

The Government’s rationing body said two drugs for advanced breast cancer and a rare form of stomach cancer were too expensive for the NHS.

The National Institute for Health and Clinical Excellence is expected to confirm guidance in the next few weeks that will effectively ban their use.

The move comes despite a pledge by Nice to be more flexible in giving life-extending drugs to terminally-ill cancer patients after a public outcry last year over ‘death sentence’ decisions. Leading campaigners last night said Nice had failed the ‘acid test’ of whether it really intended to give new priority to people with just a few months to live.

One drug, Lapatinib, can halve the speed of growth of breast cancer in one in five women with an aggressive form of the disease.

Dr Gillian Leng, Nice deputy chief executive, said ‘The committee concluded that Lapatinib is not a cost-effective use of NHS resources when compared with current treatment.’

Up to 1,500 stomach cancer patients also face a ban on Sutent – the only drug that can extend their lives.

In a move that makes former president Jimmy Carter look manly, Barack Hussein Obama has launched a secret diplomatic initiative aimed a trading European security for a little Russian help with his Iranian problems.

In return for a bit of restraint on Russia’s part in selling rifles to the Indians, the United States would concede the vital Russian strategic interest of being able to conduct its diplomatic relations with Europe at the point of an array of nuclear-tipped ballistic missiles aimed at Europe’s principal population centers.

The Russian News and Information Agency Novosti could scarcely conceal the note of triumph in its news dispatch.

Washington has told Moscow that Russian help in resolving Iran’s nuclear program would make its missile shield plans for Europe unnecessary, a Russian daily said on Monday, citing White House sources.

U.S. President Barack Obama made the proposal on Iran in a letter to his Russian counterpart, Dmitry Medvedev, Kommersant said, referring to unidentified U.S. officials.

Iran’s controversial nuclear program was cited by the U.S. as one of the reasons behind its plans to deploy a missile base in Poland and radar in the Czech Republic. The missile shield has been strongly opposed by Russia, which views it as a threat to its national security. The dispute has strained relations between the former Cold War rivals, already tense over a host of other differences.

The leaders have exchanged letters and had a telephone conversation since Obama was sworn into office in January, Kommersant said. The first high-level Russia-U.S. meeting will take place later this week, when Russian Foreign Minister Sergei Lavrov meets with U.S. Secretary of State Hillary Clinton in Geneva.

Moscow has not yet responded to the proposal by Obama, the paper said, adding that a decision was unlikely to be made during Lavrov and Clinton’s meeting.

Lt. Gen. H.G. Martin, in his memoir of soldiering and sport in pre-War British India, Sunset From the Main (1951), recalls an unpleasant encounter on angling expedition to the Simla Hills in search of mahseer.

One-time debs’ delight Sir Dai Llewellyn, who has died aged 62, never did anything remotely useful in his career. Defying every known rule of moderation, he simply lived life to the full – and that cheered up a lot of people.

The 4th Bt, who died on Tuesday aged 62, became famous as a playboy, bon viveur and darling of the gossip columns, his reputation reflected in soubriquets such as “Seducer of the Valleys”, “Conquistador of the Canapé Circuit”, “Dai ‘Lock Up Your Daughters’ Llewellyn” or simply “Dirty Dai”.

The son and heir of the gold-medal-winning equestrian baronet Sir Harry “Foxhunter” Llewellyn, and brother of Princess Margaret’s one-time paramour Roddy Llewellyn, Dai Llewellyn was celebrated for his serial seductions of “It” girls, models and actresses, his relentless appetite for partying and his outrageous indiscretions. ...

He never grew up. On a visit to South Africa aged 60, he claimed to have fallen through a bedroom floor into a cellar while “attempting to roger a girl called Nettie”, the girlfriend of a friend. “I wish I could tell you this was an isolated incident,” he told a journalist.

Sir Dai, wracked by cancer, cirrhosis of the liver and anaemia, died in a Kent hospital where he had been receiving treatment for several weeks.

His death leaves a gap in London society that will be hard, if not impossible, to fill. Sir Dai was defined by a recklessness that belongs to another age.

He was 62, a child of the post-war era, but he lived like an Edwardian rake, strutting the boulevards with a wicked smile, never too far from another drink or a beautiful woman. ...

As a young man, Sir Dai pursued a modelling career under the name David Savage.

Nicky Haslam, the interior designer and writer said: ‘When I first met Dai he was incredibly good-looking and well dressed. The girls fell for him like mad.’

Sir Dai assisted the process with relentless flattery and assiduous attention, but he always maintained that women loved a rascal, especially those who make them laugh.

But it didn’t work on one young beauty who, it is said, was the love of his life. ...

His modelling career flopped and when he arrived back in London, two years later, she had married someone else.

Sir Dai threw himself with even more enthusiasm into the life that came to characterise him: parties, drinking and seduction.

Some detected a Celtic self-destructive streak and he was indeed a child of the valleys.

In an interview at the hospice last November he said he once drank eight bottles of wine, a bottle of rum, a bottle of port and a bottle of vodka in one night, yet in the morning he was perfectly lucid.

It was a tale that will pursue him to the grave.

Some day Britain’s contemptible Labour Government will fall and the petty tyranny of its Hunting Ban, passed via the overthrow of the British Constitution and the usurpation of the authority of both houses of Parliament by a temporary majority in the House of the Commons, will end.

In the meantime, persecution of rural traditions and sport has backfired on the Left, awakening a new political consciousness and determination on the part of their victims. Hunting is stronger than ever in Britain.

Record numbers turned out for the Boxing Day hunts yesterday – adding fresh fuel to criticisms of the ‘ban’ introduced under Labour.

More than 300,000 people converged on the countryside to take part in or cheer on the annual events across England, Wales and Scotland.

Pro-hunt groups used the turnout to renew calls to repeal the controversial 2004 Hunting Act, backed by a petition with thousands of signatures and Conservative plans to end the ban. ...

More than 300 hunts, including 194 fox hunts with packs of hounds, were held yesterday, according to the Countryside Alliance. More than 6,000 turned out for one in Chipping Norton, Oxfordshire.

The majority used ‘trails’ in which a scent of the quarry is laid down artificially. A dead fox is often used as a reward for hounds at the hunt’s end.

But many took advantage of exemptions, including around 50 which used the ‘bird of prey’ exemption.

This involves a fox being flushed out by hounds into the path of a bird of prey. Many hunts now have their own eagle owl or golden eagle.

Other hunts use an exemption in which two dogs flush out quarry from woodland for shooting. ...

A petition launched last week to repeal the ‘confusing, unnecessary and divisive’ Act has already gathered 7,700 signatures, the Countryside Alliance said.

Spokesman Tim Bonner added: ‘We believe that the evidence of the last four years is that the Hunting Act has just failed in every possible term.

‘It does no good at all for animals’ welfare, is a huge cost of police time, and puts innocent people at risk of prison.’

Mr Bonner claimed a low turnout of protesters yesterday was due to them being ‘drowned out’ by supporters in recent years.

The Hunting Act was controversially passed using the Parliament Act, which meant the approval of the House of Lords – which wanted to regulate hunting with dogs – was not needed. ...

It came into effect in England and Wales in February 2005 and followed a ban in Scotland introduced two years earlier.

The Act was brought in to outlaw the hunting of foxes, as well as deer, hares and mink with dogs, as well as organised hare coursing.

But opponents have argued against it on grounds including there was no evidence of cruelty and it provided a means of controlling animals numbers.

Tory leader David Cameron has said he will offer a free vote on the matter if he becomes prime minister.

Last week, the European Parliament, meeting in Strassbourg, France, gave its Sakharov Prize honoring free speech to Chinese freedom campaigner Hu Jia. Bravo. The same day, the Conference of Presidents of the European Parliament cancelled a screening of the Dutch film “Fitna” on the grounds that criticizing Osama bin Laden and other terrorists is tantamount to “racism” against Muslims (never mind that the film is not a hate product and that Islam is a religion, not a race). Boo, hiss.

A huge number of models in Paris, who pose in the buff and perform as muses for artists, took to the streets in a nude march on December 15 to protest the fact that they are not respected or paid enough.

The models went on strike and posed naked in freezing temperatures in front of Paris city hall’’s culture department to shame the state, and their demand was a pay increase, proper contracts and, most of all, respect for their craft.

A shivering male model was heard shouting out through a megaphone that the disrespect shown to the models was “proof that something is badly wrong with French society”, while artists, students and art teachers sat sketching them in support.

The protest had started after Paris city hall, which runs an array of life-drawing classes, banned the tradition of the “cornet”, which is a piece of art paper rolled into a cone and passed round for tips as a model gets dressed after class.

The models, who have to survive on a minimum wage with no fixed contracts, holiday pay, security cover or job security, said the tips allowed them to survive.

In France life modelling is widely seen as a serious career choice, and the models wanted to quash the misconception that it was merely something students and retired people did for pocket money.

“This is a craft that should be respected, not just anyone can take their clothes off and hold a pose,” the Guardian quoted Deborah, 28, one of the strike organisers, who has worked as a full-time life model for four years, as saying.

“It is artistic and physically demanding work,” she stated.

Berliners, the Wall Street Journal reports, have a bigger problem than the pesky white-tailed deer infesting American suburbs these days.

Berlin’s wooded parks, suburbs and increasingly mild winters make it Europe’s capital city for sus scrofa, the wild, tusked ancestor of the domestic pig. The booming population of porkers has Germans on the run, reversing the natural order of things.

Boars like to dig up worms and grubs with their snouts, churning manicured gardens into muddy battlefields. They’ve plowed up parks, cemeteries and even the training ground of Berlin’s major-league soccer team, Herta BSC.

he swine are an obstacle on Berlin’s streets, where 211 have died in traffic accidents in the past eight months. But despite the porcine problem, part of Berlin’s human population is siding with the boars against those who shoot them. Urban hunters have been beaten with sticks, called “murderers” and had their tires slashed. Mr. Eggert once had to call for police protection when a crowd of young partygoers, enraged after he shot a boar that had been wounded by a car, threatened to beat him up.

The boars are usually peace-loving. But 250-pound adults armed with sharp, upward-curving tusks can be dangerous if they think they’re cornered. In October, when hunters shot a tusker in a cornfield south of Berlin, the wounded animal counterattacked, killing one man and injuring another who’d come to finish it off. Every year in Berlin several dogs are gored to death after rashly challenging boars to a fight. On one occasion, three boars got lost in a day-care center on Alexanderplatz in the heart of Berlin and panicked. The children hadn’t arrived for the day yet, but the boars nearly gored the janitor.

The growing threat to life, limb and lawns has led Berlin to take extraordinary measures. In 2002, City Hall began appointing special Stadtjäger, or “urban hunters.” ...

Hunters have shot over 500 boars in urban areas since April, but boar numbers keep rising. Up to 7,000 now live in the city.

Archaeologists have found what they say is the oldest brain ever discovered in Britain, or at least the shriveled remnant of one, in a decapitated skull that dates back more than 2,000 years.

Inside the skull, the scientists found “a yellow substance which scans showed to be shrunken, but brain-shaped,” according to a University of York statement.

“I’m amazed and excited that scanning has shown structures which appear to be unequivocally of brain origin,” said Philip Duffey, a neurologist at York Hospital who scanned the skull. ...

The skull was found in a muddy pit unearthed during excavations on the site of the University of York’s campus expansion at Heslington East and is thought to have been a ritual offering. Nobody is sure how the brain remained preserved for so long. ...

York Archaeological Trust dig team member Rachel Cubitt reached in and, while she cleaned the soil-covered skull’s outer surface, “she felt something move inside the cranium. Peering through the base of the skull, she spotted an unusual yellow substance.”

“The survival of brain remains where no other soft tissues are preserved is extremely rare,” said Sonia O’Connor, research fellow in archaeological sciences at the University of Bradford. “This brain is particularly exciting because it is very well preserved, even though it is the oldest recorded find of this type in the U.K., and one of the earliest worldwide.”

Archaeologists have found Britain’s oldest surviving human brain in a field where it was buried 2,000 years ago during the Iron Age.

It was discovered inside a decapitated skull placed in a small pit near York.

Dr Richard Hall, director of archaeology at the York Archaeological Trust, said: ‘From the size, it was probably an adult but we can’t say whether it was a man or woman.

There is no obvious cause of death because the skull is still intact.

‘The skull must have been removed from the body.

‘We are confident that the skull was buried in this small pit and that it has lain undisturbed since the Iron Age.’

Dr Hall added: ‘It is possible that a living person has been killed and their (sic) head put into a pit for some religious purpose.’

Frankfurt, Germany, 1 October 2002, early morning:

In the Frankfurt Police Headquarters, the atmosphere is tense. Deputy Police Chief Wolfgang Daschner is losing patience. On the previous day, his officers arrested one Magnus Gäfgen, a 27-year-old law student. Gäfgen is suspected of having kidnapped 11-year-old Jakob von Metzler, son of the banker Friedrich von Metzler. Two days earlier, Gäfgen had personally collected a 1-million-euro ransom payment. But there is no sign of the boy and Gäfgen has refused to give police interrogators accurate information about his whereabouts. A police psychologist, observing the questioning, describes Gäfgen’s responses as a “pack of lies” [Lügengebäude]. Deputy Police Chief Daschner fears that Jakob’s life may be in danger. In a memorandum, he writes: “We need to ascertain without delay where the boy is being held. While respecting the principle of proportionality, the police have an obligation to take all measures in their power to save the child’s life.”

Daschner decides to act. He dispatches police inspector Ortwin Ennigkeit to the office in which Gäfgen is being held for interrogation. Ennigkeit’s assignment: to make Gäfgen talk — if necessary by threat of torture. Indeed, Daschner has resolved not only to threaten Gäfgen with pain, but to carry out the threat if his prisoner is not otherwise forthcoming. A doctor has been found to supervise the proceedings.

In the interrogation room, Ennigkeit tells Gäfgen that a “special officer” is on his way. If Gäfgen does not tell Ennigkeit where the boy is, the “special officer” will “make him feel pain that he will not forget.” On Gäfgen’s own account, the formula is still more menacing: the officer “will make you feel pain like you have never felt before.” “Nobody can help you here,” Ennigkeit tells him, according to Gäfgen’s testimony. “We can do whatever we want with you.” On Gäfgen’s account, moreover, Ennigkeit already begins to rough him up: shaking him so violently that his head bangs against the wall and hitting him in the chest hard enough to leave a bruise over his collarbone. Gäfgen’s testimony is consistent with the tenor of Daschner’s instructions, which, on Daschner’s own admission, called for the “use of direct force” [ Anwendung unmittelbaren Zwangs].

In any case, whether the mere threat of pain has been sufficient or the latter has had to be supplemented by the “use of direct force,” within minutes of Ennigkeit’s entering the interrogation room Gäfgen talks. He tells Ennigkeit where Jakob is to be found. Police rush to the location and find the boy dead, his corpse wrapped in plastic and submerged under a wooden jetty in a pond.

Guantánamo Bay Prison Camp, Cuba, ten days later:

The atmosphere in Joint Task Force 170 is tense. The task force has been set up to obtain intelligence from detainees, but the effort is lagging and army interrogators are losing patience. They have discovered that one of the detainees appears to have been directly involved in the 9/11 plot. Mohammed al-Qahtani attempted to enter the United States in early August 2001, but was turned back by immigration officers in Orlando, Florida. Telephone intercepts of conversations of 9/11 facilitator Mustafa al-Hawsawi indicate that al-Qahtani was slated to serve as the missing “twentieth hijacker” on September 11. Plot leader Mohammed Atta is known to have been at Orlando International Airport on the day of al-Qahtani’s arrival, presumably to meet him. Al-Qahtani was sent back to his native Saudi Arabia and then traveled to Afghanistan. In mid-December, two months after the start of Operation Enduring Freedom, he was taken prisoner on the Pakistani border along with 29 other suspected al Qaeda members apparently fleeing the Battle of Tora Bora.

In early October 2002, the questioning of al-Qahtani has been going nowhere. Interrogators and staff psychologists are convinced that he is lying: repeating prefabricated cover stories, no matter how implausible, as required by al Qaeda security protocols. He insists, for example, that he traveled to the United States to import used cars and that he was in Afghanistan merely to purchase falcons.

The first anniversary of the 9/11 attacks has only just passed. A spike in intelligence has American officials on high alert. On October 8, Bin Laden deputy Ayman al-Zawahiri releases an audio statement threatening new attacks against America and American allies. The commanders of JTF170 decide they need to act. On October 11, Major General Michael E. Dunlavey sends a memo to U.S. Army Southern Command requesting authorization to use more aggressive interrogation techniques with the detainees. ...

JTF170 requests authorization to threaten detainees with “painful consequences” if they fail to cooperate. As it so happens, this is precisely the method used by German police inspector Ortwin Ennigkeit a mere ten days earlier to obtain the cooperation of Magnus Gäfgen. Following the advice of Department of Defense general counsel William J. Haynes, the request for authorization of this method is . . . refused.

In June 2005, the child-murderer and law student Magnus Gäfgen lodged a complaint against Germany with the European Court of Human Rights. In his complaint, Gäfgen accused Germany of having violated his rights under the European Convention on Human Rights and, more specifically, of having violated the prohibition on torture contained in Article 3 of the Convention.

On June 30, 2008, the European Court of Human Rights rejected Gäfgen’s complaint and cleared Germany of the charge of tolerating torture. The Court found that the treatment to which Daschner and Ennigkeit subjected Gäfgen did not reach the threshold required to be considered as torture. ...

While the (European Court of Human Rights) found that the Frankfurt police’s treatment of Gäfgen did constitute “inhuman treatment,” it accepted the Frankfurt District Court’s judgment that under the circumstances this treatment did not warrant punishment.

The compassion shown for the perpetrators in the Frankfurt court’s judgment is striking. In adumbrating the “massively extenuating circumstances” that on its view militated against the application of sanction, it notes that “for both of the accused, it was exclusively and urgently a matter of saving the child’s life.” It is “also to be taken into account,” the Court adds a bit further on, “that g’s [Gäfgen’s] provocative and unscrupulous manner of answering questions had strained the nerves of the investigators to the breaking point (aufs äußerste strapazierte). Trained in law, he knew how to formulate and present his responses, so that they constantly produced doubts, hopes, and disappointments and provided no certainty.” “Moreover,” the Court continues, “the situation was extraordinarily chaotic. The police personnel had been on duty overtime. They were worn out and tired. The accused E. [Ennigkeit] had worked through the night and the accused D. [Daschner] had only slept for a few hours. The overwrought sensibilities of the accused substantially reduces their guilt, since they lowered their inhibitions to acting. Neither man could take any more. Furthermore, both of them had led irreproachable lives up to that point.” And so on.12

One may well wonder whether the accusers of Donald Rumsfeld and other Pentagon officials would be prepared to acknowledge “massively extenuating circumstances” in their cases. But if the desire to save the life of an eleven-year-old boy is an extenuating circumstance, how can the desire to prevent a follow-on attack to 9/11 and to save potentially thousands of innocent lives not be one? And if the difficulty involved in questioning a wily and arrogant 27-year-old student who has been “trained in law” is an extenuating circumstance, how can the difficulty involved in questioning an evasive and potentially dangerous al Qaeda operative who has been trained in operational security measures not be one?

To deny the same degree of forbearance to American officials and personnel involved in the war on terror is to imply that irregular combatants forming part of terrorist organizations deserve greater legal protections not only than ordinary prisoners of war, but indeed than ordinary citizens. Such an absurd — and for the United States suicidal — logic could only be embraced by persons who are fundamentally committed to seeing American counter-terrorism efforts fail.

For anybody who still believed in it, the Mumbai shootings exposed the myth of “gun control”. India had some of the strictest firearms laws in the world, going back to the Indian Arms Act of 1878, by which Britain had sought to prevent a recurrence of the Indian Mutiny.

The guns used in last week’s Bombay massacre were all “prohibited weapons” under Indian law, just as they are in Britain. In this country we have seen the irrelevance of such bans (handgun crime, for instance, doubled here within five years of the prohibition of legal pistol ownership), but the largely drug-related nature of most extreme violence here has left most of us with a sheltered awareness of the threat. We have not yet faced a determined and broad-based attack.

The Mumbai massacre also exposed the myth that arming the police force guarantees security. Sebastian D’Souza, a picture editor on the Mumbai Mirror who took some of the dramatic pictures of the assault on the Chhatrapati Shivaji railway station, was angered to find India’s armed police taking cover and apparently failing to engage the gunmen.

In Britain we might recall the prolonged failure of armed police to contain the Hungerford killer, whose rampage lasted more than four hours, and who in the end shot himself. In Dunblane, too, it was the killer who ended his own life: even at best, police response is almost always belated when gunmen are on the loose. ...

The Mumbai massacre could happen in London tomorrow; but probably it could not have happened to Londoners 100 years ago.

In January 1909 two such anarchists, lately come from an attempt to blow up the president of France, tried to commit a robbery in north London, armed with automatic pistols. Edwardian Londoners, however, shot back – and the anarchists were pursued through the streets by a spontaneous hue-and-cry. The police, who could not find the key to their own gun cupboard, borrowed at least four pistols from passers-by, while other citizens armed with revolvers and shotguns preferred to use their weapons themselves to bring the assailants down.

Today we are probably more shocked at the idea of so many ordinary Londoners carrying guns in the street than we are at the idea of an armed robbery. But the world of Conan Doyle’s Dr Watson, pocketing his revolver before he walked the London streets, was real. The arming of the populace guaranteed rather than disturbed the peace.

That armed England existed within living memory; but it is now so alien to our expectations that it has become a foreign country.

A grandfather today told how he fought off masked men wielding Samurai swords as they tried to rob his post office.

The two balaclava-wearing intruders took turns at slashing Alan Garratt with the three-foot long weapons at the Leicestershire branch, he said.

But they fled empty-handed after the 68-year-old, who had previously undergone surgery for a triple heart bypass, fought back with a sherry bottle.

The raid was captured on a CCTV camera, which was installed after a burglary at the post office, in Knipton, Leicestershire, just days earlier.

Mr Garratt needed eight stitches in his left arm after Monday evening’s attack.

He told the Leicester Mercury: “I don’t think they thought anyone would tackle them.

“I didn’t really feel it when I was cut on the arm and hand until afterwards. There was blood everywhere.

“The only thing I could find to arm myself with was a bottle of sherry.

Yes, you went hoarse cheering Obama’s ego trip at the Berlin Victory Monument, because you love the idea that O will teach America to love Eurosocialism forever and ever. But shivers are running up and down your spine—- because if he is what you think he is, America won’t be there any more to save you. It will just slide into vegetarian nihilism and leave Europe to the New Soviet Empire.

Europe would crumble like a soggy crouton without America’s commitment to its defense. We saw that happen three times in the 20th century, and the bad news is that it’s starting again. Real danger is at the gates; Europe’s Ruling Class is in denial; and half of it is preparing to surrender to the Russians or the Muslim fascists, whichever gets there first.

Suddenly, the United States has prestige (again) that matches its power and wealth, and this prestige no other country can touch. People around the world beg the United States to “exercise leadership” and solve the world’s problems (but with “humility,” please!) ...

There are two versions of American exceptionalism. American-American exceptionalism is “we’re richer because we’re better.” European-American exceptionalism is “you’re better because you’re richer.” Both sides agree on exceptionalism, and just see different causes and implications. The Europeans expect us, on account of our wealth, to live up to (their) ideals, while we think that our wealth ought to prove to them that our ideals are better than theirs. No one of any importance seems to think that the United States is a normal country. Oh, what confusion lies ahead!

The Telegraph reports that turnout at this year’s opening meets and sales at hunt-oriented businesses are booming, despite the Labour Party’s Hunt Ban.

Part of the hunting boom is attributable to sportsmen’s success in devising ways of working around the Ban, such as a more realistic kind of drag hunting termed “trail hunting,” but resistance to the Ban is also a factor.

As the season gallops into action on Saturday, William Little finds that the post-ban hunting world is booming.

According to the Countryside Alliance, there has been a 10 per cent increase in people who pay full subscription – ie go out every week or more.

This represents an increase of 5,000 people on the number that hunted before the fox ban. On Boxing Day, popular with fair-weather riders, an estimated 30,000 more people take part than before the ban.

There is also anecdotal evidence to suggest a considerable increase in the number of people who follow hunts in cars and on foot. ...

Instead of the law causing the demise of hunting and its supporting trades, such as farriers and liveries, the upsurge in newcomers has brought a rural economic boom.

It took a weekend to shatter the complacency of German finance minister Peer Steinbrück. Last Thursday he told us that the financial crisis was an “American problem”, the fruit of Anglo-Saxon greed and inept regulation that would cost the United States its “superpower status”. Pleas from US Treasury Secretary Hank Paulson for a joint US-European rescue plan to halt the downward spiral were rebuffed as unnecessary.

By Monday, Mr Steinbrück was having to orchestrate Germany’s biggest bank bail-out, putting together a €35 billion loan package to save Hypo Real Estate. By then Europe was “staring into the abyss,” he admitted. Belgium faced worse. It had to nationalise Fortis (with Dutch help), a 300-year-old bastion of Flemish finance, followed a day later by a bail-out for Dexia (with French help).

Within hours they were all trumped by Dublin. The Irish government issued a blanket guarantee of the deposits and debts of its six largest lenders in the most radical bank bail-out since the Scandinavian rescues in the early 1990s. Then France upped the ante with a €300 billion pan-European lifeboat for the banks. The drama has exposed Europe’s dark secret for all to see. EU banks took on even more debt leverage than their US counterparts, despite the tirades against ‘’le capitalisme sauvage’’ of the Anglo-Saxons.

We now know that it was French finance minister Christine Lagarde who begged Mr Paulson to save the US insurer AIG last week. AIG had written $300 billion in credit protection for European banks, admitting that it was for “regulatory capital relief rather than risk mitigation”. In other words, it was underpinning a disguised extension of credit leverage. Its collapse would have set off a lending crunch across Europe as banking capital sank below water level.

It turns out that European regulators have allowed even greater use of “off-books” chicanery than the Americans. Mr Paulson may have saved Europe.

Most eyes are still on Washington, but the core danger is shifting across the Atlantic. Germany and Italy have been contracting since the spring, with France close behind. They are sliding into a deeper downturn than the US.

The New York Times summarizes an article on European Genetics from Current Biology which arrives the conclusion that it could very likely be possible to identify the nationality of Europeans by genetic testing.

Europe has been colonized three times in the distant past, always from the south. Some 45,000 years ago the first modern humans entered Europe from the south. The glaciers returned around 20,000 years ago and the second colonization occurred about 17,000 years ago by people returning from southern refuges. The third invasion was that of farmers bringing the new agricultural technology from the Near East around 10,000 years ago.

The pattern of genetic differences among present day Europeans probably reflects the impact of these three ancient migrations, Dr. Kayser said.

The map also identifies the existence of two genetic barriers within Europe. One is between the Finns (light blue, upper right) and other Europeans. It arose because the Finnish population was at one time very small and then expanded, bearing the atypical genetics of its few founders.

The other is between Italians (yellow, bottom center) and the rest. This may reflect the role of the Alps in impeding free flow of people between Italy and the rest of Europe.

The old-fashioned stereotype of a Tory used to be someone “very fat, very lazy, and very clever,” someone rather like Evelyn Waugh. But embonpoint today is looked upon in Britain, not as an indication of access to good dining and fine wine, but as a sure indicator of indiscipline and low achievement. Basically, Britain’s elite is today firmly Puritan, at least with respect to body image.

Jeremy Clarkson... wrote last week of his experiences driving the new Rolls-Royce coupé around town: “It’s been a genuinely alarming insight into the bitterness of Britain’s obese and stupid underclass.”

When he drove past a bus queue, he said, he realised that “hate is something you can touch and see and smell.”

The “obese and stupid” people at the bus stop hadn’t done anything specific, it seemed: presumably they had simply failed to light up with sufficient admiration as Clarkson coasted by in his swanky car.

Still, you don’t have to be Karl Marx to reflect that if you were waiting for a bus while fretting about the rising cost of heating the family home, the sudden appearance of Clarkson in a £296,500 vehicle might not fill the heart with unalloyed joy.

In July, the Sunday Times and Spectator columnist Rod Liddle saw a fat woman and her plump children in a supermarket.

She didn’t say or do anything discourteous, it appeared, nor did the children, but the mere glimpse of “this hag”, her “vile lardy brood” and the contents of her shopping trolley prompted the writer to a bizarre rant which culminated in the fantasy that “I set the fat mother on fire with my Zippo lighter, and on the way out I kicked the smallest fat child hard in the gut.”

It is worth pointing out that while both Clarkson and Liddle are normal-looking men, neither would exactly be in line to win the Weight Watchers Slimmer of the Year Award. But then middle-class fat is, for them, texturally different from underclass fat. Good things have poured into middle-class fat, you see: steak, Roquefort, red wine and a heartily robust enjoyment of life. Underclass fat, however, being composed entirely of chicken nuggets, chips and wilful idleness, is a mark of moral degeneracy.

The people who are quickest to sneer at “chavs” and the perceived physical shortcomings of the “underclass” often seem to be those most obsessed with flaunting their own “bling” and extending their unprovoked rudeness to those with far less social and financial clout. Odd, that. It does sometimes leave you wondering, though, just what the term “to behave with class” really means.

Urbanista Amanda Platell takes to the moors for one of those journalistic visiting the rustic primitives who shoot think pieces, and finds the shooting sports and the pursuit of the red grouse nothing like what she expected.

Like many townies, my prejudices about the Glorious Twelfth were well and truly fully formed. The official start of the shooting season was nothing more than an ancient ritual to massacre thousands of defenceless birds.

The killers were a bunch of men with Prince Charles cut-crystal accents looking down their long aristocratic noses at ordinary folk like me, city folk, you know, the kind who have to buy their own furniture. Their dogs would have better pedigrees than me.

So it was with some cynicism and not a little trepidation that I agreed to take part in the Glorious Twelfth last Tuesday, the traditional start of the shooting season, on a moor on the Durham/ Northumberland border. ...

Odd, isn’t it, that we city dwellers feel squeamish at the thought of an animal being bred and ultimately shot in the wild, yet feel no pangs over the battery chickens or pigs raised in appalling conditions for our table.

But I wanted to put my prejudices to the test and, more importantly, to try better to understand the problems facing our beleaguered countryside, bled dry by a government that neither knows nor cares about voters outside of their urban heartlands.

The Daily Mail does a fine job of demonstrating just how clueless it is, illustrating a red grouse (Lagopus lagopus) shooting article with a nice picture of a capercaillie (Tetrao urogallus), and identifying a picture of a shooter aiming a great big over-and-under shotgun as the “traditional image” simply because the man in the picture is wearing tweeds. Amanda’s side-by-side double is, of course, far more traditional. Nobody cares about waxed cotton versus tweed.

I don’t agree with Green with a Gun’s PC envirnmentalist cant about the people of Great Powers being able “to have more than their fair share of world resources.” Shares of world resources are actually not conventionally exchanged at gun point. Sorry, Marx. We buy them.

Some countries have politically systems providing security of property and the rule of law, and cultural traditions favoring education and hard work. Those countries are consequently more productive, and consequently wealthier, and can afford to buy more of everything than people living in countries where blood feuds and brigandage enjoy greater status than investment banking.

Russia, Lord knows, has more than her fair share of natural resources, but Russia has not been notoriously successful historically in doing anything with them.

Today, Russia would like to use its ability to supply oil and natural gas as a weapon to restore its ability to wield power.

As Green with a Gun aptly puts it:

The Russia energy company Gazprom supplies something like three-quarters of Eastern Europe’s natural gas, and overall about a quarter of the EU’s natural gas. If the EU pisses off Russia, Europeans face a cold winter. Russia has already shown itself ready to turn off the tap, as it did with the Ukraine and Belarus.

You can see, then, that the US and EU are rather keen not to have to rely on Russian goodwill to keep the oil flowing out of Central Asia. If they rely on Russia for oil or for natural gas, then if Russia switches one off it hurts a lot but they can change to the other, but if Russia controls both, they’re stuck. Russia has them not merely by the balls but also the throat. Russia can then dictate not only prices, but to some degree foreign policy. “Yes, dear EU, you can support airstrikes on our friends in Iran, but you will gain a new appreciation of your white Christmas, as you’re walking out in the cold past your unfuelled cars.”

The practical alternative is the BTC Pipeline delivering oil from the Central Asian Republics via Azerbijan and Georgia to Turkey and thence to Europe.

And that’s what Russia’s invasion of Georgia is all about.

There are many ethnic and historical issues behind the Georgia-Russia conflict. The Ossetians feel a kinship with Russia more than with Georgia, Georgia was set for NATO membership next year, putting a NATO country directly on Russia’s border, and Russia has long held sway over the entire Caucasus. And since the West went to war with a Russian ally in Serbia to secure the independence and self-determination of the Kosovar Albanians, they can hardly complain if Russia goes to war with Georgia to secure the same for the Ossetians. But really that is not important: for the world and for Russia it all comes down to energy, to controlling the flow of it. Russia has chosen an effective means of controlling the flow of oil from the Central Asian republics.

Russia has accomplished a strategic coup de main. The aim of most warfare is to present your enemy with a dilemma. For example, achieve air superiority against his land forces, and his forces can either sit still in bunkers and be encircled by your troops, or move and be bombed – either way they’re screwed, it’s a dilemma. Russia has presented the West with a dilemma – do nothing to help Georgia and lose BTC, or go to war against Russia and in the course of the conflict lose BTC.

Checkmate.

Charles Bremmer reports from Paris, in the London Times, that Russians are not only gobbling up real estate in the Republic of Georgia. Let’s hope they overpay just as much for that Caucasian real estate.

A mysterious Russian billionaire has trumped his big-spending rivals and broken a world record by splashing out €500 million (£392 million) on one of the most sumptuous villas on the French Riviera.

The price of the Villa Leopolda, a Belle Époque mansion on the heights of Villefrance, has amazed estate agents but fuelled local worries that the invasion of Russian money on the Côte d’Azur is getting out of hand.

Since the early 1990s, Russian oligarchs, drawn by memories of the Riviera-mad old Russian aristocracy, have been piling into seaside properties at Cap Ferrat, Cap d’Antibes, Saint-Tropez and the other great playgrounds.

None, however, has come near the price with which the unnamed Russian clinched the Leopolda deal with Lily Safra, the widow of Edmond Safra, a Lebanese banker who was killed by an arsonist’s fire in Switzerland in 2003.

Mrs Safra was said to have held out for months as the buyer raised his bid for the villa, between Nice and Monaco, which King Leopold II of Belgium acquired in 1902.

The previous record for a house was said to be the £57 (JDZ: reported as £117) million that Lakshmi Mittal, the steel tycoon, paid for a property in Kensington Palace Gardens in 2004. The macho spending contest by Russian oligarchs. ...

Pierrette, a housekeeper for one Russian, said: “I attended a party where the guests had fun throwing burning €500 notes into the air while everyone split their sides laughing.
