No Room on the Fence

Dave Weigel, the Washington Post’s blogger in charge of covering Conservatism, resigned this week after Matt Drudge and Daily Caller leaked some of his emails from JournoList, a private listserv founded by Ezra Klein on which the left’s punditocracy compared noted and coordinated coverage.

Doctor Zero, at Hot Air, looked on with interest on the comedy following the Weigel resignation. The leftwing commentariat lamented how unfair Weigel’s ouster really was, remarked enviously what a great job he used to have, and its founder closed down Journolist.

There is little room left for neutrality in American politics these days, Doctor Zero reflects.

Weigel has spent the last few months working as an observer of the conservative movement for the Washington Post, whose readers must wonder about the identity of the vast Tea Party crowds occasionally blocking their view of the IRS building. As it turns out, Weigel really hates the people he’s been covering, and sees himself precisely the way conservatives see most dinosaur-media reporters: as a partisan operative of the Democrat Party. He expressed his hatred, and loyalties, in a series of communications posted to JournoList. These emails became an embarrassing burst of digital flatulence when they were made public. Weigel is out of a job at the Washington Post, and JournoList is gone.

Blogger Ace of Spades wonders why the Post couldn’t find a sympathetic correspondent to cover the “conservative beat,” and answers his own question by pointing out the Post has no interest in publishing material that might lead its readers to begin grooving to that conservative beat. The last thing they want is for their right-wing avatar to come back with a horde of angry natives behind him and lead a successful insurrection.

Here we cross the line between editorial decisions and bias. Why would an unbiased newspaper be afraid to honestly report news that makes one side of a political debate look appealing, instead assigning a reporter to highlight fringe material to cast them in the most negative light possible? Of course, they are biased, but it’s even worse than that. They’re subjective. They pretend to be commentators, but they’re actually players in the game… just like everyone else. Our fates are all controlled by the immense central government worshipped by the Post. They have a vested interest in ensuring its sustained growth, so they can make their fortune writing epic tales of its heroic deeds.

Big Government makes for bad journalism. As I like to point out whenever someone like David Frum gushes over “moderates,” there is no meaningful way to be moderate when a carnivorous super-State is chowing down on huge portions of the private sector, while dismissing bedrock Constitutional rights with an irritated wave of its hand. You either resist the onslaught of the State with all your might, or bear passive witness to its expansion.

At this moment in American history, there is no functional difference between a genuine “centrist” and Dave Weigel’s right-wing “ratf**kers.” If you think you should be allowed to keep your own medical insurance, and see your own doctor, you’re taking an extreme partisan stance. If you don’t think the government should be able to revoke the First Amendment or due process rights of private corporations at its convenience, you are a declared enemy of the State.

The Politics of Immigration

A century ago, they could come here legally.

Michael Gerson discusses how Republicans are committing political suicide, attempting to apply the precise same strategy that cost the GOP its political competitiveness in California nationally.

According to a 2008 study by the Pew Hispanic Center, 49 percent of Hispanics said that Democrats had more concern for people of their background; 7 percent believed this was true of Republicans. Since the Arizona controversy, this gap can only have grown. In a matter of months, Hispanic voters in Arizona have gone from being among the most pro-GOP in the nation to being among the most hostile.

Immigration issues are emotional and complex. But this must be recognized for what it is: political suicide. Consider that Hispanics make up 40 percent of the K-12 students in Arizona, 44 percent in Texas, 47 percent in California, 54 percent in New Mexico. Whatever temporary gains Republicans might make feeding resentment of this demographic shift, the party identified with that resentment will eventually be voted into singularity. In a matter of decades, the Republican Party could cease to be a national party.

Even describing this reality invites scorn from those who regard immigration as a matter of principle instead of politics. But this represents a deep misunderstanding of politics itself. In America, political ideals are carried by parties. Republicans who are pro-business and pro-life, support a strong national defense and oppose deficit spending depend on one another to achieve influence. Each of these convictions alienates someone — pro-choice voters, economic liberals, pacifists. But Republican activists who alienate not an issue-group but an influential, growing ethnic group are a threat to every other constituency. The vocal faction of anti-immigrant Republicans is not merely part of a coalition; it will eventually make it impossible for anyone else in that coalition to succeed at the national level.

The good news for Republicans is that Hispanics tend to be entrepreneurial and socially conservative. While the general image Hispanics hold of the GOP is poor, individual Republican candidates can make significant inroads. In presidential elections, Hispanic support can swing widely. In 1996, Bill Clinton got 72 percent of the Hispanic vote. In 2004, John Kerry’s support was in the 50s. And Republicans do not need to win a majority of the Latino vote to compete nationally, just a competitive minority of that vote.

But even this modest goal is impossible if Hispanic voters feel targeted rather than courted.

Meanwhile, J.R. Dunn explains why the unresolved illegal status of immigrant Hispanic labor works so beautifully for the left.

The history of the left in this country is a history of division. Whatever conflict was current — labor vs. management, class vs. class, race vs. race — there you’d find the left, stirring things up in order to derive as much political benefit as possible. A workable democratic system demands a willingness to seek consensus and engage in compromise. The left prefers Balkanization and permanent conflict.

For some years now, it has appeared that the Leftist formula had reached the end of its string. The corrupt and crime-ridden unions were on their last legs, hemorrhaging members even as they drove jobs overseas. Blacks were steadily moving into the middle class and becoming less susceptible to separatist rhetoric. An attempt to transform the university student body into a permanent revolutionary phalanx on the Peronist model had only partial success — students were willing to play while actually on campus, but after graduation they went on to more interesting pursuits.

So how to keep the pot boiling? The answer was to go find a new millet — or rather, to take advantage of the one next door, of the desperate people fleeing a serial kleptocracy, an uneducated, ignorant, and frightened mass open to all forms of manipulation.

This explains why illegal immigration is so important to the left. It explains why efforts to halt illegal border-crossings, a problem that wouldn’t challenge a six-year-old, are executed so half-heartedly and so often left unfinished (see the recent “virtual fence”). It explains the irrational response to Arizona’s effort to tighten up existing immigration law (not create new law — Arizona’s statute is no more than a reinforcement of existing federal law). It explains the insistence that any solution to the immigration problem provide for amnesty and citizenship for the millions of illegals already living within our borders. It has nothing to do with compassion, nothing to do with fairness, or practicality, or any of the other reasons offered by “reform” advocates. As is almost always the case where the American left is involved, what it has to do with is power.

The left wishes to use the illegals as a battering ram against the American polity, the same as they used labor, and blacks, and every other group they ever encountered. Illegals will become a new protected class, with privileges and entitlements denied the rest of the populace (including, ironically, current members of previous such classes). They will be discouraged from learning English, as occurs today under the doctrine of “bilingualism”, to assure that they remain a separate presence. A vast bureaucracy will arise to “assist” the new citizenry, funded with billions — oh hell, make that trillions, this is the Obama era — and staffed with sociologists, ethnographers, psychologists, and other disciplines unimagined today. All will be of the same political persuasion. A permanent crisis atmosphere will be generated around the new class. The “Amnestee” question will lead to endless problems and ramifications and act as a permanent indictment of the country and its policies. The native population (not to mention legal immigrants) will grow increasingly embittered and angered. The former illegals will be rendered even more miserable than they are today.

The solution is obvious. There must be no amnesty. Such an action would simply drop a permanent inassimilable presence in the midst of American society. Current law must be executed to the fullest, and where necessary (as in all the border states) reinforced with new state laws. Illegals now in the country must be encouraged to regularize themselves according to recognized procedure. They must not be allowed, for their sakes and ours, to become clients of the left-wing establishment. The immigrant problem must be dealt with on a case-by-case basis, according to individual circumstances. The notion that there is an acceptable mass solution is pure fantasy.

While this may involve some hardship — and will certainly give rise to cries of “unfairness” — it is in the long run the best solution for all concerned. Even the illegals will be better off. Becoming a member of a left-wing client class may not be the worst possible fate, but it’s not far from the bottom either, as generations of welfare families can attest. American leftists did nothing for this country’s workers once the union vote-getting machines were established. The same can be said of blacks in the inner cities once the political machines were in action there. The goal of power is simply to perpetuate itself. Actually solving problems might interfere with that process.

GOP Stepping on a Land Mine

Mona Charen warns that the only thing likely to save democrats in future years is the alienation of a Hispanic vote that naturally belongs to the GOP by nativism and law-and-order games over immigration.

Imagine yourself inside Democratic National Committee headquarters, in the department of long-term planning. Huddling in the no longer smoke-filled room, stocked no doubt with eco-friendly coffee cups and whole-wheat snacks, the savants are pleased with themselves. In the great game of buying constituencies for more government, they believe that the gargantuan health care law is the greatest coup in history. Not only did it create millions more mendicants, but with the new legislation weighing in at 2,000 pages, endless new work for two other favored groups – lawyers and bureaucrats. Brilliant!

Pushed to the back of their minds are disquieting facts such as these: The health reform law remains deeply unpopular, with 55 percent (Rasmussen) saying they would like to see it repealed. The Congress that pushed it to passage has approval ratings of 23 percent (Gallup). President Obama’s approval ratings (Bill Clinton’s confident pre-vote predictions to the contrary notwithstanding) have not rebounded since passage.

Never mind, the Democrats reason, by hanging Wall Street around Republicans’ necks and by reviving the immigration controversy (with a great deal of help from the state of Arizona), Democrats will win out. Maybe not in 2010, as off-year electorates tend to skew older and whiter, but certainly by 2012, when President Obama stands for re-election.

The financial reform bill has yet to fully play out. But by stoking controversy over immigration, the Democrats are making a shrewd move. If Hispanics vote in 2010 as they did in 2008, it would be virtually impossible for a Republican to win.

John McCain won 55 percent of the white vote in 2008. Bravo for him. Even with 95 percent of African-Americans voting for Obama, McCain would have taken the oath of office had it not been for the lop-sided Hispanic vote that went for Obama by 67 percent. While it is true that estimates of the total Hispanic vote percentage have often been overblown (the total Hispanic vote in 2008 was 8 percent, not the 15 percent widely cited), the vote can be crucial in some key states. In California, Hispanics comprised 16 percent of the vote in 2008. In Florida, it was 14 percent, and in Colorado 13 percent.

According to the Pew Hispanic Center, 74 percent of California Hispanics voted for Obama, along with 61 percent of Hispanic Coloradans, and 57 percent of Hispanic Floridians. …

Hispanics are not ideologically committed. Not yet. George W. Bush received a respectable 40 percent of the Hispanic vote in 2004. As Clint Bolick outlined in the Hoover Digest, a 2006 survey by Latino Coalition found that 34.2 percent of Hispanic voters considered themselves conservative, while only 25.8 called themselves liberals. More than 53 percent agreed that it was more important for Hispanics to become integrated into American society than to preserve their native cultures. Offered a choice between higher taxes and more government spending or lower taxes and less government spending, 61.2 percent favored the latter. Moreover, like other Americans, Hispanics tend to vote more Republican as they age.

Hispanic voters do feel very differently from many conservatives about immigration. Pew found that 53 percent of Hispanics worried about deportation in 2007, including 32 percent of the native born, and also that 55 percent opposed verification of citizenship before obtaining driver’s licenses.

Tea Parties: Revolution From Above?

Today’s Day By Day illustrates Richard’s point about the sophistication of Tea Party commentary

Richard Fernandez notes that Tea Parties have taken the political debate to deeper than customary levels of analysis, which may possibly be connected to the recently discovered fact that Tea Party activists are not really the rubes and yokels that the community of fashion inevitably supposed they were.

Perhaps the greatest distinction between the Tea Parties and the televised “debates” between candidates is that issues are raised at fundamentally different levels. In the first the money is for the candidate to dispense. In the second it is about how much he has a right to dispense not at the margins but structurally. The psychological difference is captured perfectly by Barack Obama’s response to the Tea Parties. ABC News reported that

    Speaking at a Democratic fundraiser tonight, President Obama touted his administration’s tax cuts and said that the recent tea party rallies across the nation have “amused” him.

    “You would think they should be saying thank you,” the president said to applause.

    Members of the audience shouted, “Thank you.”

‘Thank you for what?’ the Tea Partiers might respond, ‘it is our money.’ The incendiary potential of that type of conversation may explain the heat which has been generated by the crashers and anti-crashers at these events. The Tea Parties are less a debate than political clash. Glenn Reynolds at Instapundit has a number of links to sites which have promised to infiltrate the Tea Parties and efforts repel boarders. It has the aspect of conflict and consequently generates many of the same emotions. Dana Milbank at the Washington Post was nearly beside himself at the sight of these “faux populists”, only recently described as hicks, but now revealed to have Harvard Degrees.

    A CBS News/New York Times poll released on Tax Day found that Tea Party activists are wealthier than average (20 percent of their households earn more than $100,000, compared with 14 percent of the general population) and better educated (37 percent have college or postgraduate degrees vs. 25 percent of Americans ).

Milbank should be careful about opening that can of worms lest it lead to a discussion of whether the half of US households who pay Federal Income Tax so it can be transferred to the other half should have any say on how their money is spent. Because the only thing worse than the narrative that Tea Partiers are the ingrates who should be saying “thank you” to the quality that wisely governs them is the reverse: a narrative where the Tea Partiers are the quality who dare to question the ingrates that govern and write about them. Any idea that threatens to invert the positions of the elite and the peasantry is by definition subversive. The real problem with portraying the rebels as well educated and smart is that it begs the question of what their critics are.

Immigration Reform: The Next Battle

They look smaller and they dress differently from the American functionary, but one of these funny-looking little guys could be grandfather of a conservative Supreme Court justice. I have photographs of my immigrant ancestors in which they look sinister and exotic, too.

The democrat party in Congress defied the will of the American majority and enacted socialism. The democrat administration quadrupled the deficit and deepened the economic disaster. Our political adversaries seem to be doomed, but they do have one key remaining opportunity to revive their political position. They can turn their attention to immigration reform, take substantive action to open a legal path to citizenship for millions of people already in this country overwhelmingly performing hard work at low pay, and secure a firm grip on the loyalty of a voting bloc they do not deserve.

As this Las Vegas Sun article describes, Hispanic voters, just like the rest of us, are not thrilled by what democrats have done to the country and their support for the party of leftism is fading.

The long-term affiliation of a hardworking, typically Roman Catholic bloc of voter with strong family values will determine the results of elections in this country for the next couple of generations. Hispanics are natural Republicans. We just need to recognize that obvious fact and start addressing their key issue and welcoming Hispanics to the GOP.

Republicans need to abandon nativism and cheap law-and-order sloganeering on immigration.

People entering the country to find work and make a better life is the fundamental story of the United States. That this is happening contrary to existing laws reflects unfortunately on our sclerotic politics and our national neuroses, not upon people voluntarily exchanging labor for money or on the natural desire of people less well off to make a better life.

The older laboring classes in this country, as has happened before, have improved their condition, acquired education, and moved up and out of the ranks of low-skilled labor. But demand for labor continues to exist. No country can operate on the basis of a universally white collar population. The world requires Indians as well as chiefs.

It is in the national interest and it is a fundamental part of the American tradition to welcome strangers willing to work, to offer to new arrivals the same kind of fair shake this country once offered our own ancestors.

We are never going to kick in doors, check identity papers everywhere, invade every business, search every home repair project and and arrest everyone running a lawnmower. We are never going to arrest and deport millions of people already here and already doing the most disagreeable and laborious jobs at the lowest wages.

What we need to do is reform the laws, remove perverse incentives, create a useable open door and make illegals into citizens and into rock-ribbed Republicans.

I will describe later a simple Republican-style of Immigration reform, which I think it will be impossible to contend is unprecedented or unfair.

Pursuing His Legacy

Shelby Steele reflects on the irony inherent in Barack Obama’s need to pursue his personal star by ramming socialism down a center right nation’s throat.

Of the two great societal goals—freedom and “the good”—freedom requires a conservatism, a discipline of principles over the good, limited government, and so on. No way to grandiosity here. But today’s liberalism is focused on “the good” more than on freedom. And ideas of “the good” are often a license to transgress democratic principles in order to reach social justice or to achieve more equality or to lessen suffering. The great political advantage of modern liberalism is its offer of license on the one hand and moral innocence—if not superiority—on the other. Liberalism lets you force people to buy health insurance and feel morally superior as you do it. Power and innocence at the same time.

This is an old formula for power, last used effectively on the presidential level by Lyndon Johnson. But Johnson’s Great Society was grasping for moral authority after the civil rights movement. I doubt any white president could use it effectively today, and even ObamaCare passed by only a three vote margin in the House and with no Republican support at all. Worse, in the end, it passed not to bring the nation better health care but to pull a flailing Democratic presidency back from the brink.

There has always been a narcissistic charge around Mr. Obama, the sense that in embracing him one was embracing something special in oneself—and possibly even a larger idea of human perfectibility. Every politician wants this capacity to attract identification. But it is also a trap. What happens when people are embarrassed for having seen themselves in you?

The old fashioned, big government liberalism that Mr. Obama uses to make himself history-making also alienates him in the center-right America of today. It makes him the most divisive president in memory—a president who elicits narcissistic identification on the one hand and an enraged tea party movement on the other. His health-care victory has renewed his narcissistic charge for the moment, but if he continues to be a 1965 liberal it will become more and more impossible for Americans to see themselves in him.

Mr. Obama’s success has always been ephemeral because it was based on an illusion: that if we Americans could transcend race enough to elect a black president, we could transcend all manner of human banalities and be on our way to human perfectibility. A black president would put us in a higher human territory. And yet the poor man we elected to play out this fantasy is now torturing us with his need to reflect our grandiosity back to us.

Voting on Viagra For Pedophiles

Yesterday, Rush was joking about the dems being favor of “hardened criminals.” Kimberly Strassel explains the point of the Republican amendments offered during reconciliation.

‘And so when you walk into that ballot box, remember that it was my Democratic opponent who favored providing Viagra to pedophiles.”

That isn’t a campaign line any American has heard yet, but give it a few hours. The Senate this week took up its “reconciliation” bill, with its final changes to the law the president signed Tuesday. It wasn’t so much reconciliation as reckoning.

Democrats only got their ObamaCare victory by breaking every rule, and that was always going to come at a price. To lever the health bill through the House, Democrats used the arcane process of reconciliation. It got them a win, but it also meant Senate Democrats this week had to endure the political equivalent of water-boarding.

Here’s why: reconciliation allowed Republicans to bring up unlimited amendments. Because Majority Leader Harry Reid (D., Nev.) could not allow the reconciliation bill to be changed in any way—which would send it back to the House—his party was obliged to vote down every one of those amendments. And every one had been designed to make even hardened pols whimper.

Tom Coburn (R., Okla.) offered language to bar the government from subsidizing erectile dysfunction drugs for convicted pedophiles and rapists. Democrats voted . . . No! Orrin Hatch (R., Utah) proposed exempting wounded soldiers from the new tax on medical devices. Democrats: No way! Pat Roberts (R., Kan.) wanted to exempt critical access rural hospitals from funding cuts. Senate Democrats: Forget it! This was Republicans’ opportunity to lay out every ugly provision and consequence of ObamaCare, and Democrats—because of the process they’d chosen—had to defend it all.

And so it went, into the wee Thursday hours. All Democrats in favor of taxing pacemakers? Aye! All Democrats in favor of keeping those seedy vote buyoffs? Aye! All Democrats in favor of raising taxes on middle-income families? Aye! All Democrats in favor of exempting themselves from elements of ObamaCare? Aye! All Democrats in favor of roasting small children in Aga ovens? (Okay, I made that one up, but you get the point.) Aye!

Aye-yi-yi.

These votes are “ridiculous” huffed Connecticut Democrat Chris Dodd. Republicans are not being “serious” grumped Mr. Reid. Of course, “ridiculous” and “not serious” better apply to ObamaCare, which was in fact the substantive point of amendments like Mr. Coburn’s. A 2005 survey found that some 800 convicted sex offenders had—whoops—received Medicaid-funded impotence drugs. This is what happens when a big, inefficient government runs health care, and as Mr. Coburn noted, it is about to do it on a bigger, more inefficient scale than ever, thanks to ObamaCare.

Since the health bureaucracy can’t be trusted, the only way to guarantee a subsidy’s end is to ban them with legislation. And since Democrats didn’t allow Republicans to help craft the bill, this was Mr. Coburn’s best shot. And since the majority had by then boxed itself in, it is now on record as being OK with little blue pills for pedophiles. Unfortunate, really, since most members obviously are not. But hey, three cheers for reconciliation!

No more hiding, either, by Democrats who voted for ObamaCare even as they claimed to have reservations. Republicans flushed them out, making each individual Democrat stand up to defend each individual piece. The record now shows that Arkansas’s Blanche Lincoln is on board with higher premiums, that Colorado’s Michael Bennet is good to go with gutting Medicare Advantage, that Nevada’s Harry Reid is just fine with rationing, that New York’s Kirsten Gillibrand is cool with taxes on investment income, that California’s Barbara Boxer is right-o with employer mandates, and that Pennsylvania’s Arlen Specter is willing to strip his home state of the right to opt out of the health law.

Stanley Fish Told You So

Stanley Fish gleefully watches the former president’s public estimation reascend, as Obama’s precipitously sinks. Bush derangement is evolving into Bush nostalgia.

I know you’re not supposed to, but I just love to say I told you so. ..”

Well it’s a bit more than a year now and signs of Bush’s rehabilitation are beginning to pop up. One is literally a sign, a billboard that appeared recently on I-35 in Minnesota. Occupying the right side (from the viewer’s viewpoint) is a picture of Bush smiling genially and waving his hand in a friendly gesture. Occupying the left side is a simple and direct question: “Miss me yet?” The image is all over the Internet, hundreds of millions of hits, and unscientific Web-based polls indicate that more do miss him than don’t.

A perhaps more substantial sign incorporates a sign famous (or infamous) in the Bush presidency. The March 8 cover of Newsweek reproduces the famous 2003 photograph of Bush on the flight deck of the U.S.S. Lincoln. The president is in the left of the picture, striding away from the famous banner proclaiming “Mission Accomplished.”

Those words haunted Bush for the next five years, but now, Newsweek reports, they may play differently because — and this is emblazoned on the cover — we may have “Victory At Last.” It has to be said, declare the cover-story’s writers, that “now almost seven hellish years later . . . something that looks mighty like democracy is emerging in Iraq”; and, they add (eerily echoing Bush’s words in 2003), this development “most certainly is a watershed event that could come to represent a whole new era in the history of the massively undemocratic Middle East.”

Of course, one might disagree with that assessment, but the fact that it is made in the lead article of a major mainstream magazine tells its own story. It is a story that intersects with another, the story of the precipitous decline in Barack Obama’s support and of a growing suspicion, found on the left as well as on the right, where it is much more than a suspicion, that the politics of change may have been a slogan with less promise in its future than “Mission Accomplished.” (The imminent passage of a health care bill keeps being predicted, but so far no “victory at last.”)

Meanwhile, Bush’s policies came to seem less obviously reprehensible as the Obama administration drifted into embracing watered-down versions of many of them. Guantanamo hasn’t been closed. No Child Left Behind is being revised and perhaps improved, but not repealed. The banks are still engaging in their bad practices. Partisanship is worse than ever. Obama seems about to back away from the decision to try 9/11 defendants in civilian courts, a prospect that led the ACLU to run an ad in Sunday’s Times with the subheading “Change or more of the same?” Above that question is a series of photographs that shows Obama morphing into guess who — yes, that’s right, George W. Bush.

The LA Times finds that Italians have better political scandals.

Reporting from Rome — The governor made off to a monastery after having affairs with transsexuals, but not before the cops videotaped a tryst, all flesh and white powder, and offered to sell copies to a magazine owned by the prime minister, who, at the time, was rumored to be entangled with an underage Neapolitan model.

Then one of the transsexuals, a Brazilian named Brenda, turned up naked and dead, her laptop computer submerged under a running tap. Oh, yeah, and the drug dealer who supplied cocaine to the governor and Brenda would meet his own demise. It’s an odd coincidence.

A Liberal Proposes a Limit to Government Growth

Jacob Weisberg, Slate’s editor in chief, is a liberal, but he seems to have miraculously suddenly developed a healthy concern about the growth of government. I don’t believe there is the slightest possibility of Barack Obama or Nancy Pelosi listening to any of this, but Weisberg’s Make It Stop editorial features both a refreshing dash of libertarianism and the kind of common sense which recognizes both consequences and limits and it is just not the kind of thing one normally ever finds being written by a commentator on his side of the debate.

At this point, Obama and the Democrats may be destined to learn the old lesson once again. But if they hope to avoid a repeat of Clinton’s 1994 fate in 2010, the president and his party might think about fixing a long-term upper limit on the size of government. Because of the bank bailouts and stimulus, federal spending will exceed 25 percent of GDP this year, and public spending at all levels will exceed 44 percent. But if liberals were clear that, in normal times, federal spending shouldn’t be more than 22 percent and that the public sector as a whole shouldn’t exceed a third of GDP—the level during Clinton’s second term—the fear of Democrats covertly foisting a social-democratic model on America would begin to melt away. This kind of ceiling would mean that government couldn’t grow at the expense of the economy, because it couldn’t grow faster than the economy as a whole. To substantiate his commitment, Obama should unilaterally propose large, specific cuts in programs and subsidies to be phased in as the need for stimulus spending recedes. Raising the retirement age, privatizing space exploration, and eliminating agriculture subsidies would make a decent start.

Beyond actually endorsing smaller government, Obama could identify himself with wiser government by developing the responsibility theme he sounded in his inaugural address but has returned to infrequently in the period since. Health care reform based on an individual mandate is a good example of government linking a private duty to a public benefit, but Obama hasn’t emphasized this “values” aspect of the plan. Another example might be to require public service work in exchange for extended unemployment benefits, on the principle of welfare reform. A nicotine-addicted president should also steer clear of paternalistic, class-tinged policies like taxing soft drinks. Letting personal behavior that doesn’t harm others slide means recognizing another kind of limit on government.

There’s a risk of harming the country by failing to address fundamental threats and problems—which is where current Republican policies would leave us. There’s also a risk of Democrats responding in a way that leaves behind more government than we want or need. Obama could help himself by letting people know he’s worried about that danger too.

I think most Republicans really would be fairly content, if an adequate portion of the federal budget remained reliably devoted to defense expenditures, to let the liberals have the equivalent of a spousal allowance, all the rest of the federal budget beyond defense to spend on the charitable, artistic, or environmental good works of their choice, as long as overall federal spending was not consuming so large a portion of the national economy as to curtail growth. But, would a liberal upper limit to government growth and spending ever be conceded by the American left? I have a lot of trouble picturing that.

The left would have to abandon its imperialistic drive toward limitless expansion of the state. It would have to relinquish its favorite tactic of demonizing its political opponents as selfish and greedy and its habit of identifying this year’s chosen socialist scheme as an absolute moral imperative. It would have to, at some point, stop demanding more and try to decide on reallocating what it already has, which seems far, far too difficult to ever happen.

Still, reading Weisberg today brings to mind a pleasant fantasy of a less divisive American political culture, one missing our own’s customary shrieks of hysterical accusation, one featuring occasional bipartisanship and overall rationality. That isn’t the world we live in, but it would be nice.

Obamacare Could Still Stall in the House of Representatives

Kim Strassel, in the Wall Street Journal, explains why even the decision to employ the reconciliation “nuclear option,” throwing the rules of the Senate out the window, does not actually guarantee that democrats can pass the health care bill. The focus of drama now moves over to the House.

The Summit Show was designed by Democrats for Democrats, to give Mr. Obama an all-day stage to inspire and exhort his party to charge once more into the health fray. It’s about “altering the political atmospherics,” admitted one senior Democrat. Yet for all the talk of “jump-start,” there’s little to suggest the ugly politics of passage have changed.

The day after Mr. Brown’s victory broke the majority’s power, Democrats turned to New Strategy, Version 37, Part 12. It is now House Speaker Nancy Pelosi’s job to pass the Senate’s Christmas Eve bill. It is Senate Majority Leader Harry Reid’s job to pass retroactive “fixes” to that legislation through an unsightly “reconciliation” process that requires only 51 Senate votes.

The strategy is somewhat bully for Mr. Reid, who can afford to lose eight of his own members. It’s meaningless for Mrs. Pelosi. If the speaker had the votes post-Brown to pass the Senate bill, we’d be living under ObamaCare. She didn’t have them then, and yesterday’s summit was a sideshow to the problems she has getting them now.

A few numbers: Mrs. Pelosi passed her health-care bill in early November, with three votes to spare. The one Republican yes has since bailed. On the Democratic side, one vote has left Congress, one has died, and one retires this week. A smaller Congress means Mrs. Pelosi only needs 216 votes. If all were equal to November, she’s at 216.

Only it isn’t November. It’s nearly March, and the speaker is being asked to pass a bill vastly different from her own, in the wake of a crushing electoral defeat and in light of dire public-opinion polls.

Mrs. Pelosi has at least 11 Democrats with big problems with the Senate’s flimsy language on publicly funded abortions. This is the same crew that nearly derailed her first bill, and whose threats at the time were serious enough to cause Mrs. Pelosi to throw over her liberals in favor of pro-life demands.

For many, this is a moral issue that can’t be changed with Cornhusker kickbacks or “atmospherics.” Rep. Bart Stupak, the Michigan Democrat who spearheaded the pro-life fight, has already declared the Senate bill “unacceptable.” And the Conference of Catholic Bishops has no intention of now giving these pro-life Democrats an out.

Another reality is Mrs. Pelosi’s many announced retirements. The conventional wisdom holds that some Blue Dogs who voted no the first time—say, Tennessee’s John Tanner—might now be willing to stick it to their constituents as their last act in Congress. Maybe.

Mrs. Pelosi is surely more worried about retiring members who voted yes and are convinced that vote hastened their departure. Arkansas Rep. Marion Berry used his retirement announcement to rip the White House for pushing Blue Dogs into an electoral abyss. House Democrats leaving to run for the Senate—including Indiana’s Brad Ellsworth or New Hampshire’s Paul Hodes—might be more interested in, say, winning those races than clinging to their prior yes votes.

Speaking of Indiana, Mr. Reid’s decision to go reconciliation adds to Mrs. Pelosi’s problems. If retiring Sen. Evan Bayh votes no on reconciliation, is Mr. Ellsworth—running for Mr. Bayh’s seat—going to vote yes? Democratic senators will claim to vote against reconciliation on technical grounds, but the public will view it as the disownment of the president’s agenda. The pressure on House Democrats from states with senators who vote no will be incalculable.

Don’t forget, too, the House members who have seen their district polls disintegrate since their first yes. No doubt they appreciated the president’s spirit yesterday. Yet unless the summit drives a 30-point shift in public opinion, they retain good reason to not repeat their mistake.

The trillion-dollar question is how many votes Mrs. Pelosi had in reserve the first time. Yet here, too, March is no November. These members are now on record in opposition. They have benefited back home from those no votes. Why flip now?

Mrs. Pelosi has been effective at marshalling votes, and nobody should write her off. Yet it says plenty that she is demanding that Mr. Reid go first. Something big must change for her to move her members. Mr. Reid knows even reconciliation is no sure thing and is demanding that Mrs. Pelosi be the one to go first.

The next few days will provide a better sense as to whether the sight of 40 Washington pols summiting over CBO estimates is a game changer. Don’t count on it. Talk is easy. Politics is hard.
