As the GOP faces losing the House (and conceivably also the Senate) two months from now in November, Newt Gingrich, the architect of the Contract With America, which won Republican control of Congress in 1994 for the first time in 40 years, thinks Republicans can win, if they will just run on the issues the American people want addressed.

Newt’s points:

(1) Make English the Official Language of Government. The House should pass a bill making English the official language of government, abolishing multilingual ballots and reaffirming that new citizens should be required to pass a test on American history in English. The Rasmussen poll reported that support for English as the official language was 85%. The Zogby poll had it at 84%. Why do Republican leaders find it so hard to side with more than four out of every five Americans? How many liberal Democrats who currently assume they are unbeatable would suddenly have a hard time explaining a series of votes against English to their constituents? Remember, at 85%, there are no anti-English congressional districts no matter what the elite media says.

(2) Control the Borders. The House should pass a narrowly focused bill to ensure that the United States can control the border. The current Senate bill is a disaster. It is impossible to pass a “comprehensive” immigration bill in the next two months. The American people overwhelmingly want the borders controlled and every act of terrorism reminds us that having the borders uncontrolled makes us more vulnerable to attack. The House should immediately pass a border-control bill and conservative Republican senators should move every day to bring it up in the Senate. Let Democrats and elitist Republicans block controlling the border and make that a referendum test for Election Day.

(3) Keep God in the Pledge. Congress should take two steps to preserve the right to say “one nation under God” in the Pledge of Allegiance, a right which is supported by 91% of all Americans. The American people feel deeply that our Declaration of Independence is correct in saying that each of us is endowed by our Creator with inalienable rights. Beginning with the Supreme Court’s 1963 decision outlawing school prayer, the courts have waged a 43-year assault on the core values of American liberty. It is time to return to a balanced Constitutional system. There is no Constitutional case for five lawyers’ on the court being a floating majority for a permanent Constitutional Convention.

The American people would rally to the elected branches’ taking steps to rebalance the Constitution. First, the House should pass a bill suspending the recent federal district court decision in California outlawing the words “one nation under God” in the Pledge of Allegiance. Second, the House should pass a law blocking the Supreme Court from reviewing the constitutionality of the Pledge of Allegiance (a power of the Congress expressly granted in the Constitution).

(4) Require a Voter ID Card. The American people overwhelmingly support (85% in one poll) having a voter id card so we can be sure only legal citizens are voting. Passing a bill to require this in all federal elections would be a big step toward more honest elections.

(5) Repeal the Death Tax, for Good. The American people have consistently supported the total repeal of the death tax and the House should simply pass it once a week and attach it to various Senate bills to force the Senate to deal with it again and again. Let liberals explain why they oppose something that more than 70% of the country favors.

(6) Restore Property Rights. The American people are deeply opposed to local politicians’ being able to seize a citizen’s home or business. The Supreme Court’s Kelo decision on eminent domain is one of the most unpopular in recent years and is also one of the most dangerous. Anyone who knows the history of local government corruption in America knows it will not be long before some corrupt developers engage some corrupt politicians and this power is exploited at the cost of most Americans. Members of the Black Caucus have been among the most vocal in pointing out that it is poor people who will be the most victimized so rich developers and greedy politicians can make the money off their homes and businesses. The House should pass a powerful bill returning the constitutional law to the pre-Kelo rules and blocking the Supreme Court from reviewing it.

(7) Achieve Sustainable Energy Independence. The country is eager for a straightforward new energy strategy for national security, environmental and economic reasons. The combination of $3 gasoline, watching Iran, Venezuela, Saudi Arabia and Russia get more of our money, and concerns about the environment come together to require real change. The House should meet that need. Starting with Rep. Jim Nussle’s (R-Iowa) bill on renewable fuels, adding to it clean nuclear power using new technologies that are safe and produce little waste, developing more clean coal solutions, investing in a conversion to a hydrogen economy, incentivizing conservation, providing tax credits so the auto industry can invest in the new technology and new manufacturing equipment needed to produce revolutionary new vehicles, creating the tax incentives to build the distribution system for biofuels, hybrids, and hydrogen, providing deeper tax incentives for radically better cars (imagine a substantial tax credit for cars exceeding 200 miles to the gallon of petroleum through a combination of E-85 or biodiesel, hybrid use of electricity and hydrogen), and a bill to create state flexibility in exploring off shore with a 50% split in revenue so state legislatures and governors would have an incentive to develop environmentally sound methods of exploration and production.

(8) Control Spending and Balance the Budget. The House should pass new budget legislation to control spending, leading to a balanced budget in seven years (the length of time we gave ourselves in the Contract with America and which led to the first four balanced budgets since the 1920s), with special focus on programs liberals will fight to increase spending. Let the country see who is really committed to smaller government with lower taxes and who is committed to bigger government with higher taxes.

(9) Tie Education Funding to Teacher Accountability. A major result of the No Child Left Behind legislation has been the clear revelation that a number of schools systems are crippling and destroying children. When the Detroit school system only graduates 21% of entering freshman on time, it is clear the children are being cheated. The American people strongly support reforms designed to save the children. The first step would be to insist that federal funds only go to school systems which require teacher competency and accountability. A clear choice between those who want to save the children and those who want to save the bureaucrats would mobilize the country in favor of dramatic education reform.

(10) Defend America From the Irreconcilable Wing of Islam. Terrorism is a real threat. Congress should hold hearings on the recent terrorist activities in Canada, the U.K. and Morocco. The House should move bills that strengthen our security from terrorists with increased powers for surveillance, an overruling of the disastrous Hamdan decision and a series of other steps.

(11) Focus on Iran and North Korea. The American people are very prepared to believe we face extraordinary threats from a nuclear North Korea and an Iranian regime actively seeking to develop nuclear weapons. Any actions in Iraq need to be recast in terms of their impact on Iran. A weak America in Iraq will be unable to stop Iran. Stopping Iran is potentially literally a matter of life and death. Congress should hold hearings on the scale of the Iranian and North Korean threat, the statements of their key leaders and the requirements for action to replace these dictatorships before they succeed in killing millions of Americans. The Santorum Iranian democracy bill should be forced out of the Senate in the context of these threats. Everything about Iraq should be debated within this larger and much more dangerous context.

The first three are gestures in the direction of the part of the Right that I don’t belong to, but none of them represent a price I, and my kind of Republicans, would be unwilling to pay to keep the coalition together.

Newt’s list may not be genius, but it is kind of close. He has managed to identify a package of issues which have serious voter appeal, and which would put the democrats right back on the defensive. If Congressional Republicans had any brains (a highly dubious proposition, judging by their performance recently), they would announce that they are embracing this 11 Point Plan from the Capitol steps tomorrow morning.

Coastal California is made up of either Redwood forest or what is basically a desert nicely cooled by fogs from the Pacific. The non-forested portion of the California landscape had little to offer the eye beyond a modest variety of native weeds, and European settlers got right to work planting trees and flowers.

Today, the cult of extreme Environmentalism flourishes the length of the left coast, and purists in California have come to regard non-native Holland grass (originally planted to keep the sand dunes from eroding), Eucalyptus, wild rose and other non-native trees, plants, and shrubs as sacrilegious human affronts to Mother Nature’s original perfection.

San Francisco is going to spend a lot of money deliberately de-foresting the Presidio and other parks.

While in Southern California, botanical vigilantism is being prosecuted.

Bill Roggio‘s coverage points to some very alarming details, not mentioned by the mainstream media.

The “truce” is in fact a surrender. According to an anonymous intelligence source, the terms of the truce includes:

– The Pakistani Army is abandoning its garrisons in North and South Waziristan.
– The Pakistani Military will not operate in North Waziristan, nor will it monitor actions the region.
– Pakistan will turn over weapons and other equipment seized during Pakistani Army operations.
– The Taliban and al-Qaeda have set up a Mujahideen Shura (or council) to administer the agency.
– The truce refers to the region as “The Islamic Emirate of Waziristan.”
– An unknown quantity of money was transferred from Pakistani government coffers to the Taliban. The Pakistani government has essentially paid a tribute or ransom to end the fighting.
– “Foreigners” (a euphemism for al-Qaeda and other foreign jihadis) are allowed to remain in the region.
– Over 130 mid-level al-Qaeda commanders and foot soldiers were released from Pakistani custody.
– The Taliban is required to refrain from violence in Pakistan only; the agreement does not stipulate refraining from violence in Afghanistan.

The truce meeting was essentially an event designed to humiliate the Pakistani government and military. Government negotiators were searched for weapons by Taliban fighters prior to entering the meeting. Heavily armed Taliban were posted as guards around the ceremony. The al Rayah — al-Qaeda’s black flag — was hung over the scoreboard at the soccer stadium where the ceremony was held. After the Pakistani delegation left, al-Qaeda’s black flag was run up the flagpole of military checkpoints and the Taliban began looting the leftover small arms. The Taliban also held a ‘parade’ in the streets of Miranshah. They openly view the ‘truce’ as a victory, and the facts support this view.

While this is not reported in the media, the “Taliban commanders” in attendance include none other than Jalaluddin Haqqani, military commander of the Taliban in Afghanistan, and Tahir Yuldashev, the commander of the Islamic Movement of Uzbekistan.

To add insult to the defeat of the Waziristan truce, Pakistan has openly admitted that it would let Osama bin Laden remain a free man if committed to living a peaceful existance in the region. “If he is in Pakistan, bin Laden ‘would not be taken into custody,’ Major General Shaukat Sultan Khan told ABC News in a telephone interview, ‘as long as one is being like a peaceful citizen,” reports ABC News’ The Blotter. An independent intelligence source confirms Maj. Gen. Shaukat Sultan Khan’s position is an accurate reflection of Pakistani policy.

Time to invade a few more Islamic countries.

Michael L. (“Mikey”) Weinstein comes from a military family. His father was an Annapolis graduate. He attended the Air Force Academy himself, and worked in the Reagan White House, in David Stockman’s Office of Management and Budget. But Weinstein became a secularist gadfly, spending hundreds of thousands of dollars of his own money, and growing his one man single-issue capaign into an organization combatting Christianity in the US military. Weinstein’s vendetta began in 2004, when his two sons who were then attending the Air Force Academy allegedly experienced anti-Jewish slurs and were subjected to proselytizing by Evangelical Christians. Weinstein’s latest demand is for the elimination of a unit’s nickname.

An Air Force Academy graduate from Albuquerque wants Cannon Air Force Base officials to end the 523rd Fighter Squadron’s use of “Crusaders” as the unit’s nickname.

Mikey Weinstein, who has sued the Air Force over allegations that Air Force Academy cadets were unconstitutionally subjected to Christian evangelization, has complained about the 523rd’s unit emblem, which features a cross, a sword and an armored helmet.

“The airmen of 523rd Fighter Squadron … not only have invoked the term ‘Crusaders’ to describe their unit, they use blatantly sectarian religious symbolism on the patches they affix to their uniforms and the official logo of their unit,” Weinstein wrote in an article for the Sept. 4 issues of the Air Force Times, Army Times and Navy Times.

Weinstein, president and founder of the Military Religious Freedom Foundation, said the Cannon squadron’s symbols should be eliminated.

“I’m not asking them. I’m demanding they change it,” Weinstein said in a telephone interview Thursday.

David Corn, co-author of Hubris, the book which revealed Richard Armitage as Valerie Plame’s leaker, is spinning some more of the background detail in Nation article.

Corn gives this precis of Plame’s CIA career.

Valerie Plame was recruited into the CIA in 1985, straight out of Pennsylvania State University. After two years of training to be a covert case officer, she served a stint on the Greece desk, according to Fred Rustmann, a former CIA official who supervised her then. Next she was posted to Athens and posed as a State Department employee. Her job was to spot and recruit agents for the agency. In the early 1990s, she became what’s known as a nonofficial cover officer. NOCs are the most clandestine of the CIA’s frontline officers. They do not pretend to work for the US government; they do not have the protection of diplomatic immunity. They might claim to be a businessperson. She told people she was with an energy firm. Her main mission remained the same: to gather agents for the CIA.

In 1997 she returned to CIA headquarters and joined the Counterproliferation Division. (About this time, she moved in with Joseph Wilson; they later married.) She was eventually given a choice: North Korea or Iraq. She selected the latter. Come the spring of 2001, she was in the CPD’s modest Iraq branch. But that summer–before 9/11–word came down from the brass: We’re ramping up on Iraq. Her unit was expanded and renamed the Joint Task Force on Iraq. Within months of 9/11, the JTFI grew to fifty or so employees. Valerie Wilson was placed in charge of its operations group.

It is clear that the purpose of the article is to shore up the central thesis of the Anti-Bush Intel Op, the thesis that Intelligence Community professionals told the Bush Administration that Saddam was innocent, there were no WMDs and an invasion of Iraq would be unjustified, but the wicked Neocons around Dick Cheney ignored the facts supplied by experts and professionals, and led the nation into a ruinous and unnecessary war.

By Corn’s account, rather than a bit player (just a camp follower member of the Enlightened Community of Pouting Spooks Opposing Bush), Valerie Plame was really one of the most important experts and professionals who knew better.

There was great pressure on the JTFI to deliver. Its primary target was Iraqi scientists. JTFI officers, under Wilson’s supervision, tracked down relatives, students and associates of Iraqi scientists–in America and abroad–looking for potential sources. They encouraged Iraqi émigrés to visit Iraq and put questions to relatives of interest to the CIA. The JTFI was also handling walk-ins around the world. Increasingly, Iraqi defectors were showing up at Western embassies claiming they had information on Saddam’s WMDs. JTFI officers traveled throughout the world to debrief them. Often it would take a JTFI officer only a few minutes to conclude someone was pulling a con. Yet every lead had to be checked.

“We knew nothing about what was going on in Iraq,” a CIA official recalled. “We were way behind the eight ball. We had to look under every rock.” Wilson, too, occasionally flew overseas to monitor operations. She also went to Jordan to work with Jordanian intelligence officials who had intercepted a shipment of aluminum tubes heading to Iraq that CIA analysts were claiming–wrongly–were for a nuclear weapons program. (The analysts rolled over the government’s top nuclear experts, who had concluded the tubes were not destined for a nuclear program.)

The JTFI found nothing. The few scientists it managed to reach insisted Saddam had no WMD programs. Task force officers sent reports detailing the denials into the CIA bureaucracy. The defectors were duds–fabricators and embellishers. (JTFI officials came to suspect that some had been sent their way by Ahmad Chalabi’s Iraqi National Congress, an exile group that desired a US invasion of Iraq.) The results were frustrating for the officers. Were they not doing their job well enough–or did Saddam not have an arsenal of unconventional weapons? Valerie Wilson and other JTFI officers were almost too overwhelmed to consider the possibility that their small number of operations was, in a way, coming up with the correct answer: There was no intelligence to find on Saddam’s WMDs because the weapons did not exist.

Note the nice try by Corn, identifying one specific trip to Jordan to discuss aluminum tubes, and alluding darkly to very unspecific “occasional trips overseas” (very possibly merely to conferences, conventions, and liaison meetings with allies), intended to provide the essential predicate for the applicability of the Intelligence Identities Protection Act of 1982.

The NAACP is acting as the democrat party’s proxy in pushing for restoring the right to vote to convicted felons. Doubtless, democrat strategists’ thinking has been influenced by the narrow margin of the 2000 presidential election, and the close contests in several states in 2004. Add another 98,000 brig rat democrat voters in Tennesee in the 2000 election and Gore wins 1,079,720 to 1,061,949. Now they’re playing the race card and pulling out all the stops to get those extra votes.

The small number of convicted criminals who have really reformed, and who may be capable of playing a constructive role in the political process, are adequately served by existing pardon and restoration of rights programs. We have more voting fraud than we need already without the introduction of one more ethically unconstrained democrat voting base.

Should he really be deciding our elections?

The Washington Examiner editorializes:

Something almost without precedent in America will happen Thursday. That’s the day when McCain-Feingold — aka the Bipartisan Campaign Reform Act of 2002 — will officially silence broadcast advertising that contains criticism of members of Congress seeking re-election in November. Before 2006, American election campaigns traditionally began in earnest after Labor Day. Unless McCain-Feingold is repealed, Labor Day will henceforth mark the point in the campaign when congressional incumbents can sit back and cruise, free of those pesky negative TV and radio spots. It is the most effective incumbent protection act possible, short of abolishing the elections themselves.

How can this possibly be, you ask? McCain-Feingold — named after the law’s main advocates, Sen. John McCain, R-Ariz., and Russ Feingold, D-Wis. — bans all broadcast political advocacy advertising that mentions candidates by name, beginning 60 days before the election. President Bush signed and the U.S. Supreme Court shockingly upheld McCain-Feingold three years ago…

None of this would surprise Alexander Hamilton, who argued in “The Federalist Papers” that written guarantees of things like freedom of the press would be purposely misconstrued by ambitious politicians and used as a pretext to do that which the Constitution banned: “I will not contend that such a provision would confer a regulating power; but it is evident that it would furnish, to men disposed to usurp, a plausible pretense for claiming that power.” That is just about exactly what has happened now with the First Amendment and freedom of political speech, thanks to McCain-Feingold.

By election day, it should be clear to all reasonable persons that McCain-Feingold was a serious mistake and, like Prohibition, ought to be repealed.

George W. Bush was conserving all that political capital he was going to use to pass Social Security reform and permanent tax reform. He knew that the Supreme Court would jjust have to strike down McCain-Feingold, so why take the heat? He went ahead and signed it.

The Supreme Court’s astonishing ruling in McConnell v. Federal Election Commission, I woud say, deserves to rank as the absolute nadir of Supreme Court decisions, worse than Kelo, worse than Roe, worse than Dred Scott.

The Bipartisan Campaign Reform Act of 2002 is not only a direct attack on free speech, it is a direct attack on political free speech. If any form or species of speech deserves to be more protected than others, surely it would have to be specifically political free speech.

Senator John McCain, whose name was attached to this abominable piece of legislation, is likely to be a candidate for the Republican presidential nomination in 2008. Let’s hope it does not escape the GOP’s attention that this potential nominee has a record of conspicuous enmity to both the First and Second Amendments.

A national health-care system may be the Holy Grail of American liberalism. If only the government managed medicine, the argument goes, costs could be restrained, quality assured and access extended from the poshest beach house to the humblest shotgun shack…

• Breast cancer is fatal to 25 percent of its American victims. In Great Britain and New Zealand, both socialized-medicine havens, breast cancer kills 46 percent of women it strikes.

• Prostate cancer proves fatal to 19 percent of its American sufferers. In single-payer Canada, the National Center for Policy Analysis reports, this ailment kills 25 percent of such men and eradicates 57 percent of their British counterparts.

• After major surgery, a 2003 British study found, 2.5 percent of American patients died in the hospital versus nearly 10 percent of similar Britons. Seriously ill U.S. hospital patients die at one-seventh the pace of those in the U.K.

• “In usual circumstances, people over age 75 should not be accepted” for treatment of end-state renal failure, according to New Zealand’s official guidelines. Unfortunately, for older Kiwis, government controls kidney dialysis.

• According to a Populus survey, 98 percent of Britons want to reduce the time between diagnosis and treatment.

Unlike America’s imperfect but more market-driven health-care industry, nationalized systems usually divide patients and caregivers. In America, patients and doctors often make medical decisions and thus demand the best-available diagnostic tools, procedures and drugs. Affordability obviously plays its part, but the fact that most Americans either pay for themselves or carry various levels of insurance guarantees a market whose profits reward medical innovators.

Under socialized medicine, public officials administer a single budget and usually ration care among a population whose sole choice is to take whatever therapies the state monopoly provides.

Medicrats often distribute resources based on politics rather than science. Government doctors and nurses frequently are unionized. As befalls American teachers in government schools, excellence rarely generates additional compensation — so why excel? Without incentives, such structures eventually breed mediocrity. Patients in universal-care systems get cheated even worse than do students in failing public schools. While their pupils suffer intellectually, politically driven health care jeopardizes patients’ lives.

• Emily Morely, 57, of Meath Park, Saskatchewan, discovered that cancer had invaded her liver, lungs, pancreas and spine. She also learned she had to wait at least three months to see an oncologist. In Canada, where private medicine is illegal, this could have meant death. However, Mrs. Morely saw a doctor after one month — once her children alerted Canada’s legislature and mounted an international publicity campaign.

• James Tyndale, 54, of Cambridge, England, wanted Velcade to stop his bone-marrow cancer. However, the government’s so-called “postcode lottery” supplied this drug to some cities, but not Cambridge. The British health service finally relented after complaints from the Tories’ shadow health secretary, MP Andrew Lansley.

• Edward Atkinson, 75, of Norfolk, England, was deleted from a government hospital’s hip-replacement-surgery waiting list after he mailed graphic anti-abortion literature to hospital employees. “We exercised our right to decline treatment to him for anything other than life-threatening conditions,” said administrator Ruth May. She claimed her employees objected to Mr. Atkinson’s materials. Despite a member of Parliament’s pleas, Mr. Atkinson still awaits surgery.

For all its problems, America’s more market-friendly health system offers patients better care and would deliver greater advancements if government adopted liability reform, interstate medical insurance sales, unhindered health savings accounts and other pro-market improvements. As for importing universal care, author P.J. O’Rourke said it best: “If you think health care is expensive now, just wait until it’s free.”

China Daily reports a major blog controversy.

Chinabounder, an anonymous British expat and self-confessed wastrel in his early 30s, likes to boast on his weblog of his sexual conquests of Chinese women, including some of his students.

This has so outraged Shanghai’s web citizens that they have resolved to track him down and “kick the foreign trash out of China”.

In racy language suggesting a Terry-Thomas-like rogue cutting a dash in the seedy bars of Shanghai, Chinabounder describes seducing a different girl every night of the week.

The postings are also critical of Chinese male sexual prowess and contain occasional snipes at womanising and the frustrations of Chinese housewives.

The collection of juvenile if provocative musings on sexual mores in contemporary China may even be a hoax cooked up by artists to gauge the reaction in China to such unsavoury comments from a foreigner.

Access to his “Sex and Shanghai” blog – which attracted millions of readers – is currently denied as the author hides from a wave of contempt. Cyber-vigilantes, furious at his claimed seductions of married women and teenagers, have threatened him with a beating if they track him down and some comments are couched in dangerously xenophobic language.

Today, someone is claiming the whole thing was only a hoax, intended to test on-line vigilante behavior.
