American politics is often pretty embarassing, but the EU’s obliviousness to the understanding of Liberty achieved by the Enlightenment in America, and its contemptible readiness to surrender the rights of its unfortunate citizens to political correctness, does make one proud to be an American.

Laws that make denying or trivialising the Holocaust a criminal offence punishable by jail sentences will be introduced across the European Union, according to a proposal expecting to win backing from ministers Thursday.

Offenders will face up to three years in jail under the proposed legislation, which will also apply to inciting violence against ethnic, religious or national groups.

Diplomats in Brussels voiced confidence on Tuesday that the controversial plan, which has been the subject of heated debate for six years, will be endorsed by member states. However, the Baltic countries and Poland are still holding out for an inclusion of “Stalinist crimes” alongside the Holocaust in the text – a move that is being resisted by the majority of other EU countries.

The latest draft, seen by the Financial Times, will make it mandatory for all Union member states to punish public incitement “to violence or hatred directed against a group of persons or a member of such a group defined by reference to race, colour, religion, descent or national or ethnic origin”.

They will also have to criminalise “publicly condoning, denying or grossly trivialising crimes of genocide, crimes against humanity and war crimes” when such statements incite hatred or violence against minorities.

Diplomats stressed the provision had been carefully worded to include only denial of the Holocaust – the Nazi mass murder of Jews during the second world war – and the genocide in Rwanda in 1994.

They also stressed that the wording was designed to avoid criminalising comical plays or films about the Holocaust such as the Italian comedian Roberto Benigni’s prize-winning Life is Beautiful . The text expressly upholds countries’ constitutional traditions relating to the freedom of expression.

Holocaust denial is already a criminal offence in several European countries, including Germany and Austria. It is not a specific crime in Britain, though UK officials said it could already be tackled under existing legislation.

In an attempt to assuage Turkish fears, several EU diplomats said the provisions would not penalise the denial of mass killing of Armenians by Ottoman troops in the aftermath of the 1915 collapse of the Ottoman empire. Turkey strongly rejects claims that this episode amounted to genocide.

Predictably, the European press is blaming the lack of a state monopoly of force for the killings at Virginia Tech. With characteristic incompetence, too, many of these European editorialists blame the expiration of the (so-called) Assault Weapon Ban, which, of course, had nothing whatsoever to do with events at Blacksburg.

The killer evidently used an ordinary 9mm Glock semi-automatic pistol and some kind of .22 pistol. There was no authentic, or even mislabeled, assault weapon involved.

In the strongest editorialized image of the day, German cable news broadcaster NTV flashed an image of the former head of the National Rifle Association, the US gun lobby: In other words, blame rifle-wielding Charlton Heston for the 33 dead.

The German Bild offers a typical example of the journalist’s failure to acquaint himself with the actual facts.

Now we will probably begin discussing the overly lax gun laws in the United States. There, buying a machine gun is often easier than getting a driver’s license.

He must be thinking of Iraq, not the United States. Americans have needed a costly federal license, involving lots of paperwork, since passage of the National Firearms Act of 1934, to own a fully automatic weapon, and a number of states do not allow private ownership of full-auto weapons, period.

Europeans heighten threat levels (Reuters: London, April 11, 2007, 0905 GMT)

The English are feeling the pinch in relation to recent terrorist threats and have raised their security level from “Miffed” to “Peeved.” Soon, though, security levels may be raised yet again to “Irritated” or even “A Bit Cross.” Londoners have not been “A Bit Cross” since the blitz began in 1940 and tea supplies all but ran out. Terrorists have been re-categorized from “Tiresome” to “A Bloody Nuisance.” The last time the British issued “A Bloody Nuisance” warning level was during the great fire of 1666.

Also, the French government announced yesterday that it has raised its terror alert level from “Run” to “Hide.” The only two higher levels in France are “Collaborate” and “Surrender.” The rise was precipitated by a recent fire that destroyed France’s white flag factory, effectively paralyzing the country’s military capability.

It’s not only the English and French who are on a heightened level of alert.

Italy has increased the alert level from “Shout Loudly and Excitedly” to “Elaborate Military Posturing.” Two more levels remain: “Ineffective Combat Operations” and “Change Sides.”

The Germans also increased their alert state from “Disdainful Arrogance” to “Dress in Uniform and Sing Marching Songs.” They also have two higher levels: “Invade a Neighbor” and “Lose.”

Belgians, on the other hand, are all on holiday as usual, and the only threat they are worried about is NATO pulling out of Brussels.

The Spanish are all excited to see their new submarines ready to deploy. These beautifully designed subs have glass bottoms so the new Spanish navy can get a really good look at the old Spanish navy.

James Lileks reports surprising evidence of vertebrate life in Europe.

As surveys go, its results were rather surprising: A majority of Europeans would support deterring Iran’s nuclear program by military force. It’s not quite as drastic as Quakers demanding plowshares be converted to swords, but it’s close.

We’re not looking at a large, clamorous, martial majority, though — 52 percent approved of military action. Eight percent had no opinion, possibly because they were busy packing for the state-mandated three-month vacation and didn’t want to be bothered.

Forty percent disagreed that Iran should be deterred by military means, and frankly, that seems low. The European spirit, bled white by two ghastly, self-inflicted bloodbaths, has settled into the warm, milky bath of passive decline. One gets the sense that most Europeans would disapprove of military action to fight off alien invaders. Hey, everyone has a colonial phase. Who are we to point fingers, let alone guns?

Henryk M. Broder has some choice comments on the contemporary European response to militant Islam, particularly in the case of the Danish cartoon crisis in which Europrean embassies were burned by Islamic mobs.

In 1972, more than three decades ago, Danish lawyer and part-time politician Mogens Glistrup had an idea that brought him instant fame. To save taxes, he proposed that the Danish army be disbanded and an answering machine be set up in the defense ministry that would play the following message: “We capitulate!” Not only would it save money, Glistrup argued, but it would also save lives in an emergency. On the strength of this “program,” Glistrup’s Progress Party managed to become the second-most powerful political party in the Danish parliament in the 1973 elections.

Glistrup had the right idea, but he was a number of years premature. Now would be the right time to set up his answering machine.

Pascal Bruckner has harsh words for the multiculturalism of elites.

After Heidegger, a whole run of thinkers from Gadamer to Derrida have contested the claims of the Enlightenment to embody a new age of self-conscious history. On the contrary, they say, all the evils of our epoch were spawned by this philosophical and literary episode: capitalism, colonialism, totalitarianism. For them, criticism of prejudices is nothing but a prejudice itself, proving that humanity is incapable of self-reflection. For them, the chimeras of certain men of letters who were keen to make a clean slate of God and revelation, were responsible for plunging Europe into darkness. In an abominable dialectic, the dawn of reason gave birth to nothing but monsters (Horkheimer, Adorno)…

The Enlightenment belongs to the entire human race, not just to a few privileged individuals in Europe or North America who have taken it upon themselves to kick it to bits like spoiled brats, to prevent others from having a go…

It is astonishing that 62 years after the fall of the Third Reich and 16 years after the fall of the Berlin Wall, an important segment Europe’s intelligentsia is engaged in slandering the friends of democracy. They maintain it is best to cede and retreat, and pay mere lip-service to the ideals of the Enlightenment. Yet we are a long way off the dramatic circumstances of the 1930s, when the best minds threw themselves into the arms of Berlin or Moscow in the name of race, class or the Revolution. Today the threat is more diffuse and fragmented. There is nothing that resembles the formidable peril of the Third Reich. Even the government of Mullahs in Tehran is a paper tiger that could be brought to its knees with a minimum dose of rigour. Nevertheless the preachers of panic abound. Kant defined the Enlightenment with the motto: Sapere aude – dare to know. A culture of courage is perhaps what is most lacking among today’s directors of conscience. They are the symptoms of a fatigued, self-doubting Europe, one that is only too ready to acquiesce at the slightest alarm. Yet their good-willed rhetorical molasses covers a different tune: that of capitulation!

Krampus

Reuters reports that efforts are underway to ban Santa’s scary Central European companion Krampus.

As Christmas nears, Austrian children hoping for gifts from Santa Claus will also be watching warily for “Krampus,” his horned and hairy sidekick.

In folklore, Krampus was a devil-like figure who drove away evil spirits during the Christian holiday season.

Traditionally, he appeared alongside Santa around December 6, the feast of St. Nicholas, and the two are still part of festivities in many parts of central Europe.

But these traditions came under the spotlight in Austria this year, after reports last week that Santa — also known as St Nicholas, Father Christmas or Kris Kringle — had been banned from visiting kindergartens in Vienna because he scared some children.

Officials denied the reports, but said from now on only adults the children knew would be able to don Santa’s bushy white beard and red habit to visit the schools.

Now, a prominent Austrian child psychiatrist is arguing for a ban on Krampus, who still roams towns and villages in early December.

Boisterous young men wearing deer horns, masks with battery-powered red eyes, huge fangs, bushy coats of sheep’s fur, and brandishing birchwood rods storm down the streets, confronting spectators gathered to watch the medieval spectacle, which is also staged in parts of nearby Hungary, Croatia and Germany’s Bavaria state.

Anyone who doesn’t dodge or run away fast enough might get swatted — although not hard — with the rod.

“The Krampus image is connected with aggression, and in a world that is anyway full of aggression, we shouldn’t add figures standing for violence… and hell,” child psychiatrist Max Friedrich said.

People in Savannah commonly point out that Sherman burned Atlanta, which proves there’s good in everybody.

The recent frequency of angry Islamic mobs pouring into the streets, mullahs making death threats, and hirsute ruffians demanding apologies has made Islamic rage awfully tiresome, but at least in the case of Berlin’s Deutsche Oper production of Idomeneo by vandalizing Opernregisseur Hans Neuenfels, they may be on to something.

One can tolerate anachronistic settings and surrealistic stagings, but if some blithering nincompoop transmogrifies an opera’s plot into the precise opposite of the original’s, I feel a modicum of intolerance myself, my own hand itches for a sharp Khyberee.

When today’s liberal cultural elite want to praise one of their favorite pieces of artistic bogosity, they usually apply terms like “transgressive” and “courageous.” It is instructive to observe how rapidly artistic “courage” vanishes and “transgression” retreats, when the whiff of an actual threat is in the air.

Time reports:

Neuenfels’ production, first staged in 2003, is intended to be a symbolic gesture about the dangers of fanaticism. Although the production caused barely a ripple, except to impress the critics in its earlier showings, the climate has changed since then.

In July, Germany’s state police in Wiesbaden said they received an anonymous telephone call from a woman expressing concern that the opera, due to be staged this fall, could offend Muslim sensibilities. A subsequent study by Berlin police found that it could not “exclude the possibility” that something bad would happen, noting that decapitation could be associated with the videos distributed by militant terrorists. Berlin senator, Erhart Körting telephoned the Deutsche Oper’s artistic director Kirsten Harms to recommend that she cancel the show because he did not want harm to come to the opera house. Harms agreed, hastily convening a press conference this week in the cavernous lobby of the modernist Deutsche Oper to announce that future performances would pose “incalculable risks” to the public.

Today, Germany’s Chancellor and Interior Minister, and Berlin’s mayor are all decrying the surrender, and demanding the production’s restoration to the Berlin Opera’s schedule. It will be interesting to see just how long their courage lasts. And it’s a such a pity that the object eliciting the uncharacteristic display of European backbone is not something more worthy of defense.

I think myself that the case of the immigration of Roman Catholic Latin Americans of primarily European descent to the United States is a very different thing from the Islamization of Europe, but Fjordman‘s pessimistic essay attacking Third World immigration Trans-Atlantically is, as usual, an insightful contribution to the debate.

Imagine you have two such houses next to each other. In House A, the inhabitants have over a period of generations created a tidy and functioning household. They have limited their number of children because they wanted to give all of them a proper education. In House B, the inhabitants live in a dysfunctional household with too many children who have received little higher education. One day they decide to move to their neighbors’. Many of the inhabitants of House A are protesting, but some of them think this might be a good idea. There is room for more people in House A, they say. In addition to this, Amnesty International, the United Nations and others claim that it is “racist” and “against international law” for the inhabitants of House A to expel the intruders. Pretty soon, House A has been turned into an overpopulated and dysfunctional household just like House B.

This is what is happening to the West today.

A Sunday London Times article quoted some awfully gloomy predictions from a leading British defense analyst.

ONE of Britain’s most senior military strategists has warned that western civilisation faces a threat on a par with the barbarian invasions that destroyed the Roman empire.

In an apocalyptic vision of security dangers, Rear Admiral Chris Parry said future migrations would be comparable to the Goths and Vandals while north African “barbary” pirates could be attacking yachts and beaches in the Mediterranean within 10 years.

Europe, including Britain, could be undermined by large immigrant groups with little allegiance to their host countries — a “reverse colonisation” as Parry described it. These groups would stay connected to their homelands by the internet and cheap flights. The idea of assimilation was becoming redundant, he said.

The warnings by Parry of what could threaten Britain over the next 30 years were delivered to senior officers and industry experts at a conference last week. Parry, head of the development, concepts and doctrine centre at the Ministry of Defence, is charged with identifying the greatest challenges that will frame national security policy in the future.

If a security breakdown occurred, he said, it was likely to be brought on by environmental destruction and a population boom, coupled with technology and radical Islam. The result for Britain and Europe, Parry warned, could be “like the 5th century Roman empire facing the Goths and the Vandals”.

Parry pointed to the mass migration which disaster in the Third World could unleash. “The diaspora issue is one of my biggest current concerns,” he said. “Globalisation makes assimilation seem redundant and old-fashioned . . . [the process] acts as a sort of reverse colonisation, where groups of people are self-contained, going back and forth between their countries, exploiting sophisticated networks and using instant communication on phones and the internet.”

Third World instability would lick at the edges of the West as pirates attacked holidaymakers from fast boats. “At some time in the next 10 years it may not be safe to sail a yacht between Gibraltar and Malta,” said the admiral.

George Weigel in Commentary has a must-read essay, discussing Europe’s current unhappy position: faced with growing Islamic aggression and intolerance based in unassimilable immigrant communities, while simultaneously experiencing a continuing assault on her own identity and traditions by authoritarian secularism.

The aggressors in Culture War A are radical secularists, motivated by what the legal scholar Joseph Weiler has dubbed “Christophobia.” They aim to eliminate the vestiges of Europe’s Judeo-Christian culture from a post-Christian European Union by demanding same-sex marriage in the name of equality, by restricting free speech in the name of civility, and by abrogating core aspects of religious freedom in the name of tolerance. The aggressors in Culture War B are radical and jihadist Muslims who detest the West, who are determined to impose Islamic taboos on Western societies by violent protest and other forms of coercion if necessary, and who see such operations as the first stage toward the Islamification of Europe—or, in the case of what they often refer to as al-Andalus, the restoration of the right order of things, temporarily reversed in 1492 by Ferdinand and Isabella.

The question Europe must face, but which much of Europe seems reluctant to face, is whether the aggressors in Culture War A have not made it exceptionally difficult for the forces of true tolerance and authentic civil society to prevail in Culture War B.
