A rather fascinating article by Harvard professor Xiaofei Tian in Lapham’s Quarterly.
[A Chinese] monarch created an institution that put [the] musical aspect of political ideology into imperial practice. The institution was the Yuefu, the “Music Bureau.†The monarch was Emperor Wu of Han, an ambitious, energetic ruler who ascended the throne as a teenage boy in 141 BC and reigned for fifty-four years, a record not to be broken for more than eighteen centuries. During his rule, he centralized state power, expanded the territories of the empire, opened up the Silk Road and sent many missions to Central Asia, adopted Confucian doctrine as mainstream ideology, and was an ardent lover and patron of musical and poetic arts. Around 120 BC he ordered the establishment of the Music Bureau.
There is not much information about the workings of the bureau in extant historical sources; what little we know about it comes from terse statements made about the office and its leader, whose title, director of music, was apparently coined by the emperor and literally means “commandant of harmony.†According to the historian Ban Gu (32–92), the bureau was in charge of “collecting song-poems [during the day] and having them rehearsed at night.†The song-poems were reportedly “ballads selected from the lands of Zhao, Dai, Qin, and Chu,†encompassing all four directions of the empire. Music, like state power, was centralized in the imperial court, and in turn it was seen as a unifying force embodying all regions of the empire.
Before Emperor Wu established the Music Bureau, court music had fallen under the aegis of court ritualists. This new office now institutionalized imperial music and for the first time gave it an independent identity. Although the office did produce ceremonial music for state rituals, an equally important purpose was to provide well-managed imperial entertainment. As such, it was appropriately led not by a hoary ritualist versed in ceremonial music but by a young, handsome, talented castrato musician named Li Yannian, who made for a rather extraordinary and unconventional appointment.
Li Yannian was from a family of professional entertainers. When he was a young boy, he had received the punishment of castration for some offense. Being a castrato led him to career choices beyond his family’s usual orbit: as a eunuch, he found employment in the Directorate of the Palace Kennels, even though his true gift was apparently in music rather than in breeding and caring for the imperial hunting dogs. While Li Yannian was employed there, Emperor Wu met his sister, a stunning beauty and consummate dancer, and became smitten with her. Soon, Lady Li bore the emperor a son, cementing her eminent status in the harem. Meanwhile, the emperor came to appreciate Li Yannian’s musical talent deeply. The boy became the emperor’s favorite musician—as well as the emperor’s lover.
Having been castrated at a young age must have given Li Yannian, already a good-looking boy, a striking appearance (as we now know, the loss of testosterone can result in unusually long limbs and make a castrato taller than average). It was not a known custom in premodern China, as it was in seventeenth- and eighteenth-century Italy, to castrate a talented young boy singer to keep his prepubescent voice. But we may well imagine how Li Yannian’s accidental acquisition of a voluptuous and sublime voice as a castrato might have greatly contributed to the charm of his singing. “All mouth and no trousers,†goes the saying—yet his fame came even more from his gift as a composer.
At the emperor’s commission, Li Yannian produced new music for state rituals, which were constantly being invented by Emperor Wu, who was obsessed with worship of the empire’s deities. (Neither these deities nor his devised rituals, however, were necessarily approved by orthodox-minded Confucian ritualists.) Li Yannian was apparently at his best in the composition of “new fancy tunes†that represented a “permutation†of serious ritual music (yayue, literally “elegant musicâ€). He had modern, catholic, unconventional tastes: he not only reinvented contemporary regional melodies but also embraced foreign influences. He was famous for creating twenty-eight tunes inspired by the Central Asian music of what were called the Western Regions, astride the Silk Road. Even when the music was lost in later times, some of the tune titles endured and became established titles in the poetic genre known as yuefu, after the bureau.
At the peak of his career, Li Yannian would “sleep and rise with the emperor†and had his ear when recommending associates to offices. But the Li family’s good fortune did not last very long. Li Yannian’s sister died young, and the emperor’s favor faded. When Li Yannian’s little brother was caught having an affair with a palace lady, both brothers were executed, and, history tells us, “the entire family was exterminated.â€

Even a Canadian Progressive like Tama Ward can be made a little uncomfortable with the role of Post-Colonial Parent.
At breakfast, in the glass-towered city of Vancouver, five-year-old Abigail looks glumly at her half-eaten bowl of cereal.
“What is it, honey?” I brush the bangs back from her face.
She lets out a big sigh. “I wish I wasn’t white.”
I start. Nothing in the parenting manuals has prepared me for that.
“All we’ve ever done is hurt people,” she continues. “I wish my skin was dark and that I had a culture.”
We live in a part of the city where immigrant families abound. Our neighbours are homesick, first-generation Mexicans, which means that salsas and pinatas and Aztec legends feature prominently at shared social gatherings. Our family regularly eats in Little India where we gush over the flavours of curry and dhal, and every February, we attend the Chinese New Year parade in the slanting rain. Plus, my husband and I are children of missionaries and harbour an acute guilt for the cultural imperialism of our forebears. To compensate, we’ve raised our children with a deep appreciation of non-Western cultures.
So when Abigail laments the colour of her white skin, part of me is programmed to protest. Is it not my moral obligation to tell her that her feelings of poor self-worth are nothing compared with the psychological ruin of real racism? Girl, everything about Canadian culture weighs in your advantage and you have no right to snivel!
Instead, I feel a sadness settle over me. We thought we were raising the enlightened child of the 21st century. We thought we were doing our part in setting the history record straight. Yet, in doing so, it seems we have robbed our oldest child of something primal to psychological health, something elemental to her well-being as a human being: cultural roots.
I don’t know what to say.
I consider the you-are-Canadian spiel: “part of a new society made up of the vibrancy of many cultures, etc.” Yet, “Canadian” is precisely the problem. What is Canadian? Her best friend is Canadian and Mexican. Her cousin, Canadian and Bengali. Even our Indigenous neighbours have a First Nation before they have Canada. To play the Canadian card will further neuter her culturally when what she’s looking for are deep roots that ground her to a people and place.
Seized by maternal panic I go in search of our oversized National Geographic Atlas and hoist it up onto the breakfast table. Abigail sits up and she leans in. “It was almost 200 years ago that your people came to Canada from this island.”
Abigail’s face brightens at that word: island. I know what she’s thinking. Islands are places of primal innocence and cultural distinctiveness, such as Haida Gwaii or Never Never Land.
But then when I speak the name of her island, Abigail’s full-body slump returns.
“Great Britain?!” she pouts accusingly. “Aren’t they the bad ones?”

I don’t know if there are any uncorrupted institutions left that matter. The education system, from public grade school through public and private higher ed, is gone. The frontal assault on free speech on campuses is the result. If you think this is just a Humanities and Social Sciences problem, stay tuned. In 3-5 years, if we’re still here, we’ll be writing about how the social justice warriors have corrupted the STEM fields. It’s happening now, it’s just not in the headlines yet.
There is a rising tide of absolutism in ideas and enforcement of ideological uniformity that is palpable. I feel it in the air, even at Cornell which is far from the worst. Incredibly, the new Cornell President has charged a newly-formed task force to explore, among other things, “legal mechanisms [which] are available to the university to prevent, address and counter situations in which protected expression on campus is harmful to those vulnerable to its effects.â€
Even language as a means of communication is corrupted, with terminology manipulated and coerced to achieve political ends. It started on campuses, and it’s moved into the AP stylebook and the mainstream.
The press could stand as a bulwark against this slide, but it too is corrupted. The greatest threat to freedom of the press is not Donald Trump’s bloviating about FCC licenses (which has been a favorite threat traditionally of Democrats), but the mainstream press itself which has abdicated even the pretense of neutrality and joined #TheResistance.
The lack of respect for the vote is also what has alienated me from the so-called conservative movement. There now is a cottage industry of self-appointed guardians of conservatism whose main job is to delegitimize the vote, and to encourage a soft coup because they didn’t get their way in the primaries.
The Republican Party? Hah. Don’t get me started.
So I’m thinking through what it will mean to live without institutions.
Sorry to be a downer on our blog birthday. I’ve always tried to be honest with you, and honestly, this blog birthday I’m filled with dread, not good cheer.
It’s impossible not to agree. Just name an institution, from the Boy Scouts to Colleges and Universities, from the NFL to the Entertainment Industry, everywhere you look Progressivism has taken over, revolutionized, gutted, and destroyed.

Bretigne forwards a brilliant commentary by Michael Owen on the Gun Control debate.
No amount of statistics or facts will sway either side in the gun control debate, because they are all looking for simple solutions to complex problems. The facts of those complex problems are uncomfortable and nobody really wants to come to grips with them.
For example, we don’t really have a single America with a moderately high rate of gun deaths. Instead, we have two Americas, one of which has very high rates of gun ownership but very low murder rates, very comparable to the rest of the First World democracies such as those in western & northern Europe, Australia, New Zealand, Canada, Japan, South Korea. The other America has much lower rates of gun ownership but much, much higher murder rates, akin to violent third world countries.
The tough questions are those like, why do we have these two Americas? But that’s an uncomfortable discussion to have. So instead those on the left favor simple minded restrictions that target first world America, with its high gun ownership but very low murder rate, but don’t address the root causes of third world America’s violence at all. Meanwhile those on the right correctly feel their civil rights are constantly threatened, so they are constantly in a state of “better stock up before they finally ban it†and the guns and ammo fly off the shelves. The left’s constant gun control rhetoric is the greatest thing ever for arms manufacturers.
Meanwhile, over the past 40 years, while the number of guns in private hands has doubled, the murder rate has dropped by half. The left are constantly prattling about “assault weapons†which are almost never used to commit murders (about 1% of gun murders; all rifles combined are around 3%). More murders are committed with baseball bats than “assault riflesâ€; the vast majority of gun homicides are committed with handguns, but it’s easier to sell restrictions that target “assault weaponsâ€, even though such restrictions, even if 100% effective, would make no detectable change in the murder rate (especially because of substitution effects). They favor ridiculous measures such as bans on “high capacity magazinesâ€, as if magazines weren’t cheap and easily swapped out in a fraction of a second.
The uncomfortable fact is that roughly 80% of the US homicide rate is associated with the drug trade, and the drug trade is violent because the drug war reserves it for violent criminals. We have a system in place where the government subsidizes poverty in urban areas, imposes economic blight in those same areas through heavy taxes and regulations, renders the residents permanently unemployable via the “criminal justice†(sic) system, and creates a lucrative black market in drugs by restricting supply (not to mention increasing demand as people are desperate to escape their circumstances by getting high), meaning the only game in town is often entering the drug trade. The drug trade is violent because those in it have no access to courts to settle disputes. Powerful industries lobby to keep the drug war going; the top spenders are law enforcement unions, the prison industry, big alcohol, tobacco, and pharma.
Guns are not the proximate cause of gun violence in the US. Childlike magical thinking and simple “fixes†to complex problems will not work. But it is comfortable, and self-righteousness feels so good. So I expect it to continue indefinitely.”

Times have changed since George Friedman was a boy.
I grew up in the 1960s, when manners were held to be a form of hypocrisy, the sign of a false and inauthentic time. When Mickey Mantle hit a home run, he trotted around the bases as if his excellence was incidental and required no celebration. His undoubted elation was contained within ritual. Today, success in sports has fewer limits, and success and contempt for the other side frequently merge. When I was very young, courtship and marriage rituals were ringed with things you did not do. Of course, all these things were done, but they were hidden from the gaze of others. Part of it was shame, but part of it was also respect for manners, even in their breach. It had the added and urgent dimension that the most precious parts of growing up were private things.
The argument was that honesty was the highest virtue. Manners restrained honest expression and therefore denied us our authenticity. What came of this was an assault on the distinction between what we are in private and what we are in public. The great icon of this was Woodstock, where the music was less important than the fact that things that had been ruthlessly private had become utterly public. The shame that is attached to bad manners was seen as dishonesty, and unrestrained actions as honesty. The restraint of manners became mortally wounded.
Harry Truman and Dwight Eisenhower had come to despise each other by the time of Eisenhower’s inauguration. They hid this in public. The press, undoubtedly aware of the tension, chose not to focus on it. The ritual that was at the heart of the republic – the peaceful transfer of power – was the focus, and the personal feelings of each were hidden from view. They were dishonest in their public behavior, and in retrospect, the self-restraint with which they hid their honest feelings was their moral obligation. These were two dishonest men, honoring their nation in their dishonesty.

Dov Fisher is not impressed by the courage of female Hollywood celebrities suddenly now willing to come forward and testify against Harvey Weinstein, after he has already been exposed and defanged.
[M]y mind is struck — not by Weinstein but by the extraordinary cowardice that permeates and oozes through every pore of the slime that we call Hollywood. The revelation that Weinstein is a pig is no surprise. Just look at his donations to Democrats, to liberals, to feminists up-and-down the left. It is like listening to Bill Clinton preaching about treating women respectfully or Hillary Clinton, after getting a child rapist off the hook and giggling about it, rebounding to preach about how she deserves to run the country because she is a woman.
What hits home the sharpest amid this Harvey Weinstein scandal is the duality between the leftist feminist, on the one hand, publicly attacking Donald Trump — or George Bush (either) or Ronald Reagan or any decent conservative voice or judge or lawmaker — and, on the other hand, standing up to a true pig like Harvey Weinstein, albeit a liberal pig whose grease funds liberals and Democrats, first and foremost among them the Clintons.
There was Ashley Judd, less than a year ago, at a “Women’s March.†It was a “Women’s March†that barred and disenfranchised the whole huge swath of American women who do not share the radicals’ leftist agenda. Speaking to those attending, Ashley Judd ripped into President Donald Trump. She became profoundly obscene, reciting a “poem†that bore fantasized intimations of perversion and incest. Oh how brave she was — “speaking truth to power†— by regaling a leftist crowd, whining men and women and whatever pronouns now are persondated (not “mandatedâ€) in California — with a hateful radicalized leftist attack on the Republican President.
That is not “courageous.†That is not “brave.†There is no downside for a Hollywood figure to attack conservatives, Republicans, Christians, the Catholic Church, or Orthodox Jews before one of their hooting echo audiences. Those audiences lap it up. They love it. They reward such attacks with adulation and iconization. It is the “courage†of late-night talk hosts lambasting the President or the Republicans to their self-selecting echo chambers of leftists, while knowing full well that the conservatives and the Republicans are not in the Stephen Colbert audience or viewing on television when they instead can be watching Fox News or reruns of Last Man Standing or Quick Pitch on MLB or the cooking or other food channel or a movie on Netflix or Amazon Prime or Hulu or reading a book or even going to sleep at 11:30 p.m. because, as many conservatives do, those people have to get up in the morning the next day to go to work for a living.
There is no courage in attacking the President or the conservative justices of the United States Supreme Court or Republicans in Congress at Academy Awards night or Emmy night or Tony Awards night or Grammy night. There is no courage in mocking the traditionalists on Saturday Night Live. When a person arises amid an echo chamber of same-minded Eloi in a time machine that is stuck in an Obama era that has passed, and sneeringly feeds the clods who get their news from Comedy Central their liberal mantras, he or she simply is feeding fish to clapping seals. That is not courage. That is pandering.
Instead, courage is when an Ashley Judd is pawed by a Harvey Weinstein who has power over her career — and she decides that, whatever may be the price to be paid, she will stop this pig here and now by blowing the whistle. And that is the kind of courage that a coward like Ashley Judd lacks. Courage is not when Meryl Streep at a Hollywood Awards ceremony mocks President Trump’s perceived approach to women, based on the brash person he was decades earlier, while she extols Roman Polanski as an artist who has suffered far too long, even as she calls Harvey Weinstein “God.†Rather, courage is when the same Meryl Streep wins the confidence of women in her field who can go to her, as women came to me in my less famous role, to tell their horrific reports of sexual assault and violation, knowing that she will leverage her voice in Hollywood to extirpate the pig from the public arena. And the coward Meryl Streep does not have that courage — not unless it is printed out for her in dummy cards for her to read emotively into a camera.
In all these cases — the phony cowards like the Ashley Judds, the Meryl Streeps, the Hillary Clintons whose political races and foundations have been greased by pigs like Harvey Weinstein whose identification with Bill Clinton is all-too-comprehensible — the cowardice is overwhelming. Shivering, sniveling, gutless cowards who actually have been positioned for years and years to take down this pig. Had they done so, they could have spared dozens more women the shame and trauma of subsequent Weinstein assaults and outrages. But they were too cowardly to endanger their stations in Hollywood. Dared not speak out against a mogul, a “God.†Shivered, kept silent, perhaps endured silent nightmares and cold sweats. But nary a word. Because, while safely “speaking truth to power†from safe distances, they never would risk their own tuxedoes and glittering dinner gowns, their jewels and diamonds, and their access to invitations to the next Hollywood gala. Too dangerous. Too risky. Better to tweet a dismembered bloody head depicting the duly, lawfully, and democratically elected President of the United States.

Matt Purple, managing editor of American Conservative, responds to recent demands for Gun Control from sort-of-conservatives Brett Stephens and David Frum writing respectively for those famous conservative organs The New York Times and the Atlantic.
Stephens and Frum aren’t technocrats calibrating the machine of progress; they’re Wayne Wheeler and Carrie Nation, throwing open our saloon doors and smashing our tumblers. Theirs is a moral crusade against what they perceive to be a national vice. America is sick and only they are enlightened enough to make it better. Perhaps that’s a bit flippant—some of our nation’s best (and worst) work has been done by those who set out to mend grand societal ills—but we should at least stop pretending that the kids-cup prescriptions of a Senator Chris Murphy can ever accomplish his jumbo-size ends. This is a nation with one firearm for every citizen, a thriving outdoorsman culture, a history of violent lawlessness, a frontier, a Second Amendment. Jamming those spokes is going to require a far larger stick than anything that fits through the ludicrously exaggerated “gun show loophole.â€
The reason many of us take the (authentically) Madisonian view—in addition to our leeriness over a total government monopoly on arms—is that we reject such a crusade as impractical. We see it as premised on a fundamentally false conception of America, one that glosses over her indelible traditions of individualism and defiance. We worry it will result in more polarization and violence rather than less. We observe, too, that the public has lately grown weary of elite designs on their values, their pronouns, their national anthem—enough to elect Donald Trump in the hopes of making it all stop. Presumably an additional betterment campaign against their guns would be met with the same aggravation and pushback. It’s your move, gentlemen, but is this really where you want to go right now?
