Seriously, the government has to convince the public that the various monitoring programs are effective enough to overcome the objections of those who are fearful of their potential misuse. It doesn’t help much that after several years of this monitoring it did nothing to spot the Tsarneav brothers. Either the NSA isn’t sufficiently competent or interested, OR the monitoring is ineffective.
