Worst Coat of Arms of All Time?

British taxpayers got to pick up the Herald’s College bill of 15,000 pounds for devising John Bercow, the new Speaker of the British House of Commons, brand new coat of arms.

I’d say that the heralds and pursuivants must have developed an actual animus toward the new Speaker.

They succeeded in persuading him that a ladder (alluding to his rise from humble origins) was a compliment, that four gold balls were alluding to his enthusiasm for lawn tennis (and not his Hebraic ancestry), and that those hideous Islamic scimitars are Saxon seax knives representing the county of Essex (where he went to a red brick university). Right, sure they are!

The motto “All Are Equal” between pink triangles with rainbow striping on the back of the scroll really devastatingly tops the whole thing off resulting in the most extraordinarily oxymoronic expression of the triumphant elevation of the spirit of leveling to established status in the hierarchical realm of heraldry. One can just imagine the guffaws emanating from the studio in the Herald’s College.

Correction:

The current coat of arms of the County of Essex, I find, does feature its three seaxes drawn the same as Bercow’s, looking like Middle Eastern scimitars.

An earlier, 1611 version of the same arms is much less influenced by the Arabian Nights.

I suppose though that I must concede that Bercow’s arms does feature Essex seaxes, in at least the problematic form presumably invented by some ill-informed Victorian heraldist.

Britain Disarmed, Crime Followed

It is impossible imagine a better metonomic image of Britain disarmed.

The recent breakdown of civil society in British cities has been widely associated with welfare state entitlements and an all-encompassing liberal egalitarianism which insists on treating criminality as victimhood. A version of society Kipling predicted: “[T]he brave new world begins, when all men are paid for existing and no man must pay for his sins.”

But it must also be noted that the left’s aversion to punishing crime has consistently featured a single notable exception, a passionate determination to make a conspicuous example of any law-abiding citizen competing against the state’s monopoly of force by daring to defend himself against crime and violence. In such cases, liberal authorities have consistently been out for blood.

Joyce Lee Malcolm, a professor at George Mason University has made the study of the British experiment a personal specialty, and reports in the Wall Street Journal on some of the atrocities produced by the contemporary administration of justice British-style and their results in multiplying crime.

Great Britain’s leniency began in the 1950s, with a policy that only under extraordinary circumstances would anyone under 17 be sent to prison. This was meant to rehabilitate young offenders. But the alternative to incarceration has been simply to warn them to behave, maybe require community service, and return them to the streets. There has been justifiable concern about causes of crime such as poverty and unemployment, but little admission that some individuals prefer theft to work and that deterrence must be taken seriously.

Victims of aggression who defend themselves or attempt to protect their property have been shown no such leniency. Burglars who injured themselves breaking into houses have successfully sued homeowners for damages. In February, police in Surrey told gardeners not to put wire mesh on the windows of their garden sheds as burglars might hurt themselves when they break in.

If a homeowner protecting himself and his family injures an intruder beyond what the law considers “reasonable,” he will be prosecuted for assault. Tony Martin, an English farmer, was sentenced to life in prison for killing one burglar and wounding another with a shotgun during the seventh break-in at his rural home in 1999. While his sentence was later reduced to five years, he was refused parole in 2003 because he was judged a danger to burglars.

In 2008, a robber armed with a knife attacked shopkeeper Tony Singh in West Lancashire. During the struggle the intruder was fatally stabbed with his own knife. Although the robber had a long record of violent assault, prosecutors were preparing to charge Mr. Singh with murder until public outrage stopped them.

Meanwhile, the cost of criminal justice has convinced British governments to shorten the sentences of adult criminals, even those guilty of violent crimes, and to release them when they have served half of their sentence. Police have been instructed by the British Home Office to let burglars and first-time offenders who confess to any of some 60 crimes—ranging from assault and arson to sex with an underage girl—off with a caution. That means no jail time, no fine, no community service, no court appearance.

In 2009, 70% of apprehended burglars avoided prison, according to British Ministry of Justice figures. The same year, 20,000 young offenders were electronically tagged and sent home, a 40% increase in the number of people tagged over three years.

All sorts of weapons useful for self-defense have been severely restricted or banned. A 1953 law, the “Prevention of Crime Act,” made any item someone carried for possible protection an “offensive weapon” and therefore illegal. Today there is also a list of devices the mere possession of which carries a 10-year sentence. Along with rocket launchers and machine guns, the list includes chemical sprays and any knife with a blade more than three inches long.

Handguns? Parliament banned their possession in 1997. As an example of the preposterous lengths to which zealous British authorities would enforce this law, consider the fate of Paul Clark, a former soldier. He was arrested in 2009 by Surrey police when he brought them a shotgun he found in his garden. For doing this personally—instead of asking the police to retrieve it—he received a five-year prison sentence. It took a public outcry to reduce the normal five-year sentence to 12 months, and then suspend it.

The ban on handguns did not stop actual crimes committed with handguns. Those crimes rose nearly 40%, according to a 2001 study by King’s College London’s Center for Defence Studies, and doubled by a decade later, according to government statistics reported in the London Telegraph in October 2009.

Knives? It’s illegal for anyone under age 18 to buy one, and using a knife for self-defense is unlawful. In 1991, American tourist Dina Letarte of Tempe, Ariz., used a penknife to protect herself from a violent attack by three men in a London subway. She was convicted of carrying an offensive weapon, fined, and given a two-year suspended sentence.

The result of policies that punish the innocent but fail to deter crime has been stark, even before the latest urban violence. The last decade has seen a doubling of gun crime. According to the latest annual report of the Home Office (2009), there was a 25% increase in crimes involving contact, such as assault and battery, over the previous year.

“In Britain, Everything Is Policed Except Crime”

Mark Steyn tells us, describing the recent British riots and looting as the Welfare State’s logical dead end.

Her Majesty’s cowed and craven politically correct constabulary stand around with their riot shields and Robocop gear as young rioters lob concrete through store windows to steal the electronic toys which provide their only non-narcotic or alcoholic amusement. I chanced to be in Piccadilly for the springtime riots when the police failed to stop the mob from smashing the windows of the Ritz and other upscale emporia, so it goes without saying that they wouldn’t lift a finger to protect less-prestigious private property from thugs. Some of whom are as young as 9 years old. And girls.

Yet a police force all but entirely useless when it comes to preventing crime or maintaining public order has time to police everything else. When Sam Brown observed en passant to a mounted policeman on Cornmarket Street in Oxford, “Do you know your horse is gay?”, he was surrounded within minutes by six officers and a fleet of patrol cars, handcuffed, tossed in the slammer overnight, and fined 80 pounds. Mr. Brown’s “homophobic comments,” explained a spokesmoron for Thames Valley Police, were “not only offensive to the policeman and his horse, but any members of the general public in the area.” The zealous crackdown on Sam Brown’s hippohomophobia has not been replicated in the present disturbances. Anyone who has so much as glanced at British policing policy over the past two decades would be hard pressed to argue which party on the streets of London, the thugs or the cops, is more irredeemably stupid.

This is the logical dead end of the Nanny State. When William Beveridge laid out his blueprint for the British welfare regime in 1942, his goal was the “abolition of want” to be accomplished by “co-operation between the State and the individual.” In attempting to insulate the citizenry from life’s vicissitudes, Sir William succeeded beyond his wildest dreams. As I write in my book: “Want has been all but abolished. Today, fewer and fewer Britons want to work, want to marry, want to raise children, want to lead a life of any purpose or dignity.” The United Kingdom has the highest drug use in Europe, the highest incidence of sexually transmitted disease, the highest number of single mothers, the highest abortion rate. Marriage is all but defunct, except for William and Kate, fellow toffs, upscale gays and Muslims. From page 204: “For Americans, the quickest way to understand modern Britain is to look at what LBJ’s Great Society did to the black family and imagine it applied to the general population.”

What 50 Years of “the Most Lavish Welfare State in the Solar System” Leads To

Peter Hitchens bitterly observes supine ameliorist welfarism reaping its inevitable reward.

Bitter laughter is my main response to the events of the past week. You are surprised by what has happened? Why? I have been saying for years that it was coming, and why it was coming, and what could be done to stop it.

I have said it in books, in articles, over lunch and dinner tables with politicians whose lips curled with lofty contempt.

So yes, I am deeply sorry for the innocent and gentle people who have lost lives, homes, businesses and security. Heaven knows I have argued for years for the measures that might have saved them.

Faced with reality: Left-wingers at last meet the filthy thing they have created, and which they ignored when it did not affect them personally

But I am not really very sorry for the elite liberal Londoners who have suddenly discovered what millions of others have lived with for decades.

The mass criminality in the big cities is merely a speeded-up and concentrated version of life on most large estates [housing projects] – fear, intimidation, cruelty, injustice, savagery towards the vulnerable and the different, a cold sneer turned towards any plea for pity, the awful realisation that when you call for help from the authorities, none will come.

As the polluted flood (it is not a tide; it will not go back down again) of spite, greed and violence washes on to their very doorsteps, well-off and influential Left-wingers at last meet the filthy thing they have created, and which they ignored when it did not affect them personally.

No doubt they will find ways to save themselves. But they will not save the country. Because even now they will not admit that all their ideas are wrong, and that the policies of the past 50 years – the policies they love – have been a terrible mistake. I have heard them in the past few days clinging to their old excuses of non-existent ‘poverty’ and ‘exclusion’.

Take our Prime Minister, who is once again defrauding far too many people. He uses his expensive voice, his expensive clothes, his well-learned tone of public-school command, to give the impression of being an effective and decisive person. But it is all false. He has no real idea of what to do. He thinks the actual solutions to the problem are ‘fascist’. Deep down, he still wants to ‘understand’ the hoodies.

Say to him that naughty children should be smacked at home and caned in school, that the police (and responsible adults) should be free to wallop louts and vandals caught in the act, that the police should return to preventive foot patrols, that prisons should be austere places of hard work, plain food and discipline without TV sets or semi-licit drugs, and that wrongdoers should be sent to them when they first take to crime, not when they are already habitual crooks, and he will throw up his well-tailored arms in horror at your barbarity.

Say to him that divorce should be made very difficult and that the state should be energetically in favour of stable, married families with fathers (and cease forthwith to subsidise families without fathers) and he will smirk patronisingly and regard you as a pitiable lunatic.

Say to him that mass immigration should be stopped and reversed, and that those who refuse any of the huge number of jobs which are then available should be denied benefits of any kind, and he will gibber in shock.

Yet he is ready to authorise the use of water cannon and plastic bullets on our streets (quite useless, as it happens, against this sort of outbreak) as if we were a Third World despotism.

Water cannon and plastic bullets indeed. What an utter admission of failure, that after 50 years of the most lavish welfare state in the solar system, you cannot govern your country without soaking the citizenry in cold water and bombarding them with missiles from a safe distance. Except, of course, that it is because of the welfare system that this is so.

“The Whites Have Become Black”

British constitutional historian David Starkey comments in the video below that the British riots demonstrate that the “chavs (British juvenile delinquents) have become black,” i.e., that a foreign and exotic underclass culture has successfully assimilated the British white lower orders, rather than vice versus.

What he said! Black as a pejorative term. Expressing a hierarchical preference for white, European mores over African-Caribbean mores. The British left is quite indignant about this kind of politically-incorrect speech, and accusations of racism are flying.

Roger de Hauteville yesterday posted a 2 minute video showing a small line of 8 British riot police retreating from a mob of looters who are hurling the long boards and other pieces of traffic barriers at them. The police line withdraws backward in the direction of another line of police, luckily for them I expect, continuing to face in the direction of the mob and maintaining something resembling a line. Had they turned and run, the mob would probably have been on them. Amazingly, the second line of police never made any move to come to their assistance. At around 1:23 the mob begins to turn back, for no obvious reason that can be discerned from the video. The police make no effort to pursue the now retreating mob.

I’d say that the police response was lacking. Here you have a mob of hoodlums engaged in looting and vandalism making unsafe a public street and attacking police. When the two lines of police consolidated, there were at least 16 cops, a number quite adequate to form a line capable of presenting a solid front. 16 men, armed with nightsticks, carrying shields, and armored by the force of authority, with justice on their side, should have had no problem clearing that street and driving an unorganized crowd comprised of criminal scum right out of there.

If a representative of the criminal element should attempt to use some form of terrorist weapon like a Molotov cocktail, the police ought to shoot him.

All this demonstrates just how thoroughly the political leadership of Western democracies has become unmanned by the anti-morality of the Left. Criminals and looters are now disenfranchised victims of society equipped on the basis of their alleged grievances and resentment with anti-moral authority more powerful than the badges and uniforms of police or the titles and powers of elective office.

Roger de Hauteville responded to all this by reflecting that the Riot Act in Britain, from 1715 in the time of George I until it was repealed (alas!) in 1973 during the age of imbecility, permitted mayors, bailiffs, or justices of the peace in situations in which twelve or more persons were “unlawfully, riotously, and tumultuously assembled together” to read aloud the following:


Our Sovereign Lord the King chargeth and commandeth all persons, being assembled, immediately to disperse themselves, and peaceably to depart to their habitations, or to their lawful business, upon the pains contained in the act made in the first year of King George, for preventing tumults and riotous assemblies. God Save the King!

If anyone remained on the street after one hour of the proclamation, the act provided that the authorities could use force to disperse them. Those assisting in the dispersal were specifically indemnified against any legal consequences in the event of any of the rioters being injured or killed.

The act also made it a felony punishable by death for rioters who had been read the proclamation to cause (or begin to cause) serious damage to places of religious worship, houses, barns, and stables.

Why does the British government not do its duty? Because it is the government of a modern Western nation, sunk like the rest of us in trembling, whimpering guilt over class and race.

Left-winger Brendan O’Neill, amusingly, is equally indignant, and sounds exactly like a conservative.

[I]t’s more than childish destructiveness motivating the rioters. At a more fundamental level, these are youngsters who are uniquely alienated from the communities they grew up in. Nurtured in large part by the welfare state, financially, physically and educationally, socialised more by the agents of welfarism than by their own neighbours or community representatives, these youth have little moral or emotional attachment to the areas they grew up in. Their rioting reveals, not that Britain is in a time warp back to 1981 or 1985 when there were politically motivated, anti-racist riots against the police, but rather that the tentacle-like spread of the welfare state into every area of people’s lives has utterly zapped old social bonds, the relationship of sharing and solidarity that once existed in working-class communities. In communities that are made dependent upon the state, people are less inclined to depend on each other or on their own social wherewithal. We have a saying in Britain for people who undermine their own living quarters – we call it ‘s****ing on your own doorstep’. And this rioting suggests that the welfare state has given rise to a generation perfectly happy to do that. …

There is one more important part to this story: the reaction of the cops. Their inability to handle the riots effectively reveals the extent to which the British police are far better adapted to consensual policing than conflictual policing. It also demonstrates how far they have been paralysed in our era of the politics of victimhood, where virtually no police activity fails to get followed up by a complaint or a legal case. Their kid-glove approach to the rioters of course only fuels the riots, because as one observer put it, when the rioters ‘see that the police cannot control the situation, [that] leads to a sort of adrenalin-fuelled euphoria’. So this street violence was largely ignited by the excesses of the welfare state and was then intensified by the discombobulation of the police state. In this sense, it reveals something very telling, and quite depressing, about modern Britain.

“Come Friendly Bombs!”

The Westley Richards scalloped boxlock action was particularly handsome.

If you were an American millionaire, a belted earl, or an Indian maharajah, you’d go to London and buy sidelock best guns from the likes of Olympian gunmakers like Purdy, Boss, Churchill, or Woodward. The ordinary American or English gentleman of limited means would buy excellently well-made, but far less expensive, boxlocks produced by the workshops of down-to-earth makers like Greener or W.C. Scott in Birmingham.

The Birmingham gun trade armed the British Army for the victory at Waterloo. It produced the Brown Bess and the Baker, Snider, and Enfield rifles that won the Empire, and the Martini-Henry that stopped the Zulu charges at Rorke’s Drift. It armed the Confederate Army in the War for Southern Independence. It produced the rifles, pistols, bayonets, machine guns, and artillery that determined the fate of Europe in two world wars.

The Gun Quarter of Birmingham; like Gardone, Italy; Oberndorf, Germany; Tula, Russia; or Springfield, Massachusetts; is one of the world’s great historic arms-making centers, boasting a leading role in gun manufacture for more than three centuries.

But a pusillanimous group of British politicians has recently announced that Birmingham’s historic Gun Quarter is going to be renamed, specifically in order to renounce its association with the arms trade.

The Birmingham Post reports:

It’s been a symbol of Birmingham’s manufacturing excellence for 250 years, but the city’s Gun Quarter has lost its biggest battle of all.

One of Britain’s oldest industrial areas has been renamed after council leaders claimed local people no longer wanted to be associated with the weapons of war.

The streets where highly skilled tradesmen produced two million muskets to fight Napoleon are to be known in future as St George and St Chad in recognition of a church and Birmingham’s Roman Catholic cathedral.

Opponents of the name change say the Gun Quarter has been sacrificed on the altar of political correctness.

St. George, a soldier saint renowned for killing a dragon, would probably have no personal aversion to the arms trade. St. Chad (who turns out to be completely personally unconnected to the 2000 Presidential Election in Florida) was an abbot and bishop of Mercia, the patron saint of medicinal springs, and must have had a personal interest in agriculture, as traditionally his feast day (March 2) is particularly propitious for the planting of broad beans. His views on weapons are unknown.

Of Birmingham today, a city willing to spurn the memory and achievements of Westley Richards, William Powell, Greener, Webley, and W. C. Scott, one can inclined to say with John Betjeman:

“Come friendly bombs and fall on Slough!
It isn’t fit for humans now”

British Police on the Job, Protecting Criminals, Again

Back in Queen Victoria’s day, when Britain was still sane, you could buy one of these to protect your garden shed. If he breaks in, he gets both barrels.

The Daily Mail recently reported on police in Surrey and Kent intervening to protect criminals from home owners.

Residents in Surrey and Kent villages have been ordered by police to remove wire mesh from their windows as burglars could be injured.

Home owners in the villages of Tandridge and Tatsfield in Surrey and in Westerham, Brasted and Sundridge in Kent have said they are furious that they are being branded ‘criminals’ for protecting their property.

Locals had reinforced their windows with wire mesh after a series of shed thefts but were told by community police officers that the wire was ‘dangerous’ and could lead to criminals claiming compensation if they ‘hurt themselves’.

Ecclesiastical Vandalism

Daily Mail reports on the conflict arising from some unwelcome plans for modernization in a 12th century Essex church.

Worshippers at a 12th century village church have launched a bitter battle to oust their vicar.

Some members of the congregation at St Nicholas Church in Tillingham, Essex, are ‘at war’ with vicar Lorna Smith, claiming that her modernisation plans will be the ‘ruination’ of the historic church.

A petition has been started calling for the Reverend Lorna Smith to quit her post as vicar after she pushed ahead with proposals to rip the pews and replace them with informal plastic chairs, dig up the floor and install underground heating.

Anne Burden, 72, a parishioner, said: ‘I simply can’t believe people can come into our village and do this to our church.

‘There have been little nicks in the picture going on since she has been here, but undoubtedly its got worse since she proposed the removal of the pews.

‘Nobody took it seriously at first when they heard but now I think she wants wall to wall carpets and to turn the place into a social centre.

‘I feel so very sad when I think about it – we were a united congregation before and people from the village who are not churchgoers all got involved with the upkeep.

‘It was a beautiful church which was at the heart of the village now that has all changed.’

The building boasts a Norman Nave and 14th century bell tower and is regarded by English Heritage as a good example of a traditional country parish church.

Mrs Smith is thought to have joined the historic church about five years ago but has divided opinion among worshippers when she backed the Parochial Church Council’s plans to modernise the building.

The Friends of St Nicholas have already raised around £20,000 towards the modernisation plans – which include removing the Victorian pews in favour of more informal seating, installing underfloor heating, building a kitchen, toilet and gallery meeting room under the bell tower.

But the scheme has been met with horror by some villagers and led to a day-long Consistory Court hearing which ruled in favour of the changes to the church.

HMS Invincible Auctioned on the Internet For Scrap

The Daily Express notes one more significant milestone in Britain’s retreat from greatness.

She was the backbone of the taskforce that took back the Falklands from Argentina and once boasted Prince Andrew among her crew.

Now HMS Invincible is about to meet a sad end, sold for scrap on an auction website.

Her seller, the Ministry of Defence, is better described as “cash-strapped” rather than as “one careful owner”.

Launched barely 30 years ago, the 10,000 ton aircraft carrier is now just a hulk, her engines decommissioned and her pumps and generators broken.

But as one of Britain’s two flattops in 1982, the ship helped turn the tide after General Galtieri invaded the Falklands.

At the time of the invasion HMS Invincible had been earmarked for sale to Australia for £175million,

Critics claim it was that sale which emboldened Argentina to attack. It was hastily called off after the invasion.

Last month’s decision to scrap Britain’s only remaining aircraft carrier, Ark Royal, nine years before its replacement comes on line, has been criticised by admirals as having the potential to encourage Buenos Aires to again raise a claim over the islands.

HMS Invincible’s decline began in 2005 when MoD chiefs mothballed her 14 months after an extensive refit which was meant to extend her life by 10 years.

Michael Auslin says Admiral Nelson is spinning in his grave.

Imagine if someone had predicted in 1910 the loss of Britain’s position of economic leadership, the abandonment of the Empire, the complete triumph of socialism, surrender of the Royal Navy’s command of the seas, massive immigration of hostile and unproductive non-Europeans encouraged by a Labour government deliberately seeking to change the ethnic character of the British nation, and even a ban on hunting. How thoroughly and utterly destructive the impact of leftism would be could not possibly have ever been imagined.

If someone were able to travel through time and display to the population of 1910 Britain exactly what would become of the British Empire, British institutions, British liberty, and the British way of life in a century, I suspect the population would have risen en masse and slaughtered out of hand every pacifist, every socialist, every trade unionist, every Bloomsbury, and every reformer in the country.

15 Year Old Girl Arrested For Burning Koran

A 15-year-old school girl resident of the multiracial Sandwell Council homes neighborhood in the West Midlands near Birmingham was arrested recently on charges of inciting religious hatred. The teenager had posted on Facebook two weeks earlier a video in which she burned on school property an English-language edition of the Koran in front of an audience of schoolmates.

On Tuesday, a 14-year-old boy was also arrested for posting threats on Facebook in response to the video.

Both teenagers were released on bail, and their Facebook accounts were eliminated.

The British press quoted an Islamic organization’s spokesman who advised readers that burning Korans was one of the most offensive acts imaginable in the eyes of more than a billion Muslims worldwide.

It’s not the Koran which is sacred to British authorities, of course, it is political correctness which trumps freedom of expression. You can still insult Christianity as much as you like.
