Portland has the rule of law. They’re not the laws you think they are, though. They’re not laws customarily seen in America. And they’re not necessarily written down.

I can guarantee you that if that elderly driver had a gun and shot the person shooting at him that the police would have arrested “someone”. And there would be a strong chance that the Elderly driver would have been convicted and gone to jail for defending himself.
