How did this come about?

Stratfor’s George Friedman (11/13) explains:

The important question is whether we are seeing a turning point in Iraq. The answer is that it appears so, but not primarily because of the effectiveness of U.S. military operations. Rather, it is the result of U.S. military operations coupled with a much more complex and sophisticated approach to Iraq. To be more precise, a series of political initiatives that the United States had undertaken over the past two years in fits and starts has been united into a single orchestrated effort. The result of these efforts was a series of political decisions on the part of various Iraqi parties not only to reduce attacks against U.S. troops but also to bring the civil war under control.

A few months ago, we laid out four scenarios for Iraq, including the possibility that that United States would maintain troops there indefinitely. At the time, we argued against this idea on the assumption that what had not worked previously would not work in the future. Instead, we argued that resisting Iranian power required that efforts to create security be stopped and troops moved to blocking positions along the Saudi border. We had not calculated that the United States would now supplement combat operations with a highly sophisticated and nuanced political offensive. Therefore, we were wrong in underestimating the effectiveness of the scenario.

The Bush Administration appears to be not nearly as incompetent in executing foreign policy as is widely believed.

Iranian technology is on pace to build a long-range missile that could strike the United States within a decade, a high-level Pentagon official told FOX News. …

“Most of the intelligence experts predict that sometime before 2015, or in that time frame, the Iranians will have developed the capabilities to threaten the United States, from a missile technology perspective, “Lt. Gen. Henry Obering, chief of the U.S. missile defense program, said Tuesday in a Pentagon interview with FOX News. Of concern Obering said is Iran’s ability to take shorter range technology and improving it to longer and longer ranges.

Meanwhile, Iranian Foreign Minister Manouchehr Mottaki said Wednesday the U.S. was in no position to start a war against Iran given its military commitment in Iraq.

So, naturally, we read in today’s New York Times that Alberto Fujimori is being extradited by the socialist government of Chile (a country which was itself saved from Marxist totalitarianism by the late General Augusto Pinochet, who was also internationally hounded by leftist attempts at judicial vengeance) to Peru to stand trial on “human rights and corruption” charges.

Save a country from Marxist totalitarianism’s reign of terror, and you’ll be indicted and internationally extradited to be tried as an enemy of “human rights.”

But, if you take US diplomats hostage, and become head of a major terrorist regime which stones people to death, wages covert war against the United States, and bends every effort at acquiring nuclear weapons, why! then, you get to give a speech at Columbia.

London Times:

Israeli commandos seized nuclear material of North Korean origin during a daring raid on a secret military site in Syria before Israel bombed it this month, according to informed sources in Washington and Jerusalem.

The attack was launched with American approval on September 6 after Washington was shown evidence the material was nuclear related, the well-placed sources say.

They confirmed that samples taken from Syria for testing had been identified as North Korean. This raised fears that Syria might have joined North Korea and Iran in seeking to acquire nuclear weapons.

Israeli special forces had been gathering intelligence for several months in Syria, according to Israeli sources. They located the nuclear material at a compound near Dayr az-Zwar in the north.

Evidence that North Korean personnel were at the site is said to have been shared with President George W Bush over the summer. A senior American source said the administration sought proof of nuclear-related activities before giving the attack its blessing.

Diplomats in North Korea and China believe a number of North Koreans were killed in the strike, based on reports reaching Asian governments about conversations between Chinese and North Korean officials.

Israeli commandos from the elite Sayeret Matkal unit – almost certainly dressed in Syrian uniforms – made their way stealthily towards a secret military compound near Dayr az-Zawr in northern Syria. They were looking for proof that Syria and North Korea were collaborating on a nuclear programme.

Israel had been surveying the site for months, according to Washington and Israeli sources. President George W Bush was told during the summer that Israeli intelligence suggested North Korean personnel and nuclear-related material were at the Syrian site.

A report says North Korea has trained Syrian missile engineers and the Arab nation has bartered farm products and computers for missiles from the Stalinist state.

The two countries have recently strengthened missile cooperation, with Syrian engineers staying in Pyongyang to acquire technology, South Korea’s Yonhap news agency said.

The barter system began in 1995 due to Syria’s worsening financial woes.

Syria has shipped cotton, food and computers to North Korea in return for buying short-range missiles, the report said.

Proof of cooperation between Iran and Syria in the proliferation and development of weapons of mass destruction was brought to light Monday in Jane’s Defence Weekly, which reported that dozens of Iranian engineers and 15 Syrian officers were killed in a July 23 accident in Syria.

According to the report, cited by Channel 10, the joint Syrian-Iranian team was attempting to mount a chemical warhead on a Scud missile when the explosion occurred, spreading lethal chemical agents, including sarin nerve gas. …

Syria is not a signatory of either the Chemical Weapons Convention (CWC), – an international agreement banning the production, stockpiling or use of chemical weapons – or the Comprehensive Nuclear Test Ban Treaty (CTBT).

Iranian engineers were among those killed in a blast at a secret Syrian military installation two months ago, defence group Jane’s said Wednesday after claiming that the base was being used to develop chemical weapons.

The July 26 explosion in Aleppo, northern Syria, was reported at the time. The official Sana news agency said 15 Syrian military personnel were killed and 50 people were injured, most of them slightly from flying glass.

The agency said only that “very explosive products” blew up after fire broke out at the facility and that the blaze was not an act of sabotage.

But in the September 26 edition of Jane’s Defence Weekly, Syrian defence sources were quoted as saying the explosion happened during tests to weaponise a Scud C missile with mustard gas, which is banned under international law.

Fuel caught fire in a missile production laboratory and “dispersed chemical agents (including VX and Sarin nerve agents and mustard blister agent) across the storage facility and outside.

“Other Iranian engineers were seriously injured with chemical burns to exposed body parts not protected by safety overalls,” the publication quoted the sources as saying.

Among the dead were “dozens” of Iranian missile weaponisation engineers, it added.

The London Times is reporting today that the Israelis “blew apart (a) Syrian nuclear cache.”

Ten days after the jets reached home, their mission was the focus of intense speculation this weekend amid claims that Israel believed it had destroyed a cache of nuclear materials from North Korea.

The Israeli government was not saying. “The security sources and IDF [Israeli Defence Forces] soldiers are demonstrating unusual courage,” said Ehud Olmert, the prime minister. “We naturally cannot always show the public our cards.”

The Syrians were also keeping mum. “I cannot reveal the details,” said Farouk al-Sharaa, the vice-president. “All I can say is the military and political echelon is looking into a series of responses as we speak. Results are forthcoming.” The official story that the target comprised weapons destined for Hezbollah, the Iranian-backed Lebanese Shi’ite group, appeared to be crumbling in the face of widespread scepticism.

Andrew Semmel, a senior US State Department official, said Syria might have obtained nuclear equipment from “secret suppliers”, and added that there were a “number of foreign technicians” in the country.

Asked if they could be North Korean, he replied: “There are North Korean people there. There’s no question about that.” He said a network run by AQ Khan, the disgraced creator of Pakistan’s nuclear weapons, could be involved.

But why would nuclear material be in Syria? Known to have chemical weapons, was it seeking to bolster its arsenal with something even more deadly?

Alternatively, could it be hiding equipment for North Korea, enabling Kim Jong-il to pretend to be giving up his nuclear programme in exchange for economic aid? Or was the material bound for Iran, as some authorities in America suggest? …

The triangular relationship between North Korea, Syria and Iran continues to perplex intelligence analysts. Syria served as a conduit for the transport to Iran of an estimated £50m of missile components and technology sent by sea from North Korea. The same route may be in use for nuclear equipment.

But North Korea is at a sensitive stage of negotiations to end its nuclear programme in exchange for security guarantees and aid, leading some diplomats to cast doubt on the likelihood that Kim would cross America’s “red line” forbidding the proliferation of nuclear materials.

Christopher Hill, the State Department official representing America in the talks, said on Friday he could not confirm “intelligence-type things”, but the reports underscored the need “to make sure the North Koreans get out of the nuclear business”.

By its actions, Israel showed it is not interested in waiting for diplomacy to work where nuclear weapons are at stake.

As a bonus, the Israelis proved they could penetrate the Syrian air defence system, which is stronger than the one protecting Iranian nuclear sites.

This weekend President Mahmoud Ahmadinejad of Iran sent Ali Akbar Mehrabian, his nephew, to Syria to assess the damage. The new “axis of evil” may have lost one of its spokes.

Debkafile was seen gloating in the direct aftermath of the attack over Israeli Air Force success in overcoming Syria’s shiny new Russian-supplied air defense system.

DEBKAfile’s military experts conclude from the way Damascus described the episode Wednesday, Sept. 6, that the Pantsyr-S1E missiles, purchased from Russia to repel air assailants, failed to down the Israeli jets accused of penetrating northern Syrian airspace from the Mediterranean the night before.

The new Pantsyr missiles therefore leave Syrian and Iranian airspace vulnerable to hostile intrusion.

Western intelligence circles stress that information on Russian missile consignments to Syria or Iran is vital to any US calculation of whether to attack Iran over its nuclear program. They assume that the “absolute jamming immunity” which the Russian manufactures promised for the improved Pantsyr missiles was immobilized by superior electronic capabilities exercised by the jets before they were “forced to leave.”

Syria took delivery in mid-August of 10 batteries of sophisticated Russian Pantsyr-S1E Air Defense Missile fire control systems with advanced radar, those sources report. They have just been installed in Syria.

Understanding that the Pantsyr-S1E had failed in its mission to bring down trespassing aircraft, Moscow hastened Thursday, Sept 6, to officially deny selling these systems to Syria or Iran and called on Israel to respect international law. This was diplomatic-speak for a warning against attacking the Russian-made missiles batteries stations where Russian instructors are working alongside Syrian teams.

On September 5, Coalition forces announced the capture of “a highly-sought individual suspected of being an Iranian Revolutionary Guards Corps-Qods Force (more commonly spelled “Quds,” as in “al Quds,” i.e. Jerusalem) (IRGC-QF) affiliate” during a raid in Karbala.

The Special Groups agent, who has not been identified, is “suspected of coordinating with high-level IRGC-QF officers for the transportation of multiple Iraqis to Iran for terrorist training at IRGC-QF training camps.” The suspect also serves as a logistical operative and “is closely linked to individuals at the highest levels of the IRGC-QF. Coalition forces are still assessing his possible connection to the Special Groups.” Documents, photographs, communications equipment, and computers were found during the raid on his home.

Information obtained from this latest raid likely will shed more light on the leadership and organization of the Special Groups, the identity of their Iranian Qods Force handlers, and their current plans in Iraq.

He must have calculated the square root of the number of bed-wetting liberals in the American urban elite.

President Mahmoud Ahmadinejad has sought to justify his confidence the US will not attack Iran, saying the proof comes from his mathematical skills as an engineer and faith in God, the press reported today.

Mr Ahmadinejad told academics in a speech that elements inside Iran were pressing for compromise in the nuclear standoff with the West over fears the US could launch a military strike.

“In some discussions I told them ‘I am an engineer and I am examining the issue. They do not dare wage war against us and I base this on a double proof’,” he said in the speech yesterday, reported by the reformist Etemad Melli and Kargozaran newspapers.

“I tell them: ‘I am an engineer and I am a master in calculation and tabulation.

“I draw up tables. For hours, I write out different hypotheses. I reject, I reason. I reason with planning and I make a conclusion. They cannot make problems for Iran.”‘

Meanwhile, he is also boasting of having reached a milestone in his quest for an Iranian nuclear weapon.

President Mahmoud Ahmadinejad said Sunday Iran had put into operation over 3,000 uranium-enriching centrifuges at a nuclear plant, reaching a key goal of its atomic drive, state broadcasting reported.

“They (world powers) thought that by issuing any resolution Iran would back down,” Ahmadinejad told Islamist students, referring to the two sanctions resolutions imposed against Tehran by the UN Security Council.

“But after each resolution the Iranian nation took another step along the path of nuclear development,” he said.

“Now it has put into operation more than 3,000 centrifuges and every week we install a new series.”

The installation of 3,000 centrifuges has always been earmarked by Iran as the key medium-term goal of its nuclear programme which it had originally hoped to reach by March.

The Pentagon has drawn up plans for massive airstrikes against 1,200 targets in Iran, designed to annihilate the Iranians’ military capability in three days, according to a national security expert.

Alexis Debat, director of terrorism and national security at the Nixon Center, said last week that US military planners were not preparing for “pinprick strikes” against Iran’s nuclear facilities. “They’re about taking out the entire Iranian military,” he said. …

One of two known Al Qaeda leadership councils meets regularly in eastern Iran, where the American intelligence community believes dozens of senior Al Qaeda leaders have reconstituted a good part of the terror conglomerate’s senior leadership structure.

That is a consensus judgment from a final working draft of a new National Intelligence Estimate, titled “The Terrorist Threat to the U.S. Homeland,” on the organization that attacked the World Trade Center on September 11, 2001. The estimate, which represents the opinion of America’s intelligence agencies, is now finished, and unclassified conclusions will be shared today with the public.

The classified document includes four main sections, examining how Al Qaeda in recent years has increased its capacity to stage another attack on American soil; how the organization has replenished the ranks of its top leaders; nations where Al Qaeda operates, and the status of its training camps and physical infrastructure. …

In the estimate’s chapter on Al Qaeda’s replenished senior leadership, three American intelligence sources said, there is a discussion of the eastern Iran-based Shura Majlis, a kind of consensus-building organization of top Al Qaeda figures that meets regularly to make policy and plan attacks. The New York Sun first reported in October that one of the Shura Majlis for Al Qaeda meets in the federally administered tribal areas of Pakistan, one of the areas the Pakistani army this week re-engaged after a yearlong cease-fire. Both Osama bin Laden and his deputy, Ayman al-Zawahri, participate in those meetings.

he other Shura Majlis is believed to meet in eastern Iran in the network established after Al Qaeda was driven from Afghanistan in 2001.
Following that battle, a military planner trained in the Egyptian special forces, Saif al-Adel, fled to Iran. Mr. Zawahri then arranged with the then commander of Iran’s Quds Force, Ahmad Vahidi, for safe harbor for senior leaders.

The three main Al Qaeda leaders in Iran include Mr. Adel; the organization’s minister of propaganda, Suleiman Abu Ghaith, and the man who some analysts believe is the heir apparent to Mr. bin Laden — one of his sons, Saad bin Laden. The locations of the senior leaders include a military base near Tehran called Lavizan; a northern suburb of Tehran, Chalous; an important holy city, Mashod, and a border town near Afghanistan, Zabul, the draft intelligence estimate says.

In 2003, Iran offered a swap of the senior leaders in exchange for members of an Iranian opposition group on America’s list of foreign terrorist organizations, the People’s Mujahadin.

That deal was scuttled after signal intercepts proved, according to American intelligence officials, that Mr. Adel was in contact with an Al Qaeda cell in Saudi Arabia.

In the aftermath of the failed deal, Al Qaeda’s Iran branch has worked closely in helping to establish the group in Iraq. The late founder of Al Qaeda in Iraq, Abu Musab al-Zarqawi, had multiple meetings with Mr. Adel after 2001. In the past year, the multinational Iraq command force has intercepted at least 10 couriers with instructions from the Iran-based Shura Majlis. In addition, two senior leaders of Al Qaeda captured in 2006 have shared details of the Shura Majlis in Iran.

“We know that there were two Al Qaeda centers of gravity. After the Taliban fell, one went to Pakistan, the other fled to Iran,” Roger Cressey, a former deputy to a counterterrorism tsar, Richard Clarke, said in an interview yesterday. “The question for several years has been: What type of operational capability did each of these centers have?”
