He was likely a poor mayor of Indianapolis since it sounds like he did very little work, and whose policies made the city worse.

He’s obviously a crappy SecTrans. Again, doesn’t seem to do any work. Always on leave or vacation.

He’s one of those slackers who have learned to take credit for other people’s work, avoids assuming real responsibility but appears on paper to have a lot of it, and is not around when hard work is being handed out or the SHTF.
